　　2012年10月29日，中国同东盟在泰国举行了非正式高官磋商，为即将在金边举行的东亚领导人系列会议做准备，高官们并就地区形势、中国—东盟关系等议题坦诚深入交换了看法。

On 29 October, SOM leaders of ASEAN and China met in Pattaya, Thailand for a retreat to prepare for the 15th ASEAN-China Summit, the ASEAN Plus Three Commemorative Summit, and the 7th East Asia Summit to be held next month in Phnom Penh. They also had a candid and in-depth exchange of views on regional developments, ASEAN-China relations and other matters.

　　各国高官高度评价中国—东盟建立对话关系20多年来各领域交流合作取得的显著成就，特别是中国—东盟自贸区的全面建成进一步密切了双方的利益联系。中国同东盟之间的睦邻友好和互利合作不仅促进了各自国家的进步和发展，也为本地区的和平、稳定、繁荣与发展作出了重要贡献。

SOM leaders spoke highly of the remarkable progress made in ASEAN-China cooperation over the past 20 plus years since the beginning of the dialogue relations. The completion of ASEAN-China FTA, in particular, has strengthened the links between the two sides. Good-neighbourly relationship and mutually beneficial cooperation has not only boosted development of ASEAN and China, but also contributed to peace, stability, prosperity and development of the region as a whole.

　　高官们认为，在当前国际和地区形势发生深刻复杂变化的背景下，中国和东盟应加强沟通，促进互信，共同应对挑战，实现共同发展。明年是中国-东盟建立战略伙伴关系10周年，双方将以此为契机全面推进政治、经贸、人文、互联互通等各领域合作，进一步丰富战略伙伴关系内涵。

SOM leaders shared the view that against the current backdrop of complex and profound changes in global and regional landscape, it is essential that ASEAN and China strengthen communication, enhance trust and work together to tackle challenges for common development. Next year will mark the 10th anniversary of ASEAN-China Strategic Partnership. The two sides should make it an opportunity to advance cooperation across the board, from political exchanges to trade and investment, from connectivity to culture and people-to-people exchanges, in an effort to enrich the strategic partnership and move the relationship forward.

　　高官们一致认为，今年11月在金边举行东亚领导人系列会议是本地区领导人的一次重要聚会。当前国际金融危机持续发酵，世界经济下行压力很大。面临严峻的经济形势，各方期待今年的东亚领导人系列会议聚焦发展主题，突出同舟共济、共克时艰的精神，增强本地区战胜危机、维护可持续发展的信心和决心，为促进东亚经济健康发展增添动力。中方重视东盟在东亚合作进程中积极发挥主导作用。

SOM leaders agreed that the upcoming East Asia Summit will be an important gathering for leaders of this region. With the lingering impact of the international financial crisis and growing downside risks in the global economy, it has become a shared aspiration that the leaders meetings focus on development, unity and cooperation to bolster the confidence of the region in a trying time and drive regional economy forward. China attaches importance to the centrality of ASEAN in advancing East Asian cooperation.

　　高官们讨论了落实《南海各方行为宣言》进展情况，认为保持南海形势总体稳定至关重要。中国与东盟国家在南海问题上的对话和沟通是顺畅有效的，在维护南海和平稳定方面有着重要的共识和重大的利益。各方表示将全面落实《南海各方行为宣言》，支持柬埔寨11月举行纪念《南海各方行为宣言》签署十周年研讨会。各方还认为，应保持当前对话和沟通的势头，积极创造条件，在协商一致的基础上朝最终达成“南海行为准则”而努力。

SOM leaders also discussed the implementation of the Declaration of the Conduct of Parties in the South China Sea (DOC). They agreed that it is important to ensure that stability prevails in the South China Sea and that ASEAN and China have maintained smooth and effective dialogue on the issue. All parties have reached important agreement on and have major interests in upholding peace and stability in the South China Sea. ASEAN and China expressed their commitment to the full and effective implementation of the DOC and support to Cambodia in hosting a joint workshop in commemoration of the 10th anniversary of the DOC in early November. SOM leaders also agreed to keep the momentum of dialogue and consultation and work together to create mutual trust and confidence for the eventual adoption of a code of conduct in the South China Sea on the basis of consensus.
