- Unswervingly upholding the CPC’s overall leadership

This is a fundamental political principle that we in the CPPCC must observe; it also represents the greatest political consensus that the political parties, people’s organizations, and figures from all ethnic groups and social sectors in the CPPCC must uphold. It has been proved over the past 70-plus years that the stronger the Party’s leadership is, the more the CPPCC’s cause will thrive and the more its institutional strengths will come to the fore.文章源自英文巴士-https://www.en84.com/14332.html
Efforts to uphold the CPC’s leadership must be manifested in concrete actions to implement the decisions and plans of the CPC Central Committee; they must be embodied in all aspects and stages of planning, duty performance, and self-improvement.
We must acquire a deep understanding of the decisive significance of establishing both Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; enhance our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; increase our confidence in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold both General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and the CPC Central Committee’s authority and its centralized, unified leadership.
We need to continuously improve the organizational systems, institutions, and mechanisms through which the CPC exercises leadership over CPPCC work, so as to enable the CPPCC to better fulfill its major roles of strengthening and upholding Party leadership over all areas of work, of applying the Party’s latest theories to unite, educate, and guide public figures from all ethnic groups and social sectors, and of resolving problems and building consensus based on a shared theoretical and political foundation. With these efforts, we will ensure the CPC’s overall leadership over CPPCC work.
（二）必须准确把握人民政协性质定位。这是人民政协坚持正确政治方向的前提，也是更好发挥自身功能作用的基石。人民政协作为统一战线的组织、多党合作和政治协商的机构、全过程人民民主的重要实现形式，是社会主义协商民主的重要渠道和专门协商机构。协商是人民政协制度的鲜明特色和优势所在，也是人民政协工作的重要理念和基本方式，促进广泛团结、推进多党合作、实践人民民主都需要通过协商来实现。专门协商机构综合承载政协性质定位，是新时代赋予人民政协职能定位的新内涵。政协不是协商主体，而是发扬民主、参与国是、团结合作的制度化协商平台。要通过协商制度的有效运行，把各党派团体和各族各界人士的意见建议转化为政策选项，把党的主张转化为社会各界的广泛共识，真正把人民政协制度优势转化为国家治理效能。
- Correctly understanding the nature and position of the CPPCC
This is both a prerequisite for the CPPCC to maintain the correct political orientation and the basis upon which it will perform its role more effectively.
The CPPCC is an organization of the united front, an institution for multiparty cooperation and political consultation, and an important means of practicing whole-process people’s democracy. As such, it is a key channel for socialist consultative democracy and a specialized consultative institution.
Consultation is a defining feature of the CPPCC system. It is from consultation that its unique strengths originate. Consultation is the principle underpinning CPPCC work and the basic way it operates. It is through consultation that we promote extensive unity, advance multiparty cooperation, and practice people’s democracy. The CPPCC is, by nature and role, an institution dedicated to consultation. Such a definition reflects the new significance invested in the CPPCC’s position and functions in the new era.
The CPPCC is not the principal entity in consultation; it serves as an institutional consultative platform for promoting democracy, unity, and cooperation and for engaging people in the deliberation of state affairs. We must ensure effective operation of consultation systems, so that the opinions and suggestions of all political parties, people’s organizations, and figures from all ethnic groups and sectors of society are turned into policy options and the propositions of the CPC are converted into consensus among people from all sectors of society. In doing so, we will truly translate the institutional strengths of the CPPCC into effective governance of our country.
（三）必须聚焦中心工作持续提高协商效能。这是新时代人民政协更好服务民族复兴伟业的应有之义，也是不断深化专门协商机构建设的长期之功。要不断丰富有事好商量、众人的事情由众人商量的制度化实践，坚持完善协商内容与丰富协商形式一体谋划，聚焦“国之大者”和民之关切科学选择协商议题，合理确定协商形式，努力做到议题选择准、情况调研透、协商内容精、议政质量高。要坚持健全协商规则与培育协商文化同步推进，优化协商流程、创造协商氛围，做到聚同化异善协商、坦诚相见真协商、互动交流深协商。要坚持增强协商本领与提高协商实效相互促进，在广集众智的深度协商中服务科学民主决策，在同心同向的真诚协商中有效增进各方共识，更好彰显专门协商机构的独特优势。
- Focusing on the central tasks of the CPC and the country to make consultation more effective
This is essential for the CPPCC to better serve the cause of national rejuvenation in the new era and should remain the focus of efforts to strengthen the CPPCC as a specialized consultative institution over the long term. We must constantly enrich the institutional practice of the principle that the people’s affairs should be discussed by the people themselves. In view of this, we should formulate integrated plans for refining the substance of consultation and diversifying its forms, select consultation topics with due attention to the country’s most fundamental interests and the concerns of the people, and choose the forms of consultation in a well-conceived way.
We must work hard to ensure that members are careful in their choice of consultation topics, thorough in their investigations, exact about the content under consultation, and focused on offering constructive suggestions on state affairs. We must see that efforts to improve consultation rules and foster a culture of consultation go hand in hand, so that the consultation process is optimized and a favorable environment for consultation is created.
We should be good at finding common ground and resolving differences and exchange opinions in a candid and pragmatic way. We should make consultations more fruitful by working to improve our consultation skills, facilitate sound and democratic decision-making by pooling wisdom for in-depth consultations, and effectively build consensus among all sides by engaging in sincere consultations on the basis of unified thinking and common objectives. In doing so, we will be well-positioned to better demonstrate the CPPCC’s unique strengths as an institution dedicated to consultation.
（四）必须坚持团结和民主两大主题。这是人民政协性质的集中体现，也是人民政协的特点和优势所在。政治上加强团结，发扬民主才有坚实的基础；发扬广泛的民主，政治上的团结才会更加牢固。人民政协要致力于各党派团体和各族各界人士的大团结，践行建立在共同思想政治基础上、通过协商广泛凝聚共识的真民主。凝聚共识既是巩固团结的前提，也是发扬民主的目标，是联结团结和民主的桥梁纽带。必须把加强思想政治引领、广泛凝聚共识作为履职工作的中心环节，融入到视察考察、调查研究、协商议政等各项活动中，反映到检验政协履职成效的评价标准中。形势越复杂、任务越艰巨，人民政协越要担负起发扬民主和增进团结相互贯通、建言资政和凝聚共识双向发力的责任，多做春风化雨、解疑释惑的工作，多鼓团结奋斗、共促发展的干劲，广泛汇聚同心共圆中国梦的强大合力。
- Remaining committed to the overarching themes of unity and democracy
These two themes encapsulate the very nature of the CPPCC and are its defining features and unique strengths. Only by enhancing political unity can we lay a solid foundation for democracy, and only by advancing democracy can we consolidate political unity.
The CPPCC must remain committed to bringing together all political parties, people’s organizations, and figures from all ethnic groups and social sectors. It must promote genuine democracy on the basis of our common theoretical and political foundations and the broad consensus we reach through consultation. Consensus is both a prerequisite for strengthening unity and a goal of advancing democracy; it is thus the bridge that links unity and democracy.
We must make it a top priority to strengthen theoretical and political guidance and build extensive consensus. Such work should be part and parcel of our inspections, field visits, research tours, consultations, and deliberations.
And it must serve as one of the basic criteria for performance evaluations. Given the complex circumstances and formidable tasks before us, it is all the more important for the CPPCC to integrate its efforts to advance democracy and promote unity on the one hand and to offer suggestions on state affairs and build consensus on the other.
We must help clear up misunderstandings and misgivings, promote unity, and inspire the people to make a greater contribution to the country’s development. We must help create a powerful synergy that enables the Chinese people to work with one heart and one mind to realize the Chinese Dream.
（五）必须不断强化政协委员责任担当。这是展现新时代人民政协新样子的必然要求，也是确保政协工作提质增效的必由之路。政协委员既是荣誉更是责任，要牢记习近平总书记关于“懂政协、会协商、善议政，守纪律、讲规矩、重品行”的要求，坚持人民政协为人民，永葆为国履职、为民尽责的情怀，加强自我学习、自我教育、自我管理、自我监督，积极践行社会主义核心价值观，在政协工作中当主角，在本职岗位上作表率，以模范行动展现新时代新征程政协委员的风采。政协组织要坚持加强管理和优化服务结合、表彰激励和纪律约束并重，尊重委员主体地位，保障委员民主权利，为委员更好勤勉履职、担当作为创造良好条件。
- Fostering a strong sense of responsibility among our members
This is an essential requirement for the CPPCC to present a new look in the new era and make its work more efficient and more effective. To serve as a CPPCC committee member is both an honor and a responsibility. All CPPCC members should bear in mind General Secretary Xi Jinping’s expectations that we must have a full knowledge of the CPPCC and its role, be adept at consultation and deliberation, observe discipline, abide by the rules, and act with integrity.
We must always commit to serving the people and fulfill our duties in the interests of the country and the people. We should dedicate ourselves to self-study, self-education, self-management, and self-oversight and practice the core socialist values.
We should take the initiative in our work, play a model role in our professions, and demonstrate the qualities of CPPCC members in the new era through our exemplary actions. CPPCC committees should endeavor to strengthen management and upgrade services, place equal emphasis on positive incentives and disciplinary restraints, and respect the principal position of their members, protect their democratic rights, and create a favorable environment for them to deliver on their duties and responsibilities.
