Good Morning!

I am delighted to join you and to witness the start of an exciting new partnership between UNDP and the Ningbo Municipal Government.

我很荣幸能和你们一起见证联合国开发计划署与宁波市政府开启这一令人兴奋的崭新合作。

It has been quite an eventful day, and one in which I have been able to see firsthand the importance of development projects for the people of Ningbo. I know these initiatives represent the tip of the iceberg when it comes to the innovative approach that Ningbo has taken to promoting sustainable development across the Municipality. In our increasingly turbulent world, I thank you for this commitment and for your vision.

今天，对我来说将是难忘的一天，我将亲身感受我们的发展项目给予宁波人民生活所带来的变化。我知道宁波市政府在推动可持续发展方面做出了巨大的努力，而我看到的这些仅仅是冰山一角。在世界局势如此动荡的年代，你们的远见和着实的努力让我由衷地钦佩。

From its humble beginnings almost 7,000 years ago, Ningbo has grown to become a crucial port city and a strategic platform for China’s marine economy. Over the past five years, industrial infrastructure and a booming private sector have become synonymous with Ningbo, and its contributions to China’s economy were recognised by the State Council when it was listed as an important marine economy zone in 2011.

宁波从7000年前一个小小的渔村，已经发展成为重要的港口城市和中国海洋经济发展的战略平台。在过去的五年中，工业基础设施建设和蓬勃发展的私营经济已成为宁波的代名词。宁波对于中国经济发展的巨大贡献，也得到了国务院肯定，并于2011年将宁波市列为海洋经济重点区域。

As a result of strong economic growth that has seen GDP grow from 287 to 601 billion yuan, Ningbo’s successes have drastically improved the lives of millions, and shown that sub-regional development initiatives can help overcome development gaps. Yet, in order to continue to do so, government, private sector and society must work together to overcome challenges that have built up during this process of rapid development.

过去几年间，宁波的GDP从2870亿元增长到6000亿元人民币，其强劲的经济增速大大改善了数百万人民的生活水平，这也证明地区发展能够帮助解决发展过程中所存在的问题。然而，为了延续努力的成果，政府、企业和社会力量必须团结起来，应对经济社会快速发展过程中出现的种种挑战。

Among some of the most pressing issues facing Ningbo and port cities around the world, include deteriorating resources, imbalances between rural and urban areas, and a lack of continuous social innovation. That is why public-private partnerships like the one that will be entered into today are so vital, and I am pleased to see that social innovation has been included as a first step towards a sustainable, equitable Ningbo.

宁波，包括世界上其它一些港口城市，目前迫切面临的问题包括：日益恶化的资源环境、城乡发展不平衡以及缺乏社会创新等。这就是为什么今天我们所搭建的公共和私营部门合作的平台显得尤为重要的原因。我很欣喜地看到，在我们的合作中，社会创新的理念将成为打造可持续、公平宁波的第一步。

Development that is equitable and inclusive can help to builds social cohesion, instil a sense of purpose and confidence, and contribute to market growth in a way that can drive transformation. Meanwhile, while UNDP recognises that government plays a leading role in reducing poverty, with over 85 percent of the population employed by 114,000 private enterprises in Ningbo, it is clear that sustainable development gains will be accelerated through the involvement of business leaders.

公平和包容的发展有利于塑造社会凝聚力，增强人民使命感和信心，推动市场发展并促成行业变革。联合国开发计划署深知政府部门应在减贫方面发挥主导作用，但宁波的实际情况是85％的就业人口受雇于约11万4千家私营企业，私营部门的积极参对加快可持续发展的进程起着至关重要的作用。

In this endeavour, the private sector is a crucial partner in creating jobs, providing affordable goods and services for the poor, and developing innovative technologies and solutions to development challenges.  At the same time, companies worldwide are recognising the ways human progress and environmental sustainability can be good for business.

在这一过程中，私营部门作为重要的合作伙伴，创造就业机会、为贫困人群提供的可负担的商品和服务、开发创新技术和解决方案以应对发展挑战。与此同时，世界各地的企业也逐渐认识到，人类和环境的可持续发展与企业的发展是相辅相成的。

With this in mind, I am confident that in harnessing Ningbo’s powerful private sector for the benefit of disadvantaged communities and the preservation of the environment, important lessons can be learned. In time, it is my hope that these lessons will allow Ningbo to become a flagship for providing further contributions to China’s efforts to extend its remarkable development story to municipalities around the country.

基于此，我坚信与宁波强大的私营部门并肩，共同造福落后地区，推动环境保护，将是一项非常值得借鉴的经验。与此同时，我还希望宁波经验能够继续贡献于中国的发展，将这些有益的尝试推广到其它地区和城市。

UNDP attaches a high important to its strategic partnership with the Ningbo Municipal Government and the public-private dimension that the Yinzhou Bank Welfare Foundation will bring to this initiative. With financial support of US$2 million from the Foundation, and with the combined leadership and global insights that the government and UNDP can provide, I believe the road ahead for social management innovation will lead to greater progress in the development of Ningbo.

联合国开发计划署珍视与宁波市政府的战略合作，同时鄞州银行公益基金会将作为公共-私营部门合作模式的示范，引入到此次合作中。借助于公益基金会提供的200万美元的资金支持，结合联合国开发计划署与政府的全球视野及政策支持，我相信社会管理创新之路必将帮助宁波的发展取得更大的进步。

It is my hope that this partnership will be a highly successful one, and that it will demonstrate the value of cooperation between UNDP, local government and the private sector for sustainable development.

我真诚地希望此次合作圆满成功，希望能欣喜地看到联合国开发计划署、地方政府和私营部门在推动可持续发展方面的共赢。
