Remarks by Ambassador Liu Xiaoming at the 2013 Chinese New Year Reception for the Chinese Communities

侨胞们、同学们、同志们：

Dear Compatriots,

Students,

Comrades,

　　今天，在农历癸巳新年来临之际，又时逢二十四节气之首的“立春”，我谨向大家并通过你们向全体旅英华侨华人、留学生、中资机构工作人员拜个早年。很多人同我说，蛇年祝福语不大好找。在这里，我要送给大家一句蛇年最好的祝福语：“舍得，舍得，有蛇（舍）才有得！”我祝大家蛇年身体健康，家庭幸福，学习进步，事业有成！

Today is “Lichun” – literally the “Beginning of Spring” – the first one of the 24 solar terms. As the year of the Snake is approaching, I would like to extend my early new year greetings to you and through you to all the overseas Chinese, Chinese students and the staff members of the Chinese institutions in the UK. Many people told me that it is difficult to find greetings for the Year of the Snake. Here, I would like to give you the best greeting in Chinese for the Year of Snake: “舍得，舍得，有蛇（舍）才有得!(meaning you have to give to get)” I wish you good health and happiness and every success in your careers in the Year of the Snake!

　　回顾2012年龙年，我想借用三句古诗：

Looking back at the past Year of the Dragon, I would like to borrow three lines from ancient poems:

　　第一句是：“长风破浪会有时，直挂云帆济沧海”。读到这句诗，在2012年，大家可能最先想到是“辽宁号”航母。我对“辽宁号”情有独钟，不仅是因为她诞生于我的家乡，也不仅是因为我任驻埃及大使时曾为她克艰排难运抵中国贡献一份力量，更是因为她作为中国的第一艘航母，劈波斩浪，成功完成海试并入列中国海军，战机完美着舰并上演了风靡华夏的“航母STYLE”，可谓扬我国威，振我民心。

The first one is “A time will come to ride the wind and cleave the waves; I’ll set my cloud-white sail and cross the sea which raves. (长风破浪会有时，直挂云帆济沧海)”. When reading it, perhaps the first thing you think of for 2012 is the aircraft carrier Liaoning. I am fascinated by the Liaoning not only because she was born in my hometown, and not only because what I did when I was the ambassador to Egypt to bring her to China. What impressed me most is that, as China’s first aircraft carrier, she has cleaved through the waves, successfully completed the sea trial and joined the Chinese navy. With the perfect landing of fighter jets on it, the ship has raised our national prestige and inspired the Chinese people.

　　2012年更是中国乘风破浪的一年。中国经济稳中有进，全年增速达到7.8%，在世界主要经济体中首屈一指。中国城乡居民收入超过了同期GDP增长率，社会保障水平进一步提升，民众实实在在地感受到了民生和福祉的改善。中国政府坚决维护国家主权、安全和发展利益，特别是坚定捍卫在南海、东海的领土主权，绝不会退让。

In 2012, China’s economy made steady progress, and our 7.8% of growth rate was the fastest among all the major economies in the world. The growth rate of the incomes of urban and rural residents was higher than the GDP growth rate in the same period, and the further elevated social security level has enabled the people to actually feel the improvements in people’s livelihood and well-being. The Chinese Government has resolutely safeguarded the interests in national sovereignty, security and development. In particular, we have resolutely defended our territorial sovereignty in the South China Sea and the East China Sea and we will never yield an inch.

　　更应指出的是，2012年，中国共产党第十八次全国代表大会胜利召开。十八大选举产生了以习近平同志为总书记的新一届中央领导集体，把科学发展观确立为长期指导思想，为中国未来发展描绘了“双翻番”和“双百年”的宏伟蓝图，做出了深化改革开放、加快经济发展方式转变等行动新部署。十八大具有里程碑意义，它使中国更加树立了披荆斩棘、一往无前的勇气，更加充满了坚持中国特色社会主义道路、理论和制度的自信，更加感受到实现中华民族伟大复兴这一“中国梦”不再遥远！

What also needs to be pointed out is that the 18th Congress of the Communist Party was successfully held in 2012. It elected a new leadership headed by Secretary-General Xi Jinping, established the scientific outlook on development as the long-term guiding ideology, and drew up a magnificent blueprint for China’s future development. This blueprint has set out the following goals for China: double GDP and per capita income by 2020 compared to the 2010 level; build China into a moderately prosperous society by the centenary of the Communist Party of China (in 2021); build China into a modernized country that is rich, strong, culturally advanced and harmonious by the centenary of the People’s Republic (in 2049). In addition, it also adopted a new action plan for deepening reform and opening up and quickening the steps in shifting the mode of economic growth. The 18th National Congress of the Communist Party of China is a milestone for us. It has given us more courage in overcoming all obstacles and more confidence in sticking to the socialist path, the socialist theory and the socialist system with Chinese characteristics, and has enabled us to feel that the “Chinese dream” of great rejuvenation of the Chinese nation will soon be turned into reality!

　　我想引用的第二句古诗是：“东边日出西边雨，道是无晴却有晴。”记得我曾用它来形容前几年的世界经济，在2012年，用它来形容中英关系也很贴切。

The second ancient poem that I would like to quote is “In the west we have rain and in the east sunshine. Is he in love with me? Ask if the day is fine (东边日出西边雨，道是无晴却有晴).” I remember that I used this ancient saying to describe the world economy a couple of years ago. In 2012, it may well serve as a summary of the China-UK relations.

　　2012年是中英建立大使级外交关系40周年。40年来，国际形势风云变幻，中英关系也是历经风雨，但总体上向前发展。可是就在2012年，中英间发生了一些我们不希望看到的情况，两国关系受到损害。这说明，政治互信是中英关系的根本，相互尊重和平等相待是双方交往中必须始终遵守的原则。令人欣慰的是，在2012年，我们也看到了中英关系“冷中有暖”。无论是在双向贸易和相互投资，还是在教育、文化、奥运等方面，两国合作都取得了许多前所未有的成绩，创下了不少崭新的记录。这说明，今天的中英关系是两国社会各界40年厚积薄发的结果，发展健康稳定的中英关系符合两国人民的根本利益，是两国人心所向。

In 2012, China and the UK celebrated the 40th anniversary of full diplomatic relations. Over the past four decades, in the highly volatile international situation, China-UK relations have largely kept moving forward despite some ups and downs. In 2012, however, some incidents that we would not like to see occurred between China and the UK and these incidents have done harm to our bilateral relations. This shows that political mutual trust is the foundation of China-UK relations, while mutual respect and equal treatment are the principles that we must stick to in our bilateral exchanges. But it was gratifying that in spite of these unhappy incidences we also saw warm relations between China and the UK in some aspects. Our cooperation made many unprecedented achievements and set a number of new records not only in two-way trade and mutual investment, but also in education, culture and the Olympic Games. Today’s China-UK relations are built on the long-term commitments of all sectors of the society in both countries during the past 40 years. Developing healthy and stable China-UK relations is in line with the fundamental interests and common aspiration of the two peoples.
