我代表中国人民政治协商会议第十四届全国委员会常务委员会，向大会报告工作，请予审议。
On behalf of the Standing Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), I present this report on our work for your deliberation.
一、2024年主要工作
I. Review of Our Work in 2024
2024年是中华人民共和国成立75周年，是实现“十四五”规划目标任务的关键一年。以习近平同志为核心的中共中央团结带领全党全国各族人民，沉着应变、综合施策，顺利完成全年经济社会发展主要目标任务，中国式现代化取得新的重大成就，更加坚定了全党全国各族人民夺取新时代中国特色社会主义新胜利的决心和信心。
The year 2024 marked the 75th anniversary of the founding of the People’s Republic of China. It was also a crucial year for fulfilling the goals and tasks set forth in the 14th Five-Year Plan (2021-2025). The CPC Central Committee with Comrade Xi Jinping at its core rallied and led the entire Party and the Chinese people of all ethnic groups in calmly responding to new developments and implementing policies with a holistic and systematic approach. As a result, the main economic and social development targets for the year were accomplished and major achievements were made in China’s modernization drive. This has strengthened the resolve and confidence of the entire Party and all Chinese people to strive for new successes in building socialism with Chinese characteristics in the new era.
2024年也是人民政协成立75周年。习近平总书记在庆祝中国人民政治协商会议成立75周年大会上发表重要讲话，高度评价人民政协的历史贡献，深刻阐述人民政协的鲜明中国特色和显著政治优势，用“十个坚持”概括习近平总书记关于加强和改进人民政协工作的重要思想的主要内容，对不断推进协商民主广泛多层制度化发展提出明确要求，对做好当前和今后一个时期人民政协工作作出全面部署。讲话高屋建瓴、精辟深邃、内涵丰富，闪耀着坚持把马克思主义基本原理同中国具体实际相结合、同中华优秀传统文化相结合的真理光芒，为新时代新征程人民政协事业发展指明了前进方向、提供了根本遵循。
Last year also marked the 75th anniversary of the founding of the CPPCC. At the conference commemorating this occasion, General Secretary Xi Jinping delivered an important speech, in which he spoke highly of the historic contributions of the CPPCC and underscored the CPPCC’s distinctive Chinese characteristics and significant political strengths. He outlined the 10 principles underpinning his key ideas on strengthening and improving CPPCC work, specified requirements for advancing extensive, multilevel, and institutionalized development of consultative democracy, and laid out comprehensive guidelines for CPPCC work at present and in the period to come. Characterized by strategic vision, penetrating insight, and rich content, his speech shines with the light of truth inherent in our commitment to integrating the basic tenets of Marxism with China’s specific realities and fine traditional Chinese culture. It charts the course and provides fundamental guidance for advancing the cause of the CPPCC on the new journey in the new era.
在以习近平同志为核心的中共中央坚强领导下，政协全国委员会及其常务委员会坚持以习近平新时代中国特色社会主义思想为指导，深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，全面贯彻落实中共二十大和二十届二中、三中全会精神，坚持党的领导、统一战线、协商民主有机结合，坚持人民政协性质定位，坚持聚焦党和国家中心任务履职尽责，坚持人民政协为人民，坚持以改革创新精神推进履职能力建设，各项工作取得新进展。
Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the CPPCC National Committee and its Standing Committee have followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; acquired a deep understanding of the decisive significance of establishing both Comrade Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; enhanced consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the CPC central leadership; stayed confident in the path, theory, system, and culture of socialism with Chinese characteristics; upheld both Comrade Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and the CPC Central Committee’s authority and its centralized, unified leadership; fully implemented the guiding principles from the 20th National Congress of the CPC and the second and third plenary sessions of the 20th CPC Central Committee.
Regarding the CPC’s leadership, the united front, and consultative democracy as an indivisible whole, we remained true to the nature and position of the CPPCC. Committed to ensuring that the CPPCC serves the people, we concentrated on the central tasks of the CPC and the country to fulfill our responsibilities and enhanced our capacity to perform duties with a spirit of reform and innovation. As a result, continued progress was secured in all our work.
一年来，全国政协党组会议和主席会议、机关党组会议和秘书长会议、各专门委员会分党组会议和主任会议坚持和落实“第一议题”制度，传达学习贯彻习近平总书记最新重要讲话和重要指示精神221次。举办各类协商议政活动85场次；开展视察考察调研活动99项，覆盖31个省（区、市）、263个市（州、盟）、452个县（市、区、旗）；收到提案6019件，立案5091件，办复率99.9%，向1800多位委员寄发提案办复证书；收到信息来稿54317篇，采用11323篇，编报信息刊物1728期，向中共中央、国务院领导同志报送信息1016篇，各类议政建言成果收到领导同志批示819人次、地方和部门反馈报告53个；全国政协党组成员同党外委员谈心交流324人次，870名中共党员委员同1257名党外委员建立联系，组织党外委员专题视察20次，各民主党派、全国工商联和无党派人士提交提案654件、大会发言344篇；19557人次委员开展履职“服务为民”活动6501项、联系界别群众活动10516项，服务群众100多万人次；全年共有委员7748人次参加协商议政会议，1227人次参加各类视察考察调研，2005名委员参与提案，1277名委员反映社情民意信息，71名委员在全体会议、常委会会议上作大会口头发言，269人次参加全国政协对外交往活动，33名委员获得年度优秀履职奖。
Over the past year, under the top-of-the-agenda system, a total of 221 meetings were convened by the leading CPC members’ group of the National Committee, the Chairpersons Council, the leading CPC members’ group of the National Committee’s general office, the secretaries-general, and the CPC branch groups and directors of special committees in order to promptly communicate, study, and implement the guiding principles from General Secretary Xi Jinping’s important speeches and directives.
We hosted 85 consultation and deliberation sessions in various forms and organized 99 research and inspection tours. These tours covered a total of 31 provinces (autonomous regions and municipalities directly under the central government), 263 cities (prefectures and leagues), and 452 counties (county-level cities, districts, and banners).
Last year, the National Committee received a total of 6,019 proposals from its members, of which 5,091 were accepted for processing. The response rate for accepted proposals was 99.9 percent, with formal replies being issued to over 1,800 members. We also received 54,317 communications from various sectors of society, with 11,323 of these being adopted. On this basis, we compiled and released 1,728 news bulletins. Moreover, we submitted 1,016 reports to leading officials of the CPC Central Committee and the State Council, and received 819 comments from them on various suggestions related to state affairs. We also received 53 feedback reports from localities and relevant departments.
Members of the National Committee’s leading CPC members’ group engaged in open discussions with non-CPC members, with an attendance of 324; a total of 870 CPC members from the National Committee made contact with 1,257 non-CPC members; 20 themed inspection tours were organized for non-CPC members. In addition, the democratic parties, the All-China Federation of Industry and Commerce, and personages without party affiliation submitted 654 proposals to the National Committee and delivered 344 speeches at important meetings. With a total participation of National Committee members reaching 19,557, we hosted 6,501 activities under the theme of “Better Services for the People” and organized 10,516 events to engage with people across various sectors, thus serving more than one million people.
Over the course of the year, attendance at consultation and deliberation sessions of National Committee members reached 7,748, while their participation in inspections, field visits, and research tours reached 1,227. A total of 2,005 members contributed to proposal work, and 1,277 members reported on social conditions and public sentiment. Seventy-one members made oral statements at the second session of the 14th CPPCC National Committee as well as meetings of its Standing Committee. The international exchange events hosted by the National Committee registered a total attendance of 269. In addition, 33 National Committee members were presented with the Annual Outstanding Performance Award.
一年来，我们着重在4个方面下功夫，推动履职工作不断深化。
Last year, the National Committee focused on the following four areas in carrying out its functions.
一是坚持中国共产党对人民政协的全面领导，贯彻落实习近平总书记重要指示精神和中共中央决策部署。我们深刻认识人民政协制度和人民政协组织的鲜明政治属性，把中国共产党领导落实到政协工作各方面全过程。加强对习近平总书记重要讲话和重要指示批示精神传达学习、研究部署、贯彻落实，先后向中共中央报告习近平总书记2023年重要指示批示和中央政协工作会议精神贯彻落实“回头看”情况。对习近平总书记关于政协工作的重要指示批示逐件督办落实。严格执行重大事项请示报告制度。全年印发贯彻落实习近平总书记重要讲话、中央重要会议和文件精神的意见和方案88件，认认真真执行。
- Upholding the CPC’s overall leadership over CPPCC work and implementing General Secretary Xi Jinping’s major directives and the CPC Central Committee’s decisions and plans
Fully recognizing the clear political nature of the CPPCC as both a system and an organization, we upheld the CPC’s leadership in all aspects and stages of our work. We intensified efforts to communicate, study, and implement the principles from important speeches, directives, and instructions of General Secretary Xi Jinping while formulating specific plans for these efforts. In line with this, we submitted follow-up inspection reports to the CPC Central Committee on our efforts to apply important directives and instructions issued by General Secretary Xi Jinping in 2023 as well as the guidelines laid down at the Central Conference on CPPCC Work held in 2019. We worked to ensure that each of General Secretary Xi Jinping’s directives and instructions on CPPCC work was fully implemented. Additionally, we strictly followed the system of requesting instructions and submitting reports on major issues to the CPC Central Committee.
Over the past year, we issued a total of 88 guidelines and plans to implement the guiding principles from General Secretary Xi Jinping’s important speeches, as well as from important meetings and documents of the CPC central leadership, with a commitment to diligent execution.
二是隆重庆祝中国人民政治协商会议成立75周年，坚定道路自信、理论自信、制度自信、文化自信。我们把学习贯彻习近平总书记在庆祝大会上的重要讲话精神作为重中之重，召开全国政协党组（扩大）会议、主席会议、主席会议成员务虚会、常委会会议等进行专题学习部署。举办委员专题学习研讨班、理论研讨会等系列学习研讨活动，主席会议成员22篇学习体会文章在《人民政协报》刊发。举办书画展，出版《人民政协与新中国成立》等主题图书。通过系列庆祝活动，广大政协委员和机关干部进一步深化了对人民政协光辉历程、政治优势、使命任务的理解，进一步领悟了习近平总书记关于加强和改进人民政协工作的重要思想的精神实质和真理力量，进一步增强了做好人民政协工作的责任感和使命感。
- Commemorating the 75th anniversary of the CPPCC’s establishment and staying confident in the path, theory, system, and culture of socialism with Chinese characteristics
Our top priority in this respect was to study and implement the guiding principles from General Secretary Xi Jinping’s speech at the conference marking the 75th anniversary of the CPPCC. Dedicated meetings were convened to study and formulate specific implementation plans for this end, including an enlarged meeting of the leading CPC members’ group of the National Committee, a Chairpersons Council meeting, a Chairpersons Council brain-storming session, and a Standing Committee meeting. We also organized a series of themed and theoretical seminars for National Committee members. In addition, 22 study reports by the Chairpersons Council members were published in the CPPCC Daily. To mark the anniversary, we also held painting and calligraphy exhibitions and released a number of books, including the CPPCC’s Role in Founding the People’s Republic of China.
Through these commemorative activities, members of the National Committee and officials in its general office have gained a deeper understanding of the CPPCC’s glorious history, political strengths, and mission as well as a firmer grasp of the essence and powerful truth of General Secretary Xi Jinping’s important ideas on strengthening and improving CPPCC work. This has inspired in us an even stronger sense of responsibility and mission for accomplishing the tasks of the CPPCC.
三是深入学习贯彻中共二十届三中全会精神，聚焦进一步全面深化改革、推进中国式现代化重大问题建言献策。我们把学习贯彻中共二十届三中全会精神作为重大政治任务，举办党组理论学习中心组集体学习、学习宣讲报告会等，深刻领会和把握习近平总书记关于全面深化改革的一系列新思想、新观点、新论断，深刻领会和把握进一步全面深化改革的主题、重大原则、重大举措、根本保证。落实全会关于健全协商民主机制的改革部署，修订全国政协反映社情民意信息工作条例等基础性工作制度。完善主席会议成员牵头、跨专门委员会的专题研究制度，围绕新质生产力发展、新型城镇化建设等战略性、全局性、前瞻性的重大问题开展专题研究42项，努力提高研究问题的深入度、服务决策的有效性。
- Thoroughly studying the guiding principles from the third plenary session of the 20th CPC Central Committee and contributing suggestions and proposals on further deepening reform comprehensively to advance Chinese modernization
Studying and implementing the guiding principles from the third plenary session of the 20th CPC Central Committee has served as a major political task for the CPPCC National Committee. Through study sessions for the theoretical study group of the leading CPC members’ group of the National Committee and report and lecture sessions, we have developed an in-depth understanding of General Secretary Xi Jinping’s new ideas, viewpoints, and conclusions on comprehensively deepening reform, and fully grasped the main theme, major principles, key measures, and fundamental guarantees for further deepening reform in an all-round way. In line with the plans set forth at the third plenary session for improving the mechanisms for consultative democracy, we revised some essential regulations on our work, such as reporting on social conditions and public opinion. We also improved the special topic research system, which is led by members of the Chairpersons Council and features cooperation between special committees. Under this system, we conducted 42 research projects focused on promoting the development of new quality productive forces, new urbanization, and other major issues of strategic, overarching, and future significance. These efforts have enabled us to conduct more in-depth research on major issues and offer more effective support for decision-making.
四是积极发挥专门委员会基础性作用，激发政协委员履职积极性主动性创造性。我们学习贯彻习近平总书记关于政协专门委员会工作的重要论述，召开10场座谈会，听取各专门委员会意见和建议，研究加强和改进专门委员会工作。召开全国政协专门委员会工作会议，制定关于进一步发挥专门委员会基础性作用的意见。制定修订充分发挥委员履职作用、高质量服务委员等7个制度文件，扩大调研协商活动委员参与面，加强委员履职成果转化运用，优化委员日常联络、服务管理、履职统计和反馈沟通机制，拓展委员履职平台服务功能，努力把人民政协建设成为委员之家、民主之家、团结之家。
- Leveraging the fundamental role of special committees and better harnessing the enthusiasm, initiative, and creativity of our members
As part of our efforts to study and apply General Secretary Xi Jinping’s important ideas concerning the work of special committees, we held 10 seminars to solicit opinions and suggestions from special committees on strengthening and improving their work. We also convened a conference on the work of special committees and formulated guidelines on giving further play to their fundamental role. We developed or revised seven institutional documents including those on maximizing the role of National Committee members in fulfilling their duties and on providing them with high-quality services. This has resulted in more extensive participation in research projects and consultations as well as increased efforts to ensure the practical application of outcomes delivered in members’ duty performance. We improved the mechanisms for routine communication, service management, performance tracking, and feedback transmission, while expanding the functions of our mobile working platform. With all these efforts, we developed the CPPCC into a true home for National Committee members – a place of unity and democracy.
一年来，全国政协常委会全面履行各项职能，主要做了以下工作。
In performing its duties over the past year, the Standing Committee of the CPPCC National Committee carried out the following major tasks.
（一）坚持用习近平新时代中国特色社会主义思想凝心铸魂，夯实团结奋斗的共同思想政治基础。我们把习近平新时代中国特色社会主义思想作为统揽政协工作的总纲，召开13次全国政协党组会议、17次全国政协主席会议，举办4次全国政协党组理论学习中心组集体学习、4次主席会议集体学习、4次常委会学习讲座。习近平新时代中国特色社会主义思想学习座谈小组召开55场座谈会，1524人次委员参学。创立主席会议成员到全国政协委员所在单位学习调研制度，开展以现场学习为主的调研活动74次，全国政协委员711人次参加。把习近平总书记重要著述作为重点书目，开展委员读书线上线下研学活动66次。坚持政治培训定位，举办2期委员专题学习研讨班、9期各级政协干部专题培训班等，8657人次参加。组织重要协商会议、开展视察考察调研和民主监督活动时首先组织学习习近平总书记相关重要论述，以科学理论指导政协履职。加强理论研究工作，完成85个理论研究重点课题，召开4次理论研讨会，完成中国人民政协理论研究会换届。《人民日报》、《求是》杂志和全国政协所属新闻媒体刊登全国政协主席会议成员、各专门委员会负责同志、政协委员理论文章807篇。
- Applying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to build cohesion and inner strength and consolidate the shared theoretical and political foundation for concerted endeavors
We took Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the overarching philosophy guiding CPPCC work and made this thought a subject of our study. In this regard, 13 meetings of the leading CPC members’ group of the National Committee, 17 meetings of the Chairpersons Council, 4 study sessions of the theoretical study group of the leading CPC members’ group, 4 collective study sessions of the Chairpersons Council, and 4 study and reporting sessions of the Standing Committee were convened last year.
In addition, study groups for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era convened 55 seminars with a total attendance of 1,524. We also established a system for members of the Chairpersons Council to carry out study and research activities at locations where National Committee members work. Under this system, 74 research tours were organized – the majority involving on-site learning – with total participation among National Committee members reaching 711.
We arranged 66 online and offline reading and study activities for National Committee members with the main focus on General Secretary Xi Jinping’s important statements and compilations. To enhance political training, we launched two themed seminars for National Committee members and nine training courses for officials of CPPCC committees at all levels, with attendance totaling 8,657. Furthermore, we arranged for National Committee members to study relevant important statements of General Secretary Xi Jinping prior to attending all major consultation meetings, inspections, field visits, research tours, and democratic oversight activities, thereby ensuring they received sound theoretical guidance for performing their duties.
We stepped up theoretical research work, completing research on 85 major topics and holding 4 theoretical seminars. The China CPPCC Theory Research Association completed its transition to a new term. The People’s Daily, Qiushi, and news media affiliated with the CPPCC National Committee published a total of 807 articles by CPPCC members, including members of the Chairpersons Council and leading members of special committees.
（二）紧扣党和国家中心任务履职建言，提高协商议政质量。我们组织实施中共中央批准的年度协商计划，举办专题议政性常委会会议2场、专题协商会2场、双周协商座谈会13场、远程协商会4场、专家协商会13场、联动协商2场、界别协商会9场、对口协商会11场、提案办理协商会18场、重点关切问题情况通报会11场。就构建高水平社会主义市场经济体制、推进文化自信自强、人口高质量发展、推进高水平对外开放、金融高质量发展、夯实粮食安全根基、巩固拓展脱贫攻坚成果、坚定不移落实“两个毫不动摇”、法治化营商环境建设、实施自由贸易试验区提升战略、发挥港澳在我国建设更高水平开放型经济新体制中的作用、深化高校育人模式改革、生态环保产业高质量发展、人工智能多场景应用、高校毕业生就业、残疾人关爱服务、建设生育友好型社会、完善养老服务体系等进行协商议政。聚焦稳经济、保民生、防风险，举办4场宏观经济形势分析座谈会。制定深入推进全国政协民主监督工作方案，围绕持续优化民营企业发展环境、建设宜居宜业和美乡村等“十四五”规划实施情况和相关领域14个重点问题开展民主监督。推荐21名委员担任国家监委特约监察员，30名委员担任最高人民法院特约监督员，2名委员分别担任最高人民法院法官惩戒委员会特邀委员、最高人民检察院检察官惩戒委员会委员，10名委员担任公安部党风政风警风监督员。
- Fulfilling duties and offering suggestions with a focus on the central tasks of the CPC and the country and improving the efficacy of consultations and deliberations
In the execution of the annual consultation plan approved by the CPC Central Committee, 2 subject-specific deliberative meetings of the Standing Committee, 2 special consultative meetings, 13 biweekly consultative forums, 4 online consultations, 13 expert consultations, 2 consultations with local CPPCC committees, 9 sector-specific consultations, 11 consultative meetings with relevant departments, 18 proposal handling consultations, and 11 briefings on major issues of public concern were carried out.
Consultations and deliberations covered numerous topics, including the following: developing systems for a higher-standard open economy, building cultural confidence and strength, promoting high-quality population development, advancing high-standard opening up, driving high-quality development of the financial sector, reinforcing the foundation of food security, consolidating and expanding our achievements in poverty alleviation, working unswervingly to consolidate and develop the public sector and unswervingly to encourage, support, and guide the development of the non-public sector, fostering a law-based business environment, implementing the strategy for upgrading pilot free trade zones, leveraging the role of Hong Kong and Macao in developing new institutions for a higher-standard open economy, deepening reform of the talent cultivation models of higher education institutions, promoting the high-quality development of eco-friendly industries, advancing the application of artificial intelligence across multiple scenarios, supporting employment of college graduates, caring for and serving people with disabilities, building a childbirth-friendly society, and improving the elderly care service system.
We also held four seminars to assess the macroeconomic landscape with a focus on stabilizing the economy, ensuring the people’s wellbeing, and guarding against risks. The work plan for advancing democratic oversight by the National Committee was formulated. We conducted democratic oversight of 14 key issues concerning the implementation of the 14th Five-Year Plan and related fields, including the efforts to steadily improve the development environment for private enterprises and build a beautiful and harmonious countryside that is desirable for living and working.
We recommended 21 members of the National Committee to serve as special supervisors at the National Commission of Supervision, 30 members to become special inspectors at the Supreme People’s Court, 1 member to serve as a specially invited member of the Supreme People’s Court’s Judicial Disciplinary Committee and 1 member to join the Supreme People’s Procuratorate’s Prosecutorial Disciplinary Committee, and 10 members to serve as inspectors for Party conduct, political integrity, and work ethics at the Ministry of Public Security.
（三）加强和创新经常性工作，提高履职成效。我们坚持提案不在多而在精的原则，统筹做好重点提案和非重点提案督办工作，完善平时提案审查工作机制，召开提案工作座谈会。遴选并督办77个重点提案选题，24名主席会议成员牵头督办31个重点提案选题，各专门委员会参与督办非重点提案700件。健全信息选题会商、编发报送等机制，注重通过政协信息转化协商议政、谈心交流、视察调研、大会发言、提案等履职成果，转化编报信息275期。落实意识形态工作责任制，建立全国政协宣传报道工作协调机制，全国政协所属新闻媒体共刊发全国政协重要履职活动报道681篇、委员履职报道4204篇。编发大会发言772篇，以会议简报、新闻宣传等形式转化507篇。围绕改革开放伟大成就等开展史料征集，编辑出版《澳门回归祖国25周年亲历记》等文史资料图书。举办“委员科学讲堂”8场、“文史讲堂”3场，开展“科普万里行”活动27场，组织“政协委员企业进校园促就业”、“下基层惠民生”等服务为民活动。办理70个部门法律法规和重要文件征求意见事项153项，征求委员（专家）意见250人次，提出修改意见323条。
- Developing new and better approaches in regular work to improve the performance of duties
Based on the principle of placing the quality of proposals above their quantity, we exercised coordinated oversight over the handling of key and non-key proposals, improved the mechanisms for reviewing proposals when the National Committee is not in session, and held a work symposium on proposal submissions. A total of 77 key proposals were selected to be handled under oversight, 31 of which were overseen under the guidance of 24 members of the Chairpersons Council. Special committees, meanwhile, participated in overseeing the handling of 700 non-key proposals.
We improved the mechanisms for consultations on selecting information topics and for the compilation, submission, and release of information. Greater efforts were made to leverage CPPCC information channels to publicize the outcomes delivered in performing our duties, including proposals, conference speeches, and the results of consultations, deliberations, talks, discussions, research, and inspections. In total, 275 related bulletins were compiled and published.
A responsibility system for ideological work was put into effect, and a mechanism was established to coordinate the communication work and media coverage of the National Committee. News media affiliated to the National Committee ran 681 articles on the major duty performing activities of the National Committee and 4,204 on those of its members. In addition, 772 conference speeches were collected for distribution, with 507 of these published in the form of bulletins or news reports.
We launched an initiative to collect historical materials reflecting the great achievements of reform and opening up. We compiled and published 25 Years of Transformation: A Firsthand Account of Macao’s Development since Its Return to China and other books related to cultural and historical materials. We hosted 8 committee member science lectures and 3 lectures on culture and history, held 27 science popularization tours, and organized various activities to serve the people. Such activities included the organization of campus visits by National Committee members’ enterprises to promote employment of new graduates and the arrangement of outreach activities in local communities to improve public wellbeing. We handled 153 items requiring consultations on laws, regulations, and important documents forwarded by 70 departments. Total participation among committee members and experts in this work reached 250 and the number of suggested revisions totaled 323.
（四）发挥统一战线组织功能，画好最大同心圆。我们坚持大团结大联合，制定全国政协办公厅关于服务保障参加政协的民主党派成员和无党派人士更好发挥作用的实施意见，有关专门委员会同各民主党派中央、全国工商联开展联合视察调研23次、联办协商活动9场。制定做好铸牢中华民族共同体意识工作方案，组织编写《历史文化中的中华民族共同体100讲》，开展“委员促三交”系列活动，支持少数民族界、宗教界委员发挥作用，增进“五个认同”。加强同党外知识分子、非公有制经济人士、新的社会阶层人士沟通联系。落实走访港澳委员制度，组织深化港澳与内地交流合作考察，支持以“进校园”形式面向港澳青年举行75场国情报告会。举办第七届两岸基层治理论坛、第十八届河洛文化研讨会。接待海外侨团来访25批、522人次，赴国外走访看望慰问侨胞，与1000余人次侨胞座谈交流，凝聚侨心侨力。
- Giving full play to the role of the CPPCC as a united front organization to achieve the greatest possible convergence of interests
In line with our commitment to forging great unity and solidarity, the general office of the National Committee published guidelines on providing services and support to members from democratic parties and those without party affiliation to help them better play their roles. In addition, relevant special committees of the National Committee teamed up with the central committees of democratic parties and the All-China Federation of Industry and Commerce to conduct 23 research tours and 9 consultation sessions.
We formulated a work plan for forging a strong sense of community for the Chinese nation and organized the compilation of a work titled 100 Lectures on the Chinese National Community in Historical and Cultural Development. Under the theme of “CPPCC members promoting interactions, exchanges, and integration among ethnic groups,” we organized a series of activities to help National Committee members from ethnic minorities and religious groups play their roles in promoting identification with the motherland, the Chinese nation, the Chinese culture, the CPC, and socialism with Chinese characteristics among people of all ethnic groups. We also built closer contacts with intellectuals who are not CPC members and people from the non-public sector and new social groups.
A system to facilitate visits to National Committee members in Hong Kong and Macao was implemented. We continued to arrange inspection tours aimed at deepening exchanges and cooperation between the mainland and Hong Kong and Macao, and supported the organization of report sessions to update young people in Hong Kong and Macao on national conditions as a form of campus outreach. Last year, National Committee members held 75 report sessions in the two regions.
The 7th Cross-Strait Community-Level Governance Forum and the 18th He Luo Culture Symposium were held with our support. To rally the support and harness the strength of overseas Chinese, we hosted visits from 25 overseas Chinese groups with a total participation of 522. Moreover, our members also traveled abroad to offer greetings to overseas Chinese nationals and engaged in dialogue and exchanges that registered a total attendance of over 1,000 from overseas Chinese communities.
（五）深化对外友好交往，服务党和国家对外工作大局。我们立足政协实际，统筹开展公共外交、民间外交、智库外交，服务配合中非合作论坛北京峰会等重大涉外活动。全国政协及所属机构开展各类对外交往活动221场，来自140个国家、11个国际和地区组织的外方人士2600余人次参与全国政协对外交流活动。全国政协领导同志6人次作为习近平总书记特别代表或习近平主席特使率代表团赴国外出席重要活动，在国内出席外事活动187人次，出访23人次。举办“进政协”相关活动7场，邀请340人次参访全国政协。扩大同国外知名智库、民间组织等交流，同28个国家67家机构建立联系。发挥全国政协中非友好小组作用，组建全国政协中国－柬埔寨友好小组。完成中国经济社会理事会换届，支持举办“推动构建人类命运共同体，携手建设世界现代化”中国经济社会论坛、中非经社理事会圆桌会议、中欧圆桌会议，广泛宣介中国式现代化生动实践。完成中国宗教界和平委员会换届，支持参与世界宗教和平组织、亚洲宗教和平会议有关活动。
- Deepening friendly exchanges on the international stage and serving the overall diplomatic work of the CPC and the country
Based on the realities of CPPCC work, we took coordinated measures to carry out public diplomacy, people-to-people diplomacy, and think tank diplomacy, and provided services and support for major foreign-related activities, such as the Beijing Summit of the Forum on China-Africa Cooperation. The National Committee and its affiliated organizations carried out 221 foreign exchange activities, with the attendance of guests from 140 countries and 11 regional and international organizations reaching over 2,600. On six occasions, National Committee leaders led delegations to attend major events abroad either as special representatives of Comrade Xi Jinping in his capacity as the CPC’s General Secretary or as his envoys in his role as Chinese President. They also attended foreign affairs events at home with a total attendance of 187 and made 23 official overseas visits.
We hosted seven “Experience the CPPCC” events, receiving 340 visits to the office of the National Committee. We expanded exchanges with renowned overseas think tanks and foreign non-governmental organizations and established new contacts with 67 organizations in 28 countries. The National Committee leveraged the role of its Sino-African friendship group and set up a Sino-Cambodian friendship group. The transition of the China Economic and Social Council to a new term was completed. We also assisted the council in holding the Round Table of the Chinese and African Economic and Social Councils, the Sino-EU Round Table, and the China Economic and Social Forum under the theme of “promoting a human community with a shared future and working as one to build a modern world.” Through these events, we helped share more information about the dynamic practices of the Chinese modernization endeavors. The China Committee on Religion and Peace also completed its transition to a new term, and we supported its participation in activities held by Religions for Peace and Asian Conference of Religions for Peace.
（六）加强自身建设，提升政协工作制度化规范化程序化水平。我们扎实开展党纪学习教育，教育引导党员委员和机关党员、干部学纪、知纪、明纪、守纪。制定全国政协党的建设工作规划（2024－2027年）、全国政协党组关于健全政协全面从严治党体系的实施意见。推进作风建设常态化长效化，严格执行中央八项规定及其实施细则精神，改进会风文风，改进调研作风，着力精文简会，纠治形式主义为基层减负。推进制度立改废，全年制定修订全国政协及办公厅工作制度61项，清理有关规范性文件84件，废止、宣布失效30件，推动各项制度执行到位。全国政协党组对有关专门委员会分党组开展专项巡视，机关党组对8家局级单位党组织开展巡视。落实习近平总书记关于“懂政协、会协商、善议政，守纪律、讲规矩、重品行”的重要要求，加强政协委员和机关干部“两支队伍”建设，着力提高思想认识水平和履职本领。加强委员监督管理，制定关于政协委员违反政协章程的处理工作规定，依照政协章程撤销15人全国政协委员资格。全国政协主席会议成员到地方调研期间看望住当地全国政协委员335人次。压实机关党建主体责任，深化政治机关建设，营造风清气正、干事创业的良好政治生态。
- Stepping up self-improvement efforts and enhancing the systems, standards, and procedures for CPPCC work
With the launch of a study campaign for CPC discipline, CPC members on the National Committee, as well as CPC members and officials within the bodies of its general office, received education and guidance on studying, understanding, and observing Party discipline on the basis of clearly defining its boundaries and significance. The Work Plan for Party Building in the CPPCC National Committee (2024–2027) was formulated, and the leading CPC members’ group of the National Committee drew up guidelines on improving the system for exercising full and rigorous Party self-governance. We made consistent and sustained efforts to improve conduct and strictly complied with the CPC central leadership’s eight-point decision on improving work conduct and the detailed rules for its implementation. We also improved our meeting culture, writing style, and the way we conduct research and studies, streamlined documents and meetings, and rectified pointless formalities to ease burdens at the primary level.
We continued with efforts to enact, revise, and abolish rules and regulations. Last year, we formulated or revised 61 sets of regulations concerning the work of the National Committee and its general office and reviewed 84 relevant normative documents, with 30 of these being repealed or annulled. In doing so, we ensured the effective implementation of all rules and regulations. The leading CPC members’ group of the National Committee launched dedicated inspections of the CPC branch groups in certain special committees, while the leading CPC members’ group of its general office carried out inspections of Party organizations in eight bureau-level agencies under the National Committee.
In line with General Secretary Xi Jinping’s important requirements to thoroughly understand the CPPCC’s role, be adept at consultation and deliberation, abide by the rules and disciplinary regulations, and act with integrity, we intensified efforts to build up the contingents of National Committee members and general office officials with a focus on strengthening their political commitment and duty performing capability. We strengthened oversight and enforced strict discipline among our members. Provisions on dealing with CPPCC Members who violate the CPPCC Charter were formulated, and 15 people were removed from the National Committee in accordance with the Charter. Members of the Chairpersons Council paid 335 visits to local National Committee members during research tours in different localities. We saw to it that the National Committee’s general office fulfilled its principal responsibilities for Party building and strengthened the building of the CPPCC as a political body, thereby creating a clean and honest environment that encourages dedication and hard work.

We owe our achievements over the past year to the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, to the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to the strong support of all sectors of society, and to the concerted efforts of all CPPCC participating organizations and all CPPCC members. For this, on behalf of the Standing Committee, I would like to express our sincere gratitude.
同时，我们的工作还存在一些不足之处，主要是政协协商工作制度机制不够健全，协商成果采纳、落实、反馈机制不尽完善，团结联谊平台和载体覆盖面不足，协商式监督措施不够到位，界别特色作用发挥不够充分等。这些将在今后工作中认真研究改进。
Meanwhile, we are aware that there is still room for improvement in our work. We need to improve the CPPCC consultation systems and mechanisms and the mechanisms for adopting, implementing, and providing feedback on consultation outcomes. We need to expand the coverage of channels and platforms for bolstering unity and friendship, intensify implementation of measures in consultative oversight, and give full play to the unique role of different sectors. Going forward, we will take solid steps to make improvements in these aspects.

2025年是“十四五”规划收官之年，也是进一步全面深化改革的重要一年。人民政协要坚持以习近平新时代中国特色社会主义思想为指导，深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，全面贯彻落实中共二十大和二十届二中、三中全会精神，贯彻落实习近平总书记在庆祝中国人民政治协商会议成立75周年大会上的重要讲话精神，切实担负起把中共中央决策部署和对人民政协工作要求落实下去、把海内外中华儿女智慧和力量凝聚起来的政治责任，坚持围绕中心、服务大局，助力高质量完成“十四五”规划目标任务、为实现“十五五”良好开局打牢基础。
This year is the final year of the 14th Five-Year Plan and it is also a pivotal year for further deepening reform comprehensively. With this in mind, the CPPCC will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; ensure a thorough understanding of the decisive significance of establishing both Comrade Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; enhance consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the CPC central leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold both Comrade Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and the CPC Central Committee’s authority and its centralized, unified leadership. We will fully implement the guidelines from the 20th CPC National Congress, the second and third plenary sessions of the 20th CPC Central Committee, and General Secretary Xi Jinping’s speech at the conference marking the 75th anniversary of the CPPCC’s founding. We will fulfill our political responsibilities of implementing the CPC Central Committee’s decisions and plans, of meeting its requirements for CPPCC work, and of pooling the wisdom and strength of all Chinese people, both at home and abroad. We will focus on the central task of economic development, serve the overall interests of the country, and facilitate the fulfillment of the goals and tasks in the 14th Five-Year Plan to a high standard so as to lay a solid foundation for a good start to the 15th Five-Year Plan (2026–2030).

- We will uphold the CPC’s overall leadership over CPPCC work.
The CPC’s leadership provides a basic guarantee for advancing the CPPCC’s cause. We must be clearly aware that the CPC’s leadership over the CPPCC is both comprehensive and concrete in nature. We must closely follow the CPC Central Committee with Comrade Xi Jinping at its core in terms of political stance, orientation, principles, and path. We have a commitment to upholding both Comrade Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and the CPC Central Committee’s authority and its centralized, unified leadership, and it must be reflected in our efforts to serve the central task of economic development and the overall interests of the country, and in all stages and every aspect of fulfilling the functions of political consultation, democratic oversight, and participation in deliberation on state affairs.
Regarding the leadership of the CPC, the united front, and consultative democracy as an indivisible whole, we will refine the systems and mechanisms for the CPC’s leadership over CPPCC work, better leverage the CPPCC’s unique political strengths in advancing whole-process people’s democracy, and encourage all political parties, people’s organizations, and public figures from all ethnic groups and sectors of society to further promote political unity and cooperation, jointly pursue theoretical progress, and move forward in unison.

- We will strengthen theoretical and political guidance to build extensive consensus.
The complex circumstances and formidable tasks we face make it all the more important for us to remain united as one. This means further consolidating the great unity of the Chinese people of all ethnic groups, forging a strong sense of community for the Chinese nation, and promoting great solidarity among all the sons and daughters of the Chinese nation at home and abroad. To consolidate the shared theoretical and political foundation for our concerted endeavors, we will continue to equip ourselves with the CPC’s new theories and hold book reading sessions, theoretical workshops, and political training for National Committee members on a regular basis. We will assist the Party and the central government in communicating policies to the public, addressing problems, stabilizing expectations, and boosting confidence, and help people from various sectors and relevant parties understand economic situations and overall trends through a comprehensive and balanced perspective, in an effort to champion China’s underlying values and spread positive energy.
With sincerity and a sense of responsibility, we will strengthen unity and friendship while promoting open dialogue. We will see that National Committee members maintain close contact with people from the sectors they represent and fulfill their duties effectively to serve the public. In doing so, we will better reflect the sentiments of the people, address their concerns, and deliver tangible benefits to them, thereby expanding the coverage and enhancing the effectiveness of our work to fortify unity and friendship. We will explore new ways of fostering friendly exchanges with other countries and support National Committee members in making their voice heard abroad, effectively sharing China’s stories and stories of people’s democracy.

- We will participate in deliberation and propose suggestions on state affairs in close relation to advancing Chinese modernization.
Serving the advancement of Chinese modernization will be the main task of our work. Focusing on the concerns of the CPC Central Committee and the general public, we will carry out extensive fact-finding and research activities on major strategic issues with a bearing on national economic and social development so as to provide the CPC Central Committee with forthright counsel and sensible suggestions for formulating the 15th Five-Year Plan. We will effectively implement the 2025 CPPCC consultation plan approved by the CPC Central Committee. In this regard, we will carry out in-depth consultations and deliberations, and work to offer suggestions that are forward-looking, targeted and practical. In doing so, we will better facilitate sound decision-making and effective implementation of policies through high-quality consultation and insightful proposals. Moreover, we will leverage the strengths of consultative oversight to promote the implementation of the CPC Central Committee’s major decisions and plans.
——健全人民政协协商民主机制。我们要贯彻落实中共二十大关于全面发展协商民主的重要部署和中共二十届三中全会关于健全协商民主机制的改革任务，推进人民政协协商民主建设，引导政协委员自觉投身凝心聚力、决策咨询、协商民主、国家治理第一线的具体实践。要健全深度协商互动、意见充分表达、广泛凝聚共识机制，修订全国政协协商工作规则，完善协商成果采纳、落实、反馈机制。要加强人民政协反映社情民意、联系群众、服务人民机制建设，修订全国政协委员视察考察工作条例，完善人民政协民主监督机制，更好发挥专门委员会基础性作用和界别特色作用，提升专门协商机构效能。
- We will improve the mechanisms for consultative democracy.
We will act on the important arrangements made at the 20th National Congress of the CPC for fully developing consultative democracy and carry out the task of improving the mechanisms for consultative democracy set forth at the third plenary session of the 20th CPC Central Committee. To this end, we will advance the development of consultative democracy in the CPPCC and encourage our members to place themselves at the forefront of the concrete endeavors to pool the strength and will of the people, carry out decision-making consultations, promote consultative democracy, and participate in the governance of the country.
We will refine the mechanisms that enable in-depth consultations and interactions, full expression of opinions, and formation of broad consensus, revise the rules on the consultation work of the CPPCC National Committee, and improve the mechanisms for adopting, implementing, and providing feedback on consultation outcomes. We will strengthen the mechanisms through which the CPPCC reports on social conditions and public opinion, stays in contact with the people, and provides them with services. Moves will also be made to revise the rules on inspections and field visits of CPPCC National Committee members, refine the mechanisms for democratic oversight by the CPPCC, and better leverage the fundamental roles of its special committees and the unique roles of different sectors. These efforts will help enhance the effectiveness of the CPPCC as a specialized consultative body.
