These are not just risks. They represent real consequences. 展望未来之路,如果我不强调解决不好气候变化构成的严峻挑战可能会对经济前景带来的严重后果,就是失职。这些不仅仅是风险,而是代表着真实的后果。 I also know that issues around climate change do not typically come before Finance Ministers and Central Bank Governors. This, I firmly believe, is a mistake. And to underscore my point, we need to look no farther than what is happening in our host country. 我也知道气候变化的问题通常不是摆在财政部长和央行行长面前的问题。我坚信这是一个错误。而要强调这一点,我们只需要看看我们的东道国发生的事情。 This winter, for instance, Moscow has had record snowfalls. Climate scientists tell us that as the earth warms up, we will have more and more bursts of precipitation and other periods of extreme weather. Just two-and-a-half years ago, an extreme heat wave in Russia led to 55,000 deaths. So the people of Russia have experienced two once-in-a-lifetime extreme weather events in the last few years. One hot, one cold. We’re not talking about a risk that is 50 years away. In Thailand, for example, the 2011 floods resulted in losses of approximately $45 billion or about 13 percent of GDP. The impacts of this disaster spread across borders disrupting international supply chains. 没有任何一个国家无论贫富能够在气候相关的灾害中独善其身。例如,泰国2011年的洪水造成约450万美元的损失,约相当于GDP的13%。这场灾难的影响波及国外造成国际供应链中断。 Damages and losses from natural disasters have more than tripled over the past 30 years. At the World Bank Group we are stepping up our mitigation, adaptation and disaster risk management work.
