Good afternoon!
欢迎大家出席2026年APEC第三次高官会。这是APEC“中国年”规模最大、活动最多的一次高官会，主要任务是梳理总结APEC“中国年”工作，推动各领域合作取得更多进展，为年底的领导人非正式会议做好准备。过去11天，我们围绕贸易、交通、粮食、海关、能源、卫生等领域举办多场会议活动，在各方共同努力下，达成了新的共识和成果。
Welcome to the Third Senior Officials’ Meeting (SOM) of APEC 2026. This SOM is the largest one both in terms of turnout and number of sessions held in the APEC China Year. Our main task is to review the progress made, work for more deliverables across all sectors, and make sound preparations for the Economic Leaders’ Meeting at the end of the year. Over the past 11 days, we have held meetings and events on trade, transport, food, customs, energy, and health. Thanks to the hard work of you all, we have reached new consensus and achieved new outcomes.
APEC“中国年”进程启动以来，我们举办了三次高官会及“数字周”系列活动，召开了妇女与经济、贸易、旅游、林业、粮食安全专业部长会，在中国10多个城市接续举办300多场会议活动，累计与会代表近7000人次。通过深入讨论，我们进一步凝聚建设亚太共同体的共识，初步形成亚太共同体的“四梁八柱”，为区域经济一体化注入了新的动力。
Since the launch of the APEC China Year, we have held three SOMs, the APEC Digital Week, as well as ministerial meetings on women and the economy, trade, tourism, forestry, and food security. Over 300 meetings and events were held in more than 10 cities across China, with close to 7,000 participants. Through in-depth exchanges, we have further built consensus on and initially outlined the main pillars for building an Asia-Pacific community, and injected new momentum into regional economic integration.
经过8个多月的努力，我们取得了一批早期收获成果。各成员重申支持亚太自贸区进程，批准了APEC《服务业路线图》；聚焦数智赋能经济增长，规划了APEC数字和人工智能合作愿景；促进妇女经济赋权，在提升女性数字化素养、支持女性创业就业方面取得了积极进展；围绕发展智慧旅游，谋划了人工智能时代的旅游便利化举措；着眼生态环境保护，明确了森林治理、林产品贸易合作路径；立足区域粮食安全需要，制订了增强粮食体系韧性的指导原则。
After more than eight months of hard work, we have achieved a number of “early harvests.” All members reaffirmed their support to the Free Trade Area of the Asia-Pacific (FTAAP) process, and approved the APEC Roadmap for Innovative, Competitive and Resilient Services. Focusing on digital and smart empowerment of economic growth, we have mapped out a vision for cooperation on digitalization and artificial intelligence (AI). Working to promote women’s economic empowerment, we have made positive progress on boosting women’s digital literacy, entrepreneurship, and employment. In line with the development of smart tourism, we have devised travel facilitation measures for the age of AI. With environmental protection in mind, we have charted the course for forest governance and forest products trade. Centering on regional food security, we have drafted guidelines for a more resilient food system.

当前，国际形势变乱交织，地缘冲突影响外溢，世界经济增长面临多重挑战。同时，人工智能等新一轮科技革命和产业变革加速突破，新的发展动能正在集聚。亚太作为全球稳定之锚和增长引擎，肩负着更大的责任。中国将当好东道主，同各方一道，推动APEC“中国年”取得丰硕成果，引领区域经济合作再上新台阶，为世界经济增长作出“亚太贡献”。
Our world today is fluid and turbulent. Geopolitical conflicts are spilling over and global growth faces multiple challenges. At the same time, a new round of scientific and technological revolution and industrial transformation led by AI is making breakthroughs at a faster pace, and new drivers of growth are gaining momentum. In this context, the Asia-Pacific, as the anchor of global stability and the engine of growth, shoulders even greater responsibilities. China will continue to play its part and work with all parties to deliver fruitful outcomes for the APEC China Year, take regional economic cooperation to a higher level, and make the Asia-Pacific region’s contributions to global economic growth.
一是推进亚太共同体建设。亚太共同体是APEC成立之初提出的目标，也是APEC“中国年”主题。我们要锚定这一目标，推动亚太共同体建设走深走实，绘就亚太共同体路线图，搭建集体行动框架。深圳宣言是今年领导人非正式会议最重要成果。中方正在起草宣言草案，将在9月下旬散发零案文，欢迎各方贡献真知灼见。
First, advancing the building of an Asia-Pacific community. An Asia-Pacific community is what APEC set out to build from the start, and is also the theme of the APEC China Year. We should stay focused on this goal, take concrete steps to deepen the building of an Asia-Pacific community, chart a roadmap for it, and put in place a framework for collective actions. The Shenzhen Declaration will be the most important outcome of the Economic Leaders’ Meeting. China is drawing up the draft declaration, and will circulate the zero draft in late September. We look forward to your insights and contributions.
二是在贸易、联通和创新领域打造新成果。这是今年领导人非正式会议的亮点，也是APEC“中国年”的重点。贸易方面，将以5月APEC贸易部长会共识为基础，制定关于亚太自贸区的单独声明，以灵活务实方式开展合作，提升各方参与高水平经贸安排的能力。联通方面，已散发APEC互联互通合作概念文件，提升基础设施、加强政策协调、便利人员往来。创新方面，将基于7月APEC“数字周”成果，制定人工智能和数字经济领域成果文件，抓住数智转型机遇，培育亚太创新增长新动力。
Second, delivering new outcomes in trade, connectivity, and innovation. These will be the highlights of this year’s Economic Leaders’ Meeting and are the priorities of the APEC China Year. On trade, building on the consensus reached at the APEC Ministers Responsible for Trade Meeting in May. A standalone statement on FTAAP will be prepared to pursue flexible and pragmatic cooperation, and enhance the parties’ capacity of joining high-level economic and trade arrangements. On connectivity, a concept note on APEC connectivity cooperation has been circulated with a view to enhancing infrastructure, policy coordination, and personnel exchanges. On innovation, based on the deliverables of the APEC Digital Week in July, outcome documents on AI and the digital economy will be drafted to seize the opportunities presented by digital and intelligent transformation, and provide fresh impetus for innovation-driven growth in the Asia-Pacific.
三是聚焦务实合作和普惠发展。APEC多样性突出，成员发展诉求不同。要充分照顾各方需求和关切，尤其要重视发展中经济体的增长需求，加强经济技术合作与能力建设。合作是APEC的底色。我们将主办APEC中小企业、能源、交通运输、人力资源、财政等系列部长会。我们愿同各方一道，围绕中小企业高质量发展、能源安全和可及性、城市交通治理、职业技能培训、财政支持民生发展等进行深入讨论。我们还将积极开展APEC青年领域活动，为各经济体青年代表交流互动提供平台。
Third, focusing on practical cooperation and inclusive development. APEC is notable for its diversity, with members having different development needs. It is important to fully accommodate the needs and concerns of all parties, particularly the developing economies’ aspiration for growth, and strengthen economic and technical cooperation and capacity building. Cooperation is the defining feature of APEC. We will host a number of ministerial meetings on SMEs, energy, transport, human resources, and finance. We look forward to in-depth discussions on a number of topics including high-quality development of SMEs, energy security and accessibility, urban transport governance, vocational skills training, and financial support for livelihood development We will also host APEC youth events to provide platforms for exchanges and interactions among youth representatives of member economies.
领导人非正式会议是下阶段工作的重点。我们已组织第一次先遣活动，我昨天专程赴深圳考察了会议筹备工作。目前深圳会议场馆设施已基本就绪，各项准备工作有序推进，深圳将以最佳状态迎接领导人非正式会议的召开。中方愿同各方密切沟通，做好日程、礼宾、安全、新闻等各项安排，确保领导人非正式会议取得圆满成功。
The Economic Leaders’ Meeting will be the priority of our work in the next stage. We have organized the first advance event. Yesterday, I made a special trip to Shenzhen to check on the preparations. The venues and facilities are basically ready and all preparations are advancing in a well-organized manner. Shenzhen will be at its best in hosting the Economic Leaders’ Meeting. China will keep in close touch with all parties, and make proper arrangements regarding agenda, protocol, security, and media to ensure the full success of the Economic Leaders’ Meeting.

亚太经济合作是我们的共同事业。APEC“中国年”迄今取得的成绩和进展，凝聚了各成员的心血。我对各位高官付出的艰苦努力表示衷心感谢。现在距离领导人非正式会议开幕不到3个月时间，筹备工作进入冲刺阶段。我们要发扬APEC精神，发挥高官会统筹协调作用，友好协商、聚同化异，加快推进相关磋商议程，为领导人非正式会议积累扎实成果，为亚太共同体建设作出积极贡献。
Asia-Pacific economic cooperation is our common endeavor. The achievements and progress accomplished so far under the APEC China Year are the result of all members’ joint efforts. I express heartfelt appreciation to the hard work of all senior officials. With less than three months to go before the Economic Leaders’ Meeting, preparations are in the final stretch. In the spirit of APEC, we need to leverage the coordinating role of SOM, hold friendly consultations to build common ground while bridging differences, and speed up the relevant consultations with a view to laying a solid ground for the Economic Leaders’ Meeting, and contributing our share to building an Asia-Pacific community.
