尊敬的马特维延科主席，

各位同事：

President Valentina Matvienko,

Dear Colleagues,

　　首先，我代表中国全国人大对本届年会的召开表示热烈祝贺，对马特维延科主席和俄方所作的努力表示衷心感谢！

Let me begin by extending, on behalf of the National People’s Congress of China, warm congratulations on the convening of this annual meeting, and heartfelt thanks to President Matvienko and our Russian colleagues for their efforts.

　　本届年会围绕地区安全、经济贸易、区域合作等议题坦诚对话，对维护地区和平稳定、促进合作共赢具有重要意义。

This annual meeting offers us an opportunity for candid dialogue on security, economy, trade and cooperation in the region. It is of great importance to our efforts in upholding regional peace and stability and promoting win-win cooperation.

　　当今世界正在发生深刻复杂变化。亚太地区总体和平，但热点问题和局部冲突仍时有起伏；各国经济总体增长，但受国际金融危机影响不确定因素增多。促进亚太地区和平合作发展，是亚太各国的共同责任，也是亚太人民的殷切期盼。我们要坚持从战略高度审视地区形势和彼此关系，努力扩大共识、付诸行动。

The world is undergoing profound and complex changes. The Asia-Pacific region is peaceful on the whole, but hotspot issues and local conflicts keep flaring up from time to time. Countries in this region have by and large maintained economic growth, yet uncertainties have increased due to the lingering impact of the international financial crisis. To promote peace, cooperation and development in the Asia-Pacific is the common responsibility of all countries in the region and the earnest aspiration of our people. We need to view the regional situation and relations between ourselves from a strategic perspective, and work together to expand common understanding and translate our consensus into actions.

　　——坚定维护和平稳定。没有和平稳定，一切无从谈起。要摒弃冷战思维和零和博弈观念，相互尊重彼此主权和核心利益，反对各种形式的霸权主义和强权政治，倡导互信、互利、平等、协作的新安全观，推动建立公平有效的地区安全机制，为亚太发展创造良好氛围和条件。

- It is important to firmly uphold peace and stability. Without peace and stability, nothing can be achieved. We must reject the Cold-War mentality and the zero-sum game, respect each other’s sovereignty and core interests, and oppose hegemonism and power politics in all manifestations. We should advocate a new security concept of mutual trust, mutual benefit, equality and coordination, and build an equitable and effective regional security mechanism so as to foster a sound environment and conditions for the development in this part of the world.

　　——着力深化互利合作。亚太各国经济优势互补、合作潜力巨大。要积极推动高新技术、先进制造、节能环保、能源资源、现代农业等领域务实合作，推进跨区域跨国境基础设施互联互通，反对各种形式的保护主义，推动贸易和投资自由化、区域经济一体化，为亚太经济持续增长注入强劲动力。

- It is important to vigorously deepen mutually beneficial cooperation. Asian-Pacific countries enjoy strong economic complementarity and huge potential for cooperation. We should actively promote result-oriented cooperation in high and new technologies, advanced manufacturing, energy conservation, environmental protection, energy, resources and modern agriculture. We need to enhance connectivity of inter-regional and cross-border infrastructure, oppose protectionism in all forms, and promote trade and investment liberalization and regional economic integration. In so doing, we will be able to lend a strong impetus to the sustained economic growth in this region.

　　——弘扬包容互鉴精神。文明的多样性是亚太地区的重要特色。要尊重文明多样性，尊重各国人民自主选择的发展道路，尊重各国的文化传统、价值观念和宗教习俗，促进不同文明和社会制度相互交流借鉴，求同存异、取长补短，推动亚太多元文明共同进步。

- It is important to promote the spirit of inclusiveness and mutual learning. A key feature of the Asia-Pacific is the diversity of its civilizations. We should respect the diversity of civilizations, respect the path of development independently chosen by the people of individual countries, and respect the cultural traditions, values and religious customs of all countries. We need to promote the exchanges and mutual learning between different civilizations and social systems by way of seeking common ground while reserving differences and drawing on each other’s strengths, and work for the common progress of diverse civilizations in the Asia-Pacific.

　　议会代表人民、反映民意，在各自国家政治生活中发挥着重要作用。我们要敦促和支持本国政府实施有利于和平发展、互利共赢的外交政策，坚持公平公正、开放包容的发展理念；加强议会间各层次、各领域对话交流，增进政治互信，推动务实合作，加深人民友谊，努力使议会交往成为推动国家关系发展的建设性力量。

Legislatures represent the people and reflect their will, playing an important role in the political life of their respective countries. We need to urge our own national governments to pursue a foreign policy that is conducive to peaceful development and mutual benefit, and to take a fair, just, open and inclusive approach to development, and we need to support their efforts in this regard. We should strengthen inter-parliamentary dialogue and exchanges at all levels and in all fields, increase political mutual trust, promote practical cooperation, enhance friendship between our peoples, and leverage the constructive role of inter-parliamentary exchanges in growing state-to-state relations.
