It is my great pleasure to join you for the inauguration of the China-Africa Institute. Let me begin by extending hearty congratulations on the establishment of the Institute and a warm welcome to all the distinguished guests.
中国国家主席习近平对中国非洲研究院成立高度重视，专门致信表示祝贺。现在，我谨宣读习近平主席的贺信：
Chinese President Xi Jinping attaches great importance to the establishment of the China-Africa Institute and sends a congratulatory message for this special occasion. Now, I have the honor to read the message from President Xi:
“值此中国非洲研究院成立之际，我谨表示热烈的祝贺！向出席成立大会和长期致力于推动中非友好合作的各界人士致以诚挚的问候！
I extend my warm congratulations on the inauguration of the China-Africa Institute and sincere greetings to all the people present as well as those who have long been committed to enhancing China-Africa friendship and cooperation.
当今世界正面临百年未有之大变局，中国作为最大的发展中国家，非洲作为发展中国家最集中的大陆，双方人民友谊源远流长，新形势下，中非深化传统友谊，密切交流合作，促进文明互鉴，不仅造福中非人民，而且将为世界和平与发展事业作出更大贡献。
Our world is undergoing profound changes of a kind unseen in a century. China and Africa, as the largest developing country and the continent home to the largest number of developing countries, enjoy a time-honored friendship between our peoples. Under the new circumstances, the efforts by China and Africa to deepen our traditional friendship, promote exchanges and cooperation, and enhance mutual learning between our two civilizations will not only benefit the Chinese and African peoples, but also contribute to greater peace and development of the world.
在2018年召开的中非合作论坛北京峰会上，中非双方一致决定构建更加紧密的中非命运共同体，实施中非合作“八大行动”。设立中国非洲研究院是其中人文交流行动的重要举措。希望中国非洲研究院汇聚中非学术智库资源，增进中非人民相互了解和友谊，为中非和中非同其他各方的合作集思广益、建言献策，为促进中非关系发展、构建人类命运共同体贡献力量！
At the 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), China and African countries agreed to build an even stronger China-Africa community with a shared future and to implement the eight major initiatives for China-Africa cooperation. The establishment of the China-Africa Institute is an important step for increasing people-to-people exchanges between the two sides. I hope the Institute will pool resources from Chinese and African academic communities and think tanks, deepen mutual understanding and friendship between the two peoples, and offer ideas and recommendations for China-Africa cooperation and our cooperation with other parties, thus contributing to the growth of China-Africa relations and the building of a community with a shared future for humanity.

中国和非洲都有着灿烂的历史文明，为人类文明发展进步作出了重要贡献。中非友好源远流长，两大文明在古丝绸之路上互通有无、相得益彰。郑和下西洋进一步促进了中非之间的友好交往。近代以来，相似的历史遭遇、相近的奋斗历程、相同的发展任务，让中非双方跨越时空阻隔，成为好朋友、好伙伴、好兄弟。近年来中非全面战略合作伙伴关系不断深化，中非人文交流更加密切。去年9月中非合作论坛北京峰会成功举行，把中非关系全面推向历史新高。新形势下，中非双方致力于携手打造人文交流新增长极，必将为中非合作提供更深厚的精神滋养，为世界文明多样化作出更大贡献。
China and Africa, each with a celebrated history and civilization, have made important contributions to human progress and civilization. With a time-honored friendship, our two civilizations enjoyed mutually beneficial exchanges enabled by the ancient Silk Road. Such friendly interactions were further boosted by the voyages of the Chinese navigator Zheng He back in the Ming Dynasty. Since the modern times began, China and Africa, bonded by similar historical experiences, struggles and development tasks, have engaged each other as good friends, good partners and good brothers despite the geographical distance between us. The recent years has seen the deepening of China-Africa comprehensive strategic and cooperative partnership and thriving people-to-people exchanges. The success of the FOCAC Beijing Summit last September brought China-Africa relations to a new, historic height. Under the new circumstances, China and Africa are working together to expand people-to-people exchanges. This joint effort will further nourish China-Africa cooperation and contribute even more to the diversity of civilizations in our world.
不同文明交流互鉴，构成人类发展进步的动力。我们将秉持习近平主席提出的真实亲诚理念和正确义利观，充分尊重非洲国家自主选择发展道路的权利，同非方积极开展治国理政和发展经验交流，互学互鉴、取长补短。我们坚持以人民为中心的发展理念，愿同非洲朋友共同探索互利合作新模式，切实造福中非双方人民。我们支持中国企业赴非洲投资兴业，特别鼓励中国企业和公民积极融入当地，履行企业社会责任，厚植中非关系的民意基础。我们坚持开放包容、兼收并蓄，对非合作不针对也不排斥任何第三方，同时坚决反对个别国家出于私利，攻击抹黑中国对非政策，造谣中伤中非友好合作。我们愿同非洲兄弟共同捍卫、牢牢把握中非合作话语权，推动国际社会形成正确的中国观、非洲观、中非合作观。
Exchanges and mutual learning between different civilizations are a driving force behind human progress. In our relations with African countries, we will continue to follow two principles laid down by President Xi – the principle of honoring sincerity, real results, amity and good faith and that of pursuing the greater good and shared interests among countries. We will fully respect the right of African countries to independently choose their development paths, and increase experience sharing and mutual learning with them in governance and development. Committed to a people-centered development philosophy, we will explore with our African friends new models of mutually beneficial cooperation to deliver real benefits to the Chinese and African people. We support Chinese companies in making investments and doing business in Africa, and encourage Chinese firms and nationals to become active members of local communities and fulfill their corporate social responsibilities, as these efforts can win more popular support for China-Africa relations. Our cooperation with Africa, featuring openness and inclusiveness, neither targets nor excludes any third party. We will firmly oppose attempts by certain countries, harboring their own agenda, to attack and discredit China’s Africa policy and make up stories vilifying China’s friendship and cooperation with Africa. We are committed to working together with our African brothers to make sure that China-Africa cooperation is presented to the world in the right way, and that the international community sees China, Africa and China-Africa cooperation as they truly are.

中非智库合作是中非合作的重要组成部分，也是深化中非人文交流的有效途径。中国社会科学院是中国哲学社会科学极其重要的研究机构，现在成立中国非洲研究院，顺应了中非关系发展的新趋势新特点，也承载了加强中非智库合作的新期待新要求。在此我愿对中国非洲研究院的成长提几点希望：
Think tank cooperation is an important component of China-Africa cooperation and an effective way to deepen people-to-people exchanges between China and Africa. The establishment of the China-Africa Institute by such a prestigious research institute on philosophy and social sciences like the Chinese Academy of Social Sciences reflects new trends and features of an ever-growing China-Africa relationship and growing expectations and demand for closer cooperation between Chinese and African think tanks. In this context, let me share with you what I expect from the Institute.
第一，希望中非学者共同利用好中国非洲研究院这个双方学术交流合作的新平台，努力将其建设成为连接中非人民的桥梁与纽带，在推动中非文化融通、政策贯通、人心相通方面发挥积极作用。
First, I call on both Chinese and African scholars to make the most of the Institute as a new platform for academic exchanges and cooperation, and turn it into a bridge and a bond between the Chinese and African people that will play a positive role in strengthening cultural, policy and people-to-people links between China and Africa.
第二，希望中非学者以中国非洲研究院为基地，组织开展联合攻关，就产业促进、设施联通、贸易便利、绿色发展、能力建设、健康卫生、人文交流、和平安全等中非合作中的重大问题深化协同研究，为中非加强战略对接、打造更高水平的中非全面战略合作伙伴关系建言献策。
Second, I call on Chinese and African scholars to use the Institute as a base for in-depth collaborative research on important subjects regarding China-Africa cooperation, including industrial development, infrastructure connectivity, trade facilitation, green development, capacity building, health, people-to-people exchanges, and peace and security. I look forward to your insights and recommendations on how to achieve greater policy synergy for an even higher-level comprehensive strategic and cooperative partnership between China and Africa.
第三，希望中国非洲研究院发挥好人才高地作用，在培养青年专家、扶持青年学者、培养高端专业人才方面作出积极贡献，为中非人文交流构建强大人才梯队。
Third, I hope that the Institute will leverage its role as a reservoir of best minds and make substantial contribution to training and supporting young experts, young scholars and top-notch professionals, thus creating a strong talent pool for people-to-people exchanges between China and Africa.
第四，希望中国非洲研究院努力弘扬中非真诚相待的老传统，切实讲好中非互利共赢的新故事，不断积聚中非关系发展的正能量，为中非友好合作事业营造良好的舆论环境。
Fourth, I hope the Institute will keep alive the fine tradition of sincerity shared by China and Africa, spread new success stories of China and Africa working together for mutual benefit, build positive energy for the growth of China-Africa relations, and foster favorable public opinion for the friendship and cooperation between China and Africa.

China-Africa relations are standing at a new historical starting point from which a lot can be achieved through people-to-people exchanges. I hope the China-Africa Institute will seize the historical opportunities, strive for distinction and excellence, and make great contribution to promoting people-to-people exchanges, to deepening mutual learning between civilizations, and to building an even stronger community with a shared future between China and Africa.
