Statement by H. E. Ambassador Wu Haitao, Head of the Chinese Delegation at the 2012 Meeting of States Parties to the Biological Weapons Convention

主席先生：

Mr. Chairman,

　　首先，请允许我代表中国代表团对你担任《禁止生物武器公约》（下称“公约”）缔约国会主席表示衷心祝贺。中国代表团将积极支持你的工作。

At the outset, please allow me, on behalf of the Chinese delegation, to congratulate you on your assumption of the chairmanship of the 2012 Meeting of States Parties to the Biological Weapons Convention. The Chinese delegation assures you of its full support in the discharge of your duty.

Mr. Chairman,

　　随着生物科技突破性发展和全球化、信息化不断深入，消除生物武器威胁、加强生物安全，已成为全球共识。面对新形势，公约的重要性更加突出，各缔约国均有责任、有义务采取切实措施，深化合作，不断提高公约的普遍性和有效性，促进公约在消除生物武器威胁、防止生物武器扩散、促进生物技术和平利用等方面的宗旨和目标。

Along with the breakthrough of developments in bio-science and technology as well as the deepening trends of globalization and informatization, eliminating the threats posed by biological weapons and strengthening biosafety and security have become a consensus of the international community. Under the new circumstances, the importance of the Convention has become more prominent than ever. The States Parties bear equal responsibility and obligation to strengthen the universality and effectiveness of the Convention, and to promote its aims and objectives to eliminate the threats of biological weapons, to prevent their proliferation and to facilitate the peaceful use of bioscience and technology through practical measures and enhanced cooperation.

　　7月专家会就生物科技发展、国家履约、建立信任措施和国际合作等问题进行了深入讨论，提出了许多建议。中国代表团赞赏主席据此提交总结各方观点的“综合文件”，愿与各国在此基础上继续讨论，增进共识，争取达成具有可操作性的具体建议。

In the Meeting of Experts held last July, the States Parties conducted in-depth discussions on the agenda items of developments in science and technology, strengthening national implementation, confidence-building measures and international cooperation and assistance and put forward various proposals. The Chinese delegation welcomes the synthesis paper prepared by the Chairman, a compilation of ideas and proposals made by States Parties, and is ready to carry on discussions with other delegations on the basis of the paper so as to enhance common understanding and develop feasible and concrete proposals.

　　防止生物科技谬用、加强生物安全和安保符合各方利益。专家会从加强生物风险管理、建立自愿性行为准则等多个角度提出的建议非常具有建设性。中方愿积极参与相关讨论。在此，中方愿重申关于应对生物科技发展挑战的四点建议：一是继续推动多边生物进程，加强公约有效性；二是落实生物安全监管，加强实验室安全及生物两用物项和技术出口管制。三是开展生物安全教育，提高从业人员的生物安全意识。四是加强相关领域国际交流与合作。

Preventing the misuse of bio-science and technology and strengthening biosafety and biosecurity serve the interests of all parties. During the meeting of experts, constructive proposals were raised in various aspects, such as enhancement of biological risk management and establishment of voluntary code of conduct. China is ready to actively participate in relevant discussions. We would like to take this opportunity to reiterate our proposals on ways to cope with the challenges brought by the advancement of bio-science and technology. First, States Parties should continue to promote the multilateral process of biological arms control and strengthen the effectiveness of the Convention. Second, States Parties should implement biosafety and biosecurity regulation, strengthen laboratory security as well as export control of biological dual-use items and technologies. Third, it is necessary to carry out biosafety and biosecurity education to raise awareness of relevant personnel. Fourth, exchange of experience and cooperation in relevant areas should be further promoted.

　　建立信任措施是展示遵约诚意、增强缔约国互信的有效途径，缔约国应积极推动加强建立信任措施的普遍性和有效性。中方一贯按时提交建立信任措施材料。为增进透明，中方在七审会修改建立信任措施宣布表格前就额外宣布了生物安全三级实验室的相关情况。同时，需要指出的是，建立信任措施不是强制性宣布义务，应充分尊重各国国情和承受能力等方面的差异，并对有需要国家提供必要支持和帮助。

The Confidence-Building Measures (CBMs) are an effective way for States Parties to demonstrate commitments to the Convention and enhance mutual trust. The States Parties should actively enhance the universality and effectiveness of CBMs. China, as always, submits its CBMs in a timely fashion. To increase transparency, China had submitted voluntarily the information on its BL-3 laboratory before the modification of the CBMs forms at the Seventh Review Conference. Meanwhile, it needs to be pointed out that the CBMs submission is not a compulsory obligation, and the differences in national conditions and capacity of States Parties should be taken into account, and necessary support and assistance should be provided to those in need.

建立国家履约机制、制定相关法律法规，是缔约国履行公约义务、增强公约有效性的重要保障。我们呼吁缔约国根据自身实际情况，继续完善国家履约措施和机制。中方始终认为，有关措施应符合渐进性和自愿性原则。公约框架下的最佳遵约机制，是达成包括核查机制在内、全面加强公约有效性的议定书。

Establishing national implementation mechanism as well as relevant laws and regulations provides an important guarantee for States Parties to implement the obligation of the Convention and promote its effectiveness. China calls upon States Parties to make improvement in this regard according to their national conditions. China always upholds that measures to strengthen national implementation should be carried out gradually and on a voluntary basis and the best compliance mechanism is to conclude a protocol with verification regime to enhance the effectiveness of the Convention comprehensively.

　　促进和平利用生物技术的国际合作与交流，是公约的重要支柱，有助于提高缔约国履约能力，推动公约全面执行和持续发展。七审会关于建立国际合作数据库的决定是推动国际合作的重要举措。缔约国应共同努力，进一步探讨促进国际合作的思路和具体措施，使更多缔约国特别是发展中国家从中受益。

International cooperation and exchange to promote peaceful use of biotechnology remains an important pillar of the Convention. It is conducive to the national capacity building of the States Parties and the full implementation and sustainable development of the Convention. The decision adopted by the 7th Review Conference on establishing a database is an important step to promote international cooperation. States Parties should work together, to further explore the ideas and concrete initiatives with a view to promoting international cooperation that will benefit more States Parties, particularly developing countries.
