If you want happiness for a day, go fishing. If you want happiness for a year, inherit a fortune. If you want happiness for a lifetime, help somebody. 有一句古老的谚语曾说过,如果你想快乐一小时,打个盹吧;如果你想快乐一天,可以去钓鱼;如果你想快乐一年,那就继承一笔遗产;如果你想快乐一辈子,请帮助别人。 When I was in Holland I was a volunteer soccer coach for 2 years. This was a great time for me and the youth in my team. One of the things I always remember was a game when one of my players scored an own goal. The parents that came to watch were devastated but I laughed so hard. While the players were disappointed at the time they came to see this goal for the great learning experience that it was. 我在荷兰的时候,曾志愿担任了2年足球教练。这对我和我团队的青年们来说是一段值得纪念的日子。我总记得有一次,我队的一个球员把球踢进自己队的球门,他前来观看的父母觉得备受打击,可我开怀大笑。虽然队员们当时感到很沮丧,但是这个失球对他们是很好的学习经验。 Distinguished Guests, ladies and gentleman, 尊敬的各位来宾,女士们,先生们, I can assure you that volunteering is something which is close to my heart and I am very pleased to be here with you today at this Volunteering Expo, and to be able to celebrate International Volunteer Day. While we reflect on key milestones in volunteer development in China, I would like to focus on the volunteers that are busy caring for the blind or the disabled, who are working in special needs schools and who devote every day of their life to serving others. These contributions are what the spirit of volunteering is all about, and what I will be celebrating today. 志愿精神就在我的心里,我很高兴能够在这里与你们一同参加志愿者博览会,并共同庆祝国际志愿者日。当我们回首中国志愿者发展的重要里程碑时,我想重点强调那些忙着为盲人或残疾人提供服务的志愿者们,在特殊学校工作奉献自己的时间来服务他人的志愿者们,这些付出正是志愿服务的精神所在,也是我们今天聚在这庆祝的原因。 Much has been done to encourage volunteering in China. Yes, we talk about the 2008 Beijing Olympic Games, the Shanghai World Expo and the Asia Games in Guanzhou. In many ways, these flagship events have put China and volunteering on the world map. But if that was all China had done to invoke volunteerism among its people then I fear volunteerism would have failed. Though there is much to be done, I do not see any such failure, but an entire nation that is slowly coming together to help those in need. Like the carers at a Xi’an foster home who patiently look after a little girl who cannot walk or talk, but whose smile cannot be contained when held. 中国已经开展了很多鼓励志愿服务的工作。2008年北京奥运会,上海世博会和广州亚运会的志愿服务等标志性的大型活动将中国及其志愿服务发展展现在世界面前。但是,如果中国只有通过大型活动激发中国人志愿精神的话,我担心志愿精神恐怕会失败。尽管还有不尽人意之处,但我没有看到任何这样的失败,而是整个国家,渐渐走到一起,帮助有需要的人。比如在西安寄养家庭中,有一群志愿者耐心地照顾一个不能走路也不能说话的小女孩,她的笑容让人难以忘记。 Recently, UNDP and the Chinese government signed an Umbrella Programme in 2011 on Strengthening Civic Engagement and Social Innovations through Volunteerism for Development in China. Based on the successes of volunteerism in China, a second phase of cooperation was launched this year between UNDP/UNV, Chinese government, Beijing Youth League and Beijing Volunteers Federation. The government has supported this project with 100% funding and UNDP is actively engaged in supporting today’s Volunteering Expo through this partnership, which aims to strengthen volunteering for development in China. We see multi-sector partnerships of this nature at the only way government policy-makers, civil society organisations, and the private sector take volunteerism in China to new heights. 2011年联合国开发计划署和中国政府签署了伞型合作项目,旨在通过志愿服务在中国的发展,推动公民参与和社会创新。在中国志愿服务成功的基础上,联合国开发计划署、联合国志愿人员组织、中国政府以及北京志愿者联合会之间今年启动了第二阶段的合作。中国政府100%支持了该项目的资金,联合国开发计划署也通过此次合作积极参与并支持了今天的志愿者博览会,以推动志愿服务在中国的发展。我们看到,只有通过建立这种在政策决策者、公民社会组织以及私营部门之间的多部门合作伙伴关系,才能将中国的志愿服务推向新的高度。 In recent years, volunteerism has gained unprecedented support from the government and civil society. But China’s economic growth and growing influence in global governance has also provided new challenges and opportunities for Chinese voluntary organisations to help other developing countries by sending volunteers overseas. These will be important opportunities for China to demonstrate a side to it that is seldom covered in the press, but which we see every day through our work at UNDP. It will also be crucial for China and other emerging countries to reach out to developing countries and I encourage all of you to think about how you can make volunteering a global demonstration of your commitment to making the world a better place for all of the 7 billion people we share it with. 近年来,志愿服务已经从政府和公民社会获得了前所未有的支持。中国的经济增长和在全球治理中的日益增长的影响力都为中国志愿组织开展海外服务项目提供了新的机遇和挑战。对中国来说将是一个不可多得的机会,来向世界展示平时新闻报道中少有提及的一面,而这些也正是联合国开发计划署日常的工作。中国和其他新兴国家对发展中国家伸出援手也至关重要,我鼓励大家去认真思考如何通过你的努力,使得志愿服务遍布全球,使得我们这个拥有70亿人口的地球变得更加美好。 I wish this Expo great success! 我希望这次志愿者博览会圆满成功!
