XI. Conclusion

主席、各位议员、各位市民，以上是我和新一届政府对施政的主要理念、政策和措施。当“经济发展委员会”、“金融发展局”、“长远房屋策略督导委员会”、“扶贫委员会”和“人口政策督导委员会”等委员会提出建议，政府采纳后，会继续以“成熟一项推出一项”的方式，向社会公布。

Mr President, Honourable Members and fellow citizens, I have laid out the current-term Government’s and my major governance principles, policies and initiatives.  The EDC, FSDC, Long Term Housing Strategy Steering Committee, CoP and Steering Committee on Population Policy, among others, will make proposals to the Government.  Once adopted, we will announce and roll them out as soon as ready.

我想再强调两点：一，民生和经济不可偏废。改善民生必须靠经济发展，促进经济发展就是为了改善民生，民生改善就可以为香港社会提供更安稳的营商环境；二，发展经济要抓紧机遇，改善民生必须急民所急，两方面的工作都要讲求速度。

Allow me to emphasise two points.  First, it is imperative to pursue people’s livelihood and the economy in tandem.  Improving people’s livelihood hinges on economic development.  We promote economic development for the purpose of improving people’s livelihood, and that in turn will provide a more stable business environment.  Second, in pursuing economic development, we must seize the opportunities that come our way.  In our drive to improve people’s livelihood, we must take timely actions to address the pressing needs of the community.  Speedy actions are required on both these fronts.

过去半年，新一届政府的部分政策已经落实，而且初见成效。放眼未来，我和我的团队，仍然会务实进取，迎难而上，与立法会和全港市民齐心一意，建设更美好的香港。

Over the past six months, the current-term Government has delivered on some policies and reaped positive results.  Looking forward, my team and I will continue to take on the challenges ahead in a pragmatic and proactive manner.  We will work with the Legislative Council and all Hong Kong people with one heart and one vision.  Together, we shall build a more prosperous Hong Kong.
