 Press Release of the Meeting of the SCO Council of Foreign Ministers

　　2012年5月11日，上海合作组织（以下简称“上合组织”或“本组织”）成员国外长理事会例行会议在北京举行。哈萨克斯坦共和国外交部长卡济哈诺夫、中华人民共和国外交部长杨洁篪、吉尔吉斯共和国外交部长卡扎克巴耶夫、俄罗斯联邦外交部长拉夫罗夫、塔吉克斯坦共和国外交部长扎里菲、乌兹别克斯坦共和国外交部长卡米洛夫参加会议。会议由中国外长杨洁篪主持。

On May 11, 2012, the regular meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organization (SCO) was held in Beijing. Foreign Minister of the Republic of Kazakhstan Yerzhan Kazykhanov, Foreign Minister of the People’s Republic of China Yang Jiechi, Foreign Minister of the Kyrgyz Republic Ruslan Kazakbayev, Foreign Minister of the Russian Federation Sergei Lavrov, Foreign Minister of the Republic of Tajikistan Hamrokhon Zarifi and Foreign Minister of the Republic of Uzbekistan Abdulaziz Kamilov attended the meeting. Yang Jiechi chaired the meeting.

Also present at the meeting were the SCO Secretary General Muratbek Imanaliev and Director of the Executive Committee of the Regional Anti-Terrorist Structure Dzhenisbek Dzhumanbekov.

President of the People’s Republic of China Hu Jintao met with the foreign ministers.

　　为筹备将于2012年6月6日至7日在北京举行的上合组织成员国元首理事会会议，外长们研究了进一步深化和完善本组织框架内各领域合作、提升上合组织在国际和地区事务中的作用等问题，并就国际和地区形势、扩大上合组织同其他国家和多边组织交往等深入交换了意见。

To prepare for the meeting of the Council of Heads of State of the SCO to be held in Beijing from June 6 to 7, 2012, the foreign ministers discussed how to further deepen and improve cooperation within the SCO framework and enhance the role of the SCO in the international and regional affairs. They also exchanged in-depth views on the international and regional situation and the expansion of the SCO’s contacts with other countries and multilateral organizations.

　　外长们指出，2011年6月14日至15日上合组织10周年阿斯塔纳峰会后，成员国在深化政治、安全、经济、人文领域务实合作，继续构建国际和地区伙伴关系网络方面做了大量工作，为维护地区安全稳定，促进地区发展繁荣作出重要贡献。

The foreign ministers pointed out that member states have made great efforts to deepen pragmatic cooperation in the political, security, economic and cultural fields and continuously build the international and regional partnership network and made significant contributions to maintaining regional security and stability and promoting regional development and prosperity since the Astana Summit on the 10th anniversary of the SCO was held from June 14 to 15, 2011.

　　外长们认为，当前国际形势依然复杂，不稳定性不确定性突出，恐怖主义威胁仍未消除，西亚北非局势持续动荡，均对地区形势构成潜在威胁。

They thought that the current international situation remains complex, instability and uncertainties are still prominent, threats of terrorism are not eradicated yet and upheavals in West Asia and North Africa continue, which poses potential threats to the regional situation.

 
　　外长们对阿富汗形势表示担忧，认为阿局势发展事关地区的和平与稳定。各方支持联合国在解决阿富汗问题中发挥主导作用，支持阿人民和平重建国家的努力。外长们强调，上合组织支持阿成为独立、和平、中立与繁荣的国家。外长们决定提请峰会审议关于给予阿富汗伊斯兰共和国上合组织观察员地位的问题。

They expressed concern about the situation in Afghanistan and believe the development of situation in Afghanistan influences regional peace and stability. They support the UN to play a leading role in resolving the Afghan issue and the efforts of peaceful reconstruction of the Afghan people. They stressed that the SCO supports Afghanistan to be a country with independence, peace, neutrality and prosperity. They decided to propose to the summit to deliberate granting the Islamic Republic of Afghanistan the status of the SCO observer.

　　外长们一致同意将修订后的《上合组织关于应对威胁本地区和平、安全与稳定事态的政治外交措施及机制条例》草案提交今年峰会批准。

They all agreed to submit the revised SCO Regulations on Political and Diplomatic Measures and Mechanisms of Response to Events Jeopardizing Regional Peace, Security and Stability to the summit this year for approval.

　　外长们重申将深化在共同打击恐怖主义、分裂主义、极端主义、毒品走私和跨国有组织犯罪等领域的合作，指出《上合组织成员国打击恐怖主义、分裂主义和极端主义2013年至2015年合作纲要》的制定，有利于成员国在该领域采取协调一致的行动。

They reiterated their will to deepen cooperation to fight against terrorism, separatism, extremism, drug trafficking and transnational organized crimes. They pointed out that the 2013-2015 cooperation program of the SCO member states to combat terrorism, separatism and extremis will help member states to take concerted actions in this field.
