The year 2020 is also a momentous year for the world. We will celebrate the 75th anniversaries of the victory of the World Anti-Fascist War and the founding of the UN. In the face of risks and challenges brought by unilateralism and unprecedented shifts in the international system, the 75th anniversary of the UN offers a historic opportunity for all countries to renew our long-cherished aspirations and work for a better future for all humanity.
习近平主席多次强调，中国共产党是为人民谋幸福的政党，也是为人类进步事业而奋斗的政党。新的一年，中国外交将继续深入贯彻习近平外交思想，坚定不移地走和平发展道路，坚定不移高举构建人类命运共同体旗帜，继续做世界和平的建设者、全球发展的贡献者、国际秩序的维护者。
President Xi Jinping has stressed on many occasions that the Communist Party of China strives for both the well-being of the Chinese people and the progress of humankind. In our diplomatic undertakings in the year ahead, we will continue to act on Xi Jinping Thought on Diplomacy, stay the course of peaceful development, and work toward the vision of a community with a shared future for mankind. China will remain a promoter of world peace, a contributor to global development, and a defender of the international order.
首先，我们将以更坚定的意志维护自身主权安全发展利益，为国内发展建设营造有利外部环境。主权原则是国际体系的最大基石，也是国际关系的根本准则，面对各种强权政治、干涉主义、霸凌行径的滋生蔓延，国际社会应当共同加以抵制。对于外部势力干涉中国内政的图谋，我们将予以坚决和必要反击。“一个中国”原则已是国际社会普遍共识，也是公认的国际关系准则。无论台湾岛内局势怎样变化，台湾是中国不可分割一部分的历史和法理事实都无法改变，中国政府和人民谋求两岸统一的决心和信心也决不会动摇。
First, we will safeguard our sovereignty, security and development interests with greater resolve to foster a favorable external environment for national development. The principle of sovereignty is the most important cornerstone of the international system and a basic norm governing international relations. The international community should come together in pushing back the growing manifestations of power politics, interventionism and bullying. In China’s case, we would take resolute measures as needed to counter any attempt by external forces to meddle in China’s internal affairs.
The one-China principle represents a compelling consensus shared by the international community and a universally recognized norm governing international relations. No matter how the situation may evolve in Taiwan, there is only one China in the world and Taiwan is an inalienable part of China. Nothing will change this historical and legal fact, and nothing will shake the resolve and confidence of the Chinese government and people in advancing reunification.
第二，我们将以更积极的姿态加强伙伴关系建设，为世界局势注入更多稳定性和确定性。我们将全方位推进中俄新时代全面战略协作伙伴关系。聚焦中欧关系提质升级，推动中国同欧盟关系向更高水平迈进。进一步践行亲诚惠容周边外交理念，全面深化同周边国家的战略互信与利益交融。加快推进中非、中拉、中阿合作论坛进程，深耕厚植与广大发展中国家的团结和友谊。中美作为世界上最大的发展中国家和最大的发达国家，两国关系深刻牵动着世界的走向。中美40年交往经验充分证明，两国合则两利，斗则俱伤。我们愿同美方从两国人民根本利益和世界各国共同利益出发，相互尊重、平等对话，求同存异、管控分歧，努力构建和推进以协调、合作、稳定为基调的中美关系。
Second, we will seek stronger partnerships in a more proactive manner to instill a greater sense of stability and certainty in our world. We will advance the China-Russia comprehensive strategic partnership of coordination for a new era on all fronts. We will work to upgrade China-Europe relations and take China-EU relations to a higher level. We will act on the principles of amity, sincerity, mutual benefit, and inclusiveness in our neighborhood diplomacy, and deepen strategic trust and converging interests with all our neighbors. We will speed up the development of the Forum on China-Africa Cooperation, the China-CELAC Forum, and the China-Arab States Cooperation Forum, and make extensive efforts to cement our unity and friendship with fellow developing countries.
Our relations with the Unites States, one between the world’s largest developing and developed countries, have a direct bearing on where the world is going. The past 40 years of interactions have clearly shown that both sides stand to gain from cooperation and lose from confrontation. Both countries need to bear in mind the fundamental interests of the Chinese and American peoples and the common interests of countries around the world. On the basis of mutual respect, equal dialogue and managing differences while seeking common ground, we are ready to work with the US to advance China-US relations based on coordination, cooperation and stability.
第三，我们将以更务实的举措深化同各国互利合作，为构建开放型世界经济发挥引领性作用。我们将加快落实第二届“一带一路”国际合作高峰论坛成果，坚持开放、绿色、廉洁理念，追求高标准、惠民生、可持续目标。以举办联合国第二届全球可持续交通大会为契机，推动中欧班列等现有合作机制和陆海新通道等重大联通项目取得新突破，推动构建更加广泛的全球互联互通伙伴关系。我们还将积极维护以世贸组织为基石的多边贸易体系，推动世贸组织改革朝着有利于各方的方向发展。积极推动区域全面经济伙伴关系协定尽快签署生效，加快推进中日韩自贸区谈判，促进全球贸易投资的自由化、便利化。
Third, we will deepen mutually beneficial cooperation with other countries with more practical initiatives to underpin the building of an open world economy. We will step up the implementation of the outcomes of the second Belt and Road Forum for International Cooperation, pursue open, green and clean cooperation and adopt a high-standard, people-centered and sustainable approach.
As China will host the second UN Global Sustainable Transport Conference, we will work for further progress in existing cooperation mechanisms including the China-Europe Railway Express and in major connectivity projects including the New International Land-Sea Trade Corridor. This will help forge a more extensive global partnership on connectivity.
We will also firmly uphold the multilateral trading system centered on the WTO and advance its reform in a way that is beneficial to all. We will work for the early signing and entry into force of the Regional Comprehensive Economic Partnership, speed up negotiations on a China-Japan-ROK FTA, and promote global trade and investment liberalization and facilitation.
第四，我们将以更有力的行动维护多边主义和国际公平正义，为世界的和平安宁作出新的贡献。我们将以联合国成立75周年为契机，维护以联合国为核心的国际体系和以国际法为基础的国际秩序。进一步加强同各方在上海合作组织、金砖国家、二十国集团、亚太经合组织等国际机制下的合作，构建更加公正有效的全球治理体系。我们将办好《生物多样性公约》第十五次缔约方大会，全面深入落实气候变化《巴黎协定》，同各方共建地球生命共同体。我们将继续坚持共同、综合、合作、可持续的安全观，推动各方通过对话方式和平解决争端，反对动辄使用武力或以武力相威胁，为中东、朝鲜半岛、阿富汗等国际热点问题的解决提供更多中国智慧和中国方案。
Fourth, we will uphold multilateralism and international fairness and justice with more effective measures to make new contributions to world peace and tranquility. We will take the 75th anniversary of the UN as an opportunity to uphold the international system centered around the UN and the international order based on international law.
We will further strengthen cooperation within the Shanghai Cooperation Organization, BRICS, G20, APEC and other international mechanisms, and build a more equitable and effective global governance system.
We will ensure the success of the 15th meeting of the Conference of the Parties (COP 15) to the Convention on Biological Diversity to be held in China, fully and effectively implement the Paris Agreement on climate change, and work with all parties to build a shared future for all life on Earth.
We will continue to stand for common, comprehensive, cooperative and sustainable security. We remain committed to the peaceful settlement of disputes through dialogue. Opposed to the willful use or threat of force, we will provide more Chinese wisdom and proposals to resolving international hotspots concerning the Middle East, the Korean Peninsula, Afghanistan and others.
