As the world confronts COVID-19, democracy is crucial in ensuring the free flow of information, participation in decision-making and accountability for the response to the pandemic. Yet since the beginning of the crisis, we have seen the emergency used in a range of countries to restrict democratic processes and civic space. The crisis is also highlighting – and aggravating – long-neglected injustices, from inadequate health systems to social protection gaps, digital divides and unequal access to education; from environmental degradation to racial discrimination and violence against women. Along with the profound human toll, these inequalities are themselves threats to democracy.

 

本次危机还暴露并加剧了长期被忽视的不公正现象,从不完善的医疗体系到社会保障差距、数字鸿沟和不平等的受教育机会;从环境退化到种族歧视和暴力侵害妇女行为等等不一而足。伴随着巨大的人员伤亡,这些不平等现象本身就是对民主的威胁。

 

Well before the pandemic, frustration was rising, and trust in public authorities was declining. A lack of opportunities was driving economic unease and social unrest. Today, it is clear that Governments must do more to listen to people demanding change, open new channels for dialogue and respect freedom of peaceful assembly.

 

早在这场大流行病之前,人们的挫折感就已在上升,对公共当局的信任度不断下降。机会的缺乏不断为经济困扰和社会动荡推波助澜。今天,各国政府显然必须采取更多的行动,倾听人民要求变革的呼声,开辟新的对话渠道,尊重和平集会自由。

 

On this International Day of Democracy, let us seize this pivotal moment to build a more equal, inclusive and sustainable world, with full respect for human rights.
