You are asked, in particular, to assess the feasibility of recommendations proposed in that report. 应你们的要求召开了这次不限成员名额的会议,以便彻底分析研究与开发方面筹资和协调问题的磋商性专家工作小组的报告。尤其要请你们评估报告中所提建议的可行性。 I want to warmly thank the Chair, Vice-Chair, and members of the CEWG for the massive amount of work that went into the preparation of this report. The three areas are interlinked. We need all three. 在研究与开发流向的监测、研究与开发协调以及融资机制等三大领域内,你们有范围广泛的建议和方案需要考虑。这三个领域是相互关联的。我们全都需要。 We need money, of course. But we need to know where money is currently being spent. Let me remind you. Hard-law agreements, like conventions and treaties, are no guarantee that money will follow, especially if compliance mechanisms are weak. 你们面前有硬法方案和软法方案。让我提醒你们。硬法协定,例如公约和条约,并不能保证随后就有资金,尤其是如果遵约机制薄弱。 Soft-law agreements, like political declarations and codes of practice, will go nowhere without an assurance of adequate and sustainable financing.
