1、序言

1. Preamble

 

1. 1 2012年7月19日至20日，中非合作论坛第五届部长级会议在中国北京召开。来自中国和50个非洲国家的外交部长和负责经济合作事务的部长、非洲联盟委员会主席出席了会议。

 

1.1 The Fifth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) was held in Beijing, China, from 19 to 20 July 2012. Ministers of Foreign Affairs and Ministers in charge of Economic Cooperation from China and 50 African countries and the Chairperson of the African Union Commission attended the conference.

 

1.2 中非双方高度评价中非合作论坛成立12年来为巩固中非传统友好、加强政治互信、深化务实合作、促进交流互鉴，推进中非新型战略伙伴关系全面发展作出的积极贡献。

 

1.2 The two sides applauded the active contribution FOCAC had made over the past twelve years since its inception in consolidating China-Africa traditional friendship, strengthening political mutual trust, deepening practical cooperation, enhancing exchanges and mutual learning and advancing the comprehensive development of the new type of China-Africa strategic partnership.

 

1.3 双方满意地回顾了中非合作论坛第四届部长级会议召开近三年来各项后续行动落实情况，对2009年11月在埃及召开的论坛第四届部长级会议通过的《中非合作论坛——沙姆沙伊赫行动计划（2010年至2012年）》得到全面、有效执行感到高兴，重申将继续从战略高度和长远角度看待中非关系发展，不断深化中非新型战略伙伴关系。

 

1.3 The two sides reviewed with satisfaction the implementation of the follow-up actions of the Fourth Ministerial Conference of FOCAC in the recent three years, and were pleased with the comprehensive and effective implementation of the Forum on China-Africa Cooperation Sharm El Sheikh Action Plan(2010-2012)adopted at the Fourth Ministerial Conference of FOCAC in Egypt in November 2009. They reiterated their commitment to continue to view China-Africa relations from a strategic and long-term perspective and deepen the new type of China-Africa strategic partnership.

 

1.4 为落实会议成果，规划今后三年中非在各领域的合作，围绕“继往开来，开创中非新型战略伙伴关系新局面”的主题、本着本届部长会《北京宣言》精神，双方共同制定并一致通过本行动计划。

 

1.4 In order to implement the outcomes of the conference and chart the future course of China-Africa cooperation in all fields in the next three years, under the theme of “build on past achievements and open up new prospects for the new type of China-Africa strategic partnership”, and in the spirit of the Beijing Declaration of this ministerial conference, the two sides jointly formulated and adopted with consensus this Action Plan.
