站在历史的长河边回望，中国国民经济和社会发展规划犹如一部镌刻着文明密码的鸿篇巨制。自1953年肇始，历经70余载春秋，以十四个五年规划（计划）为刻度，丈量着一个古老民族走向复兴的铿锵步伐。今天，站在全面建设社会主义现代化国家的新起点上，中国共产党二十届四中全会审议通过的“十五五”规划建议，不仅承载着中国式现代化承前启后的时代使命，更在百年变局与科技革命的激荡中，为人类社会探索可持续发展新范式提供了东方智慧。这一跨越时空的发展蓝图，既是解码中国发展奇迹的基因图谱，更是推动全球治理体系变革的中国力量。
The progress China has achieved in economic and social development composes a magnificent chapter in the annals of human history. From 1953 onward, China set out on the grand journey toward the rejuvenation of the nation, trudging each mile with concrete and determined steps. More than seven decades of dedication and endeavors have paved the road behind with astonishing feats, with the 14 accomplished five-year plans each representing a milestone. Today, as China is striding toward its next goal of building itself into a great modern socialist country in all respects, the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development, adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, shows profound significance. It will help steer Chinese modernization through critical phases, and, more importantly, offer Chinese wisdom for the human society pursuing a new model of sustainable development amid major changes unseen in a century and the ongoing sci-tech revolution. It is another grand blueprint that China draws to guide itself toward even greater progress, and to advance the reform of the global governance system.
“十五五”时期是中国2035年基本实现社会主义现代化的关键一程。回溯历史长河，从“一五”计划奠基工业体系，到“十四五”规划开启高质量发展新征程，中国式规划始终以战略定力穿越周期波动，以制度韧性应对时代变局。在“十四五”开局起步、积蓄动能的基础上，“十五五”将以科技创新为新引擎，以新质生产力为突破口，推动中国高质量发展迈上新的台阶，确保基本实现社会主义现代化取得决定性进展。
The 15th Five-Year Plan period (2026-2030) will mark a pivotal stage for China to reach the goal of basically realizing socialist modernization by 2035. From the very first Five-Year Plan period (1953-1957), in which the industrial groundwork was laid for China’ s development, all the way to today’ s 14th Five-Year Plan period (2021-2025), which ushered in high-quality development, China’s five-year planning mechanism has provided strategic resolve that guides the country through periodic fluctuations, and institutional resilience that enables stability amid transformations. With all that has been achieved during the 14th Five-Year Plan period, the 15th Five-Year Plan period will enjoy a good start and gather enormous momentum. Driven by technological innovation and new quality productive forces, China will embrace development of even higher quality, and achieve decisive progress in basically realizing socialist modernization.
当前，百年未有之大变局加速演进，面对纷繁复杂的国际国内形势，中国将继续以五年规划特有的系统性思维破解全球难题，兼顾中国之需与世界之盼。习近平主席强调：“中国扩大高水平开放的决心不会变,同世界分享发展机遇的决心不会变,推动经济全球化朝着更加开放、包容、普惠、平衡、共赢方向发展的决心不会变。”这是中国向世界的郑重承诺。在这场充满不确定性的世纪变局中，“十五五”规划的制定和实施，将使中国继续成为世界和平与发展的助推器、稳定锚，为世界提供稳固、持续的确定性。
Today, profound changes unseen in a century are unfolding across the world at a faster pace. China, with its unique, systematic five-year plans, will contribute more of its strengths to tackling global challenges in a way that responds both to its own needs and to the world’s aspirations. As Chinese President Xi Jinping put it, “China will not change its resolve to open wider at a high standard; it will not change its determination to share development opportunities with the rest of the world; and it will not change its commitment to an economic globalization that is more open, inclusive, balanced, and beneficial for all.” This is a solemn promise that China has made to the entire global community. In this world full of changes and uncertainties, the formulation and implementation of the 15th Five-Year Plan will enable China to maintain its role as the major engine and anchor of world peace and development, and present a vision of unwavering and enduring certainty to the world.
当“十五五”时期中国经济社会发展的战略擘画在时代面前徐徐呈现，我们要凝神品读的，不仅是墨迹勾勒的发展轨迹，更是那笔墨深处奔涌的胸怀天下的中国智慧、中国精神、中国情怀。
As the 15th Five-Year Plan period is about to dawn, we are slowly unfolding another grand picture of China’s social and economic development. What deserve our contemplation are not just the progress painted with bold brushstrokes, but more importantly, the profound wisdom, lofty spirit, and unwavering commitment that China demonstrates in this great work of art as a nation with a global vision.
