Dear Friends,

 

欢迎各位来使馆做客，很高兴有机会与大家就共同关心的中澳经贸关系进行交流。

 

Welcome to the Chinese Embassy. It is a pleasure for me to have this opportunity to exchange views with you on China-Australia economic relations, a subject of our shared interest.

 

中澳建交40年来，经贸关系历经金融危机的严峻考验，展现了强大的生命力。2012年，双边贸易额达到创记录的1223亿美元。

 

It is 40 years since China and Australia established diplomatic relations. Over the past four decades, our business relations have withstood the test of financial crises and demonstrated strong vitality. Last year, our two-way trade volume set a new record of 122.3 billion US dollars.

 

我认为，要保持中澳经贸关系长期稳定、可持续发展，以下三点是关键：

 

I believe to achieve the long-term, stable and sustainable development of our business relations, it is essential we do the following:

 

第一，建立多元中澳经贸合作框架。毫无疑问，随着中国城镇化进程不断深入，自澳能矿产品进口仍将继续。但中澳经贸关系远不止此，合作也远不是简单的你买我卖。加强在节能环保、基础设施、金融服务、农牧业、投资、研发、人才培养等领域的互利合作，逐步形成全面、多元、立体的经贸关系体系是可持续发展的保障。

 

First, build a diversified cooperation framework.

As China’s urbanization process deepens, its import of energy and mineral resources will continue. But this is not all our economic relationship is about. And our cooperation has gone far beyond the simple commodity trade. To ensure the sustainable development of our economic relations, we need to step up mutually beneficial cooperation in such fields as energy conservation, environmental protection, infrastructure, financial services, agriculture, animal husbandry, investment, research and development, and personnel training, and put in place a comprehensive, diversified and multi-dimensional cooperation framework.

 

第二，营造良好经贸合作环境。要努力推进积极有效措施消除贸易和投资壁垒，包括简化项目审批手续，减少准入限制等，为企业提供公平、非歧视性的优良投资环境和高效便利的条件。俗话说，“不怕慢，只怕站。”事实证明，积极进取加上耐心，谈判也好，合作也好，一定能取得好进展。企业也要增进对彼此国情、体制、投资环境的了解和尊重，加强与投资所在地政府与各界交流，遵守当地法律法规，积极融入和回馈当地社会。

 

Second, build a sound cooperation environment.

We need to take positive and credible measures to eliminate trade and investment barriers, such as simplifying review procedures and reducing access restrictions, to create a fair and non-discriminatory investment environment and convenient conditions for businesses. As the Chinese saying goes, “do not fear going slow, only fear standing still”. Facts have proven that with enterprise and patience, good progress can be made either in negotiation or cooperation. Businesses should know better and respect each other country’s national conditions, systems and investment environment, and increase communication with local governments and people of all walks of life. They should also abide by local laws and regulations, service and make themselves part of the local communities.

 

第三，增进全面伙伴关系。中澳经贸合作能有今天，得益于两国关系的全面发展；中澳政治关系日益成熟，为深化经贸联系提供了有力保障。中国不仅是澳的最大贸易对象，更是澳全面合作伙伴。而发展这一中澳全面合作关系的基础，是双方对彼此发展走向、战略意图和政策的深入了解与客观准确判断。

 

Third, advance our comprehensive partnership.

Our business links have strengthened in the context of the all-round development of bilateral relations. The maturing political ties have provided a strong guarantee for deepening economic ties. For Australia, China is not only the biggest trading partner, but also a partner for comprehensive cooperation. To know better each other’s development orientation, strategic intention and policies and make objective and accurate judgment is the basis for continued growth of this comprehensive cooperative relationship.

 

各位朋友，3月12日是中国的植树节。正所谓“前人种树，后人乘凉”。今天，我们享受中澳关系过去40年发展的果实，不会忘记前辈及在座各位朋友们的贡献。同样，中澳关系的未来发展取决于我们今天的努力。我们要牢牢把握三个要素，推动两国关系长期稳定、可持续发展，为子孙后代的美好未来奠定坚实基础。

 

Dear Friends,

March 12th is China’s Tree Planting Day. As the Chinese saying goes, “one generation plants the trees, the next generation rests in their shade”. While enjoying the fruits of the 40 years’ development of China-Australia relations, we will not forget the contributions made by our forerunners and all the friends present tonight. The future of China-Australia relations lies in our efforts today.

Let’s bear in mind the above three essentials and work together to promote the long-term, stable and sustainable development of China-Australia relations so as to lay a solid foundation for a brighter future of the younger generations.
