China’s Proposals for Promoting the Political Settlement of the Syrian Issue

　　2012年10月31日，外交部长杨洁篪在同来访的联合国—阿盟叙利亚问题联合特别代表普拉希米举行会谈时表示，中国政府高度重视叙利亚问题，并一直为叙利亚问题的和平、公正和妥善解决作出积极努力。中方现提出关于推进叙利亚问题政治解决进程的倡议，具体内容如下：

On October 31, 2012, Foreign Minister Yang Jiechi, during his talks with visiting UN-Arab League Joint Special Envoy to Syria Lakhdar Brahimi, said the Chinese government attaches great importance to the Syrian issue and has been making positive efforts for a fair, peaceful and proper solution to the issue. To facilitate the political settlement of the Syrian issue, China proposes the following:

　　中方认为，当前，叙利亚局势日趋严峻。叙利亚问题事关叙利亚人民的根本利益，事关中东地区的和平与稳定，国际社会对此高度关注。通过政治途径解决叙利亚问题是唯一现实出路。叙利亚的前途命运应由叙利亚人民自主决定。叙利亚有关各方应高度重视并积极回应国际社会就和平解决叙利亚问题达成的共识，早日开启包容性政治对话，通过平等、耐心、充分的谈判和协商，确定国家的政治制度与发展道路。叙利亚的主权、独立、统一和领土完整应得到尊重和维护。中方始终从维护《联合国宪章》的宗旨和原则及国际关系基本准则出发，着眼于维护中东地区的和平、稳定和叙利亚人民的根本利益，与国际社会一道为公正、和平、妥善解决叙利亚问题作出了不懈努力。为推动叙利亚问题的政治解决进程，中方提出以下四点具体倡议：

China holds that the current situation in Syria is becoming increasingly serious. The Syrian issue concerns the fundamental interests of the Syrian people and affects peace and stability in the Middle East. The international community is paying close attention to this issue. China believes that a political settlement is the only viable solution. The future and fate of Syria should be decided by the Syrian people. Relevant parties in Syria should take seriously and respond positively to the consensus reached by the international community on a peaceful settlement of the issue, launch inclusive political dialogue at an early date, and decide on the political system and development path of their country through equal, patient and extensive negotiations and consultations. The sovereignty, independence, unity and territorial integrity of Syria should be respected and maintained. China has made unremitting efforts together with other members of the international community for the just, peaceful and proper settlement of the Syrian issue. We have done so with a view to upholding the purposes and principles of the Charter of the United Nations and the basic norms governing international relations as well as peace and stability in the Middle East and the fundamental interests of the Syrian people. To facilitate the political settlement of the Syrian issue, China wishes to propose the following:

　　一、叙利亚有关各方应全力实现停火止暴，积极配合联合国—阿盟叙利亚问题联合特别代表普拉希米为此展开的斡旋努力，实施包括分地区、分阶段停火等在内的有效停火步骤，扩大停火范围，实现脱离接触，最终结束一切武装冲突和暴力行为。

1. Relevant parties in Syria should make every effort to stop fighting and violence, and cooperate actively with the mediation efforts of Lakhdar Brahimi, the UN-Arab League Joint Special Representative, in this context. Relevant parties should implement effective steps towards a cease-fire, for example region by region or phase by phase, expand the areas of cease-fire, realize disengagement, and eventually bring an end to all armed conflict and violence.

　　二、叙利亚有关各方应尽快指定并派遣各自的全权谈判代表，在普拉希米联合特别代表及国际社会的协助下，协商制定有关政治过渡路线图，组建具有广泛代表性的过渡管理机构，实施政治过渡，以早日结束叙利亚危机。为确保过渡的安全、稳定、顺利进行，应保持叙利亚国家机构的延续性和有效性。

2. Relevant parties in Syria should appoint empowered interlocutors as soon as possible so that, assisted by Joint Special Representative Brahimi and the international community, they can formulate through consultations a roadmap of political transition, establish a transitional governing body of broad representation, and implement political transition so as to end the Syrian crisis at an early date. To ensure a safe, stable and calm transition, the continuity and effectiveness of Syria’s governmental institutions must be maintained.

　　三、国际社会应以更强烈的紧迫感和责任感，全力配合、支持普拉希米联合特别代表的斡旋工作，切实推动落实叙利亚问题“行动小组”日内瓦外长会议公报、安南“六点建议”及安理会有关决议。阿盟及有关地区国家为政治解决叙利亚问题所作积极努力应得到重视。

3. The international community should work with greater urgency and responsibility to fully cooperate with and support Joint Special Representative Brahimi’s mediation efforts, and make real progress in implementing the communiqué of the Geneva foreign ministers’ meeting of the Action Group for Syria, Mr. Annan’s six-point plan and relevant Security Council resolutions. The positive efforts of the Arab League and countries in the region in search of a political settlement should be valued.

　　四、有关各方应采取切实有效措施缓解叙利亚的人道主义危机。国际社会应加大对叙利亚人民人道主义救援力度，确保叙利亚境外难民安置及境内有需要者及时获得救援。叙利亚政府及各派别应全力配合联合国及相关中立机构在所有受冲突影响地区开展人道主义救援工作，并确保其人员安全。同时，人道主义问题不应被政治化，人道主义救援不应被军事化。

4. Relevant parties should take concrete steps to ease the humanitarian crisis in Syria. The international community should increase humanitarian assistance to the Syrian people and ensure proper resettlement of refugees beyond the Syrian border and timely aid for those in need within Syria. The Syrian government and various parties should render full cooperation to the work of the United Nations and relevant neutral institutions to provide humanitarian assistance in all conflict-affected regions and ensure the safety of their personnel. At the same time, humanitarian issues should not be politicized and humanitarian assistance should not be militarized.
