Joint Statement of the 2nd Meeting of Ministers of Finance and Heads of Central Banks of SCO Member States

2012年5月16-17日，上海合作组织（以下简称“上合组织”）第二次财长与央行行长会议在中国北京举行。上合组织秘书长、国际货币基金组织和世界银行的代表参加了会议。

On 16-17 May 2012, Beijing hosted a second meeting of ministers of finance and heads of central (national) banks of the Shanghai Cooperation Organisation Member States (hereinafter – the SCO). The SCO Secretary-General M. Imanaliev, representatives of the International Monetary Fund and the World Bank were in attendance as well.

会议由中国财政部长谢旭人、人民银行行长周小川共同主持。

The meeting was held under the joint chairmanship of the Minister of Finance of the People’s Republic of China Xie Xuren and the President of the People’s Bank of China Zhou Xiaochuan.

1、各方在友好和建设性气氛中讨论了全球及区域经济形势，并就深化上合组织财金合作的重大问题交换了意见。

1. In a friendly and constructive spirit the parties discussed the current situation in the global and regional economy, and exchanged opinions on the pressing issues of strengthening financial banking cooperation in the SCO framework.

各方听取了有关上合组织成员国经济社会形势的介绍，以及各国为尽量减少全球经济动荡对经济的消极影响所采取的措施。

The parties took note of the information on the socioeconomic situation in the SCO member states and the measures being implemented at the national level aimed to minimise the impact caused by the instability of the world economy on each other’s economies.

当前全球经济虽然有一些好转迹象，但复苏仍然脆弱，并面临很大的风险。

Despite the sporadic signs of improvement in the global economy, the recovery remains fragile as yet and is exposed to significant risks.

主要发达经济体债务严重，失业率居高难下，金融体系不稳，增长动力不足。许多发展中国家面临通货膨胀、外需不足、投机资本流动等多重压力。国际大宗商品价格震荡，贸易保护主义强化。这些因素对全球经济的稳定增长构成威胁。

A high level of debt, unemployment, instability of financial banking systems and insufficient preconditions for ensuring the economic growth continue to dominate the leading developed economies. Many developing countries have come under pressure from such problems as inflation, decrease in external demand, threat of a speculative flow of capital etc. The prices of raw materials are characterised by unsteadiness, trade protectionism keeps rising. All these factors constitute a threat to the stable global economic growth.

面对不利的外部环境影响，各成员国采取切实措施，妥善应对各种风险，致力于恢复市场信心、维护金融稳定和经济可持续增长，取得积极成效。

Against the backdrop of adverse external factors, the SCO member states have been introducing measures to respond adequately to the existing risks, making efforts to restore the market confidence, ensure the financial stability and steady growth of their economies, and achieved positive results.

各方强调应加强对话，扩大财金合作，以促进各国经济发展，深化区域经贸联系，并提升本地区在世界经济中的作用。

The parties underlined the significance of strengthening dialogue and expanding financial banking cooperation with the aim of stimulating the economic development of all the SCO member states, deepening regional trade and economic links, as well as enhancing the role of the region in the world economy.

 2、各方讨论了组建上合组织发展基金（专门账户）和上合组织开发银行的问题。

2. The parties discussed the issues of creating SCO Development Fund (Special Account) and SCO Development Bank.

各方积极评价各成员国专家根据2011年11月7日上合组织成员国政府首脑理事会联合公报，基于相互理解，就研究建立上合组织发展基金（专门账户）及上合组织开发银行有关问题开展的工作。

The parties positively rated the work of experts from the SCO member states on studying the issues of creating SCO Development Fund (Special Account) and SCO Development Bank, on the basis of common understanding and in accordance with the Joint Communiqué of meeting of the SCO Heads of Government (Prime Ministers) Council of 7 November 2011.

各方责成在专家层面继续在上述领域开展工作，并向下次上合组织总理会议报告。

The parties instructed to continue the expert-level work in the mentioned areas with the aim of reporting to the next meeting of the SCO Heads of Government (Prime Ministers) Council.
