Joint Statement for Enhanced Cooperation on Electricity Markets between the European Commission and the State Electricity Regulatory Commission of China

Brussels, 3 May 2012

回顾在第十三届中国-欧盟峰会上，中国与欧盟共同提出要在能源领域加强合作；　

Recalling the 13th EU-China Summit, whereby the EU and China called for enhanced cooperation in the energy sector;

回顾在第十四届中国-欧盟峰会，着重强调共同关注的安全问题，特别是能源安全问题；　　

Recalling the 14th EU-China Summit that addressed key common security concerns, in particular energy security;

认识到电力市场是我们各自的能源安全政策的重要组成部分，且通过电力市场改革能够提高效率；

Acknowledging that electricity markets are key components of our respective energy security policies and that efficiency gains can be achieved through electricity market reform;

认可企业在电力市场相关创新性节能技术开发方面发挥的重要作用；

Recognising that business operators play a significant role in the development of innovative energy-savings technologies related to electricity markets;

中国国家电力监管委员会（以下简称“电监会”）与欧盟委员会能源总司意图在共同关心的领域展开合作，以提高电力市场效率，促进中国以低碳经济为导向的改革进程；

The European Commission's Directorate General for Energy and the State Electricity Regulatory Commission (SERC) of China intend to cooperate in areas of common interest in order to enhance the efficiency of electricity markets and support China in its reform process towards low carbon economy;

　　为此，电监会与欧盟委员会将就电力市场与监管相关议题开展合作，这些议题包括但不限于如下领域：　　

To that end, the European Commission and SERC envisage to work together on a number of issues related to electricity markets and regulation, inter alia: 

- 电力市场化改革

- Electricity market reform

- 可再生能源并网技术标准　　

- Technical standards for sustainable integration of the renewable energy to the grids

- 能效与需求侧管理　　

- Energy efficiency and demand-side management

- 价格监管　　

- Pricing regulation

　　- 电力市场准入　　

- Access to the electricity market

双方将投入并支持定期共同举办研讨会、工作或学习团组、正式访问和培训等活动。　

Joint activities (including, for instance, seminars, working or study groups, official visits and training) should be set up on a regular basis with due involvement and support of both sides.

在适当的并经双方同意的情况下，应邀请相关机构和企业以及社会团体参与上述活动。　

Relevant institutional and industry stakeholders as well as civil society should be invited to participate in the above mentioned activities, as appropriate and upon mutual agreement.
