Thank you very much, James, for the introduction.  It’s a pleasure to be here again for this annual Economist China Summit.  I very much enjoyed being here last year and it’s a real pleasure to be with you again today.

It’s fitting that this afternoon’s session is entitled “Change - China and America” because in light of China’s leadership transition and President Obama’s recent nomination of new cabinet members with many more to follow, we’re certain to see new faces among our nation’s leaders.  These new leaders face new challenges that were virtually unknown four decades ago.  And yet we will find that our countries are well on the path of working together to build a cooperative partnership to tackle so many of these challenges.

The challenges facing our two leaders really is to understand the change happening around us and to maximize the opportunities to increase our practical cooperation in ways that benefit both of our interests.

There is perhaps no more glaring change than that of our economic relationship.  Forty years ago the interdependence that characterizes our two economies today would have been unthinkable.  In 1972 when President Nixon made his first trip to China our annual bilateral trade was less than $100 million a year, investment in each other’s markets was close to zero, and only a handful of American jobs depended on trade with China and vice versa.  Now roughly $1.5 billion of goods and services flow between our two countries every single day.  And China is America’s largest export market outside of North America; and China has in fact become the number one foreign destination for U.S. agricultural products.  Over 800,000 American jobs depend on producing goods and services sold to China.

Between 2009 and 2011 U.S. exports of goods and services to China grew by 50 percent.  That’s 1.5 times the rate that U.S. exports increased to the rest of the world.  And of course millions of Chinese jobs are anchored by trade with the United States, which is now China’s largest export market, surpassing even all of the EU combined.

 

2009年至2011年间,美国对中国的商品和服务出口增长了50%。这是美国对世界其它地方出口增速的1.5倍。当然,数以百万计的中国工作机会基于与美国的贸易,目前美国是中国最大的出口市场,甚至超过了欧盟全部的总和。

 

So people in both of our countries are benefiting from this deep and interdependent economic integration.

There should be no lingering doubt that a prosperous China is good for America and a prosperous, strong healthy economy in America is good for China.

 

不应再怀疑,一个繁荣的中国对美国有利,而且一个繁荣强有力健康的美国经济对中国有利。

 

That’s why we must continue our work to keep pace with change. To continue on the path of economic prosperity we believe that fairness is vital in both policy and practice and fairness means guaranteeing a level playing field for healthy competition between U.S. and Chinese firms and strictly adhering to the international trade rules to which both countries have committed themselves.

 

这就是为什么我们必须继续努力,以跟上变化。要在经济繁荣的道路上继续,我们认为政策和做法上的公平至关重要,而且公平意味着保证美国和中国企业在公平赛场上进行健康的竞争,并严格遵守两国都承诺的国际贸易规则。

 

When rules are broken the United States will not hesitate to defend American workers and companies in the World Trade Organization and through the application of domestic trade remedies.  Fairness also means safeguarding intellectual property and trade secrets because well enforced intellectual property rights foster innovation and thereby serve as an engine of economic growth.

 

当规则被打破,美国将毫不犹豫地在世界贸易组织中并采取国内贸易补救措施,保护美国工人和公司。公平还意味着保护知识财产和商业秘密,因为良好地执行知识产权促进创新,并充当经济增长的发动机。

 

As China focuses on developing an innovation economy, it will need to redouble its efforts to respect and enforce intellectual property rights if it is to protect the fruits of its own inventors and innovators.

 

随着中国专注于发展创新经济,要保护其自身发明者和创新者的成果,它将需要加倍努力,尊重并强制执行知识产权。

 

Fairness, furthermore, means establishing a more open investment climate and ensuring more opportunities for foreign goods, products and services to be traded freely and fairly.

Like the United States, China has reaped tremendous benefits from its membership in the World Trade Organization, the WTO.  And for China to maintain this positive momentum it must modernize its trade policies and practices.  This is the only way it can truly unlock the full potential of its WTO membership.

 

与美国一样,中国以世界贸易组织(世贸组织)成员的身份收获了巨大的利益。中国要保持这一积极势头,就必须将其贸易政策和做法现代化。这是其真正能释放其世贸组织成员地位全部潜力的唯一方法。

 

Lastly, fairness also means that the United States must do its part to listen and respond to Chinese concerns as well.

 

最后,公平也意味着,美国必须尽其本分,倾听并回应中国的关注。

 

We firmly believe that even-handedness, fairness, will enable us to maximize the great economic potential our two countries hold in tandem.

 

我们坚信,不偏不倚和公平将能让我们最大限度地提高我们两国都拥有的巨大经济潜力。
