Good afternoon!

 

本次座谈会是借安徽省经贸代表团访问巴巴多斯的机会，由中国大使馆、巴巴多斯投资发展公司、巴中友协联合主办的。我愿借此机会，感谢各联合主办方的努力以及各位嘉宾的到来，并对安徽代表团的到访表示热烈欢迎。

 

On the occasion of the visit by Anhui economic and trade delegation, the Embassy of the People’s Republic of China, the Barbados Investment and Development Corporation, and the Barbados-China Friendship Association jointly organized this seminar. I would like to take this opportunity to thank all co-organizers and distinguished guests present here today, and warmly welcome the Anhui delegation.

 

虽然中巴两国相距十分遥远，但两国关系非常友好，堪称“发展路上的好伙伴，共同进步的真朋友”。我去年4月份到巴巴多斯履职，至今将近一年，亲眼目睹两国在政治、经贸、文化、教育等各领域的交流持续发展，亲身感受到两国人民之间的友谊不断加深，感到由衷的欣慰。

 

China and Barbados’ relations can be described as “good partners and true friends on the path of development”, though our two countries are far from each other. I assumed office in April last year and it will be a full year soon. For this year, I have witnessed the development of exchanges in all fields between the two nations, including politics, economy and trade, culture, education, and so on and experienced the deepening of the friendship of the two peoples. I am very much delighted with these.

 

前几天，我刚刚拿到去年两国贸易的最新数据。据中国海关统计，2012年，巴巴多斯从中国进口额为9610万美元，比前年略有下降，但对中国的出口从前年的670万美元增加到1033万美元，增幅达54%。而且从巴巴多斯出口到中国的产品越来越多样化，主要产品为医疗设备、化工产品及电子配件。统计还表明，与2005年相比，在这短短几年时间里，中国从巴巴多斯进口额增长了48倍。我也查了一下巴巴多斯统计局的数据。他们的统计表明，2008年，中国是巴巴多斯第5大进口贸易伙伴和第26大出口贸易伙伴；到2012年，中国已成为巴巴多斯第4大进口贸易伙伴和第14大出口贸易伙伴，5年间，巴巴多斯从中国进口和对中国出口分别增长了21.8%和360%，对中国出口增速远远大于从中国进口的增速。特别需要提及的是，这种增速是在国际经济不景气的背景下取得的。从这些数字中，我们可以清楚的看出，两国之间的距离并没有想象中那么遥远，两国和两国人民之间的相互需求正在增多，两国的合作与交流正在给两国人民带来越来越多的好处。

 

I’ve just got the latest released trade data a couple of days before. According to the Chinese Customs’ statistics, in the year of 2012, the amount of Barbados’ imports from China is $96.1 million, slightly down from the previous year, but the amount of exports to China was increasing from previous year’s $6.7 million to $10.33 million at a rate of 54%. The products exported to China ranging from medical equipments, chemical products, to electronic accessories. The statistics also show that compared to 2005, China’s imports from Barbados grew 48 times. I also checked with the Barbados Statistical Service and their data revealed that in 2008, China was Barbados’ 5th imports partner and 26th exports partner, but in 2012, China has become the 4th imports partner and 14th exports partner. During the past 5 years, the amount of imports from and exports to China increased 21.8% and 360% respectively, and the growth rate of exports to China was much higher than imports from China. It is noteworthy that the growth is secured under the circumstance of global recession. From the above figures, we can clearly figure out that the two countries are not that far away as we imagine, the mutual demands between the two countries and two peoples are also increasing, and the bilateral cooperations and exchanges are bringing more and more benefits to the people of the two nations.

 

上述数字只是冰山的一角，两国关系的成果有着更加丰富的内容。同时，这些数字的背后，都凝聚了两国各界朋友包括在座各位的辛勤努力。我在这里专门提到这些数字，是因为这些数字所显示的趋势的确令人鼓舞。

 

The above-mentioned figures are just the tip of the iceberg, and there are much more ample results of the relationship between China and Barbados. At the same time, we can see, behind these figures, the hard work of friends of the two countries including everyone present here today. Why I mentioned these statistical results here is just because the trend the figures indicating is really encouraging.

 

我坚信，两国务实合作还有更大的潜力、更多的机会和更广阔的空间。两国之间已经签订了投资保护协定和避免双重征税协定，目前又正在研究签订签证协定、民航协定、司法合作协定等的可行性，两国合作的法律框架已经具备并有望进一步完善；巴巴多斯已被中国宣布为旅游目的地国，两国旅游合作方兴未艾；刚刚成立的巴巴多斯新一届内阁提出的经济发展目标，中方在许多方面都可与巴方开展合作，包括发展可再生能源、发展农业以保障食品安全等。我相信，只要大家特别是两国实业界抓住新机遇，开拓新渠道，提高效率，扎实苦干，就一定会取得更加丰硕的成果。

 

I firmly believe that, the practical collaboration between the two countries has more potential, more opportunities and a wider space. The two countries have signed the agreement of investment promotion and protection and the agreement of double-taxation avoidance, and we are exploring the possibility of signing more agreements covering visa-exemption, civil air service, and legal cooperation. The legal framework of bilateral cooperation has been established and will continue to improve. Barbados has been announced as tourist destination country by the Chinese government, and the tourist collaboration is just unfolding. The new cabinet of Barbados has put forward the new economic development strategy and China can work together with Barbados in many aspects, including renewable energy, agriculture, and food security. I believe that, as long as we, especially the business sector, take the opportunity, open up new approaches, raise efficiency, and make a solid work, more fruitful results can be achieved.

 

今天的座谈会就是提供一个机会，使巴巴多斯工商界的朋友与来自中国安徽省的朋友一起来探讨加强彼此合作的愿景和路径。我不想过多占用大家的宝贵时间，只想强调，中国支持巴巴多斯的经济社会发展，愿在相互尊重、平等互利的基础上，不断发展与巴巴多斯在各领域的友好合作，为两国人民造福。大使馆将为实现这个目标，竭尽所能，作出贡献。

 

Today’s seminar is just offering a forum for friends from the business community of Barbados and Anhui province of China, to discuss the prospect and path of enhancing bilateral cooperation. I do not want to take too much of your valuable time but just to stress that China supports the social and economic development of Barbados and is willing to promote the bilateral friendly collaboration in all fields, under the basis of mutual respect, equality and mutual benefit, to bring tangible benefits to the people of our two countries. The Embassy will spare no efforts to achieve this goal.
