麦睿博主席，

傅强恩会长，

女士们，先生们：

Ambassador Huntsman,

Ladies and Gentlemen,

　　我很荣幸获得美中贸易全国委员会2012年度嘉奖。我要感谢麦睿博主席、傅强恩会长、美中贸委会会员和在座的各位为促进中美关系发展所作努力和贡献。没有你们的参与和支持，中美关系特别是两国经贸关系不可能发展到今天这样的水平。

It is such a great honor to be a 2012 Honoree of the US-China Business Council. I want to thank the USCBC, Chairman McDonald, President Frisbie, USCBC members and all people in this ballroom for your dedication and contribution to China-US relations. Without your input and support, China-US relations, especially the trade and business ties, would not have been where they are today.

　　我们有充分的理由为过去4年来所共同取得的成就感到高兴。按照胡锦涛主席和奥巴马总统达成的重要共识，中美双方致力于共同努力建设相互尊重、互利共赢的合作伙伴关系。两国保持密切的高层往来和高质量的对话磋商，有力地增进了相互了解，推动了各领域务实合作。2011年中美双边贸易额达4466亿美元，比2009年增长了近50%。双方在重大地区和全球问题上保持着密切沟通与合作。

I believe we have every reason to be proud of what we have accomplished together in the past four years. As agreed upon by President Hu Jintao and President Obama, China and the United States have been working hard to build a cooperative partnership based on mutual respect and mutual benefit. The two sides have maintained frequent high-level exchanges and high quality dialogue and consultations, which have strongly promoted mutual understanding and practical cooperation in various areas. Bilateral trade reached 446 billion US dollars in 2011, an increase of about 50% from that of 2009. Both sides have also conducted close consultation and coordination on major regional and global issues.

2012年对中美关系而言是一个特殊的年份。尽管从理论上讲，中美两国领导层同时换届每20年会遇到一次，但实际上，由于各种原因，今年是首次出现中美两国领导层同时换届。

The year 2012 has been a unique year in China-US relations. Although in theory, China's leadership change and the US presidential election coincide once every twenty years, but in fact, for various reasons, they only happened for the first time in history just this year.

　　今年，我有幸先后观摩了美国共和党和民主党全国代表大会，并回国列席中国共产党第十八次全国代表大会。我知道，大家对美国两党全国代表大会已经有充分的了解。我想利用今晚的机会，与大家分享我对中共十八大的一些看法。

I happen to be the one person lucky enough to physically observe both the Republican and Democratic National Conventions in the US and the 18th Party Congress in China. I don't think you are interested in any more analysis of the two National Conventions, so I am happy to share with you some of my observations on the Party Congress in Beijing.

　　上个月举行的中共十八大主要完成了两大任务：一是选举产生了中共中央新一届领导机构，二是规划和部署了中国未来的发展蓝图。我理解，这一新的发展蓝图的核心内容包括以下四个方面：

The Party Congress mainly completed two major tasks: one was to elect the new leadership, which has been known to all of you, and the other was to come up with a blueprint for China's future development. To my understanding, the new blueprint contains the following four important elements:

　　第一，确立了中国实现全面建成小康社会的宏伟目标。十八大提出，2020年要实现国内生产总值和城乡居民人均收入比2010年翻一番。这是中国共产党对中国人民作出的庄严承诺。习近平总书记在新一届中央政治局常委同中外记者见面时说：“我们的人民热爱生活，期盼有更好的教育、更稳定的工作、更满意的收入、更可靠的社会保障、更高水平的医疗卫生服务、更舒适的居住条件、更优美的环境，期盼着孩子们能成长得更好、工作得更好、生活得更好。人民对美好生活的向往，就是我们的奋斗目标。”

First, it endorsed the goal of completing the building of a moderately prosperous society in all respects. Specifically, by the year 2020, China's GDP and per capita income for both urban and rural residents will double that of 2010. This is a clear-cut commitment to improving people's wellbeing. As General-Secretary Xi Jinping said when the new leadership was meeting with the press, “our people have an ardent love for life. They wish to have better education, more stable jobs, more income, greater social security, better medical and health care, improved housing conditions and a better environment. They want their children to be blessed with sound growth, have good jobs and lead a more enjoyable life. To meet their desire for a happy life is our mission.”

　　第二，将科学发展观确定为未来中国发展的指导思想。这意味着中国的发展将更加注重质量和效益，注重以人为本，推动全面协调可持续的发展。中国在发展过程中将更加注重社会公平与正义，加大再分配调节力度，使发展成果更多更公平地惠及全体人民。

Second, it endorsed the Concept of Scientific Development as a guiding principle. This means that China’s growth model will continue to shift towards quality, towards putting people first, and will be more balanced, coordinated and sustainable. This new model aims for greater social fairness and justice, more equitable income distribution system so that all the people can share the fruits of development.

　　第三，强调继续全面深化改革开放。十八大报告中86次提到“改革”。李克强副总理最近明确表示，今后中国的发展“改革还是最大的红利”。经济体制改革的着力点主要包括：处理好政府与市场的关系，更多发挥市场配置资源的作用；保证各种所有制经济依法平等使用生产要素、公平参与市场竞争、同等受到法律保护；推进经济结构战略性调整，进一步扩大内需和国内市场规模，全面提高开放型经济水平。政治体制改革的着力点主要包括：支持和保证人民通过人民代表大会行使国家权力，健全社会主义协商民主制度，完善基层民主制度，全面推进依法治国，健全权力运行制约和监督体系。

Third, it emphasized further deepening of reform and opening up. The word “reform” was mentioned 86 times in the party report. As Vice Premier Li Keqiang said, “reform will remain the biggest bonus in China’s future development.” The priorities for economic reform include: to balance the role of government and market and let market play a bigger role in allocating resources; to ensure that economic entities under all forms of ownership have equal access to factors of production in accordance with the law, compete on a level playing field and are protected by the law as equals; to continue adjusting the economic structure that boosts domestic demand and expands the domestic market, and to promote greater openness in the economy. The priorities for political structure reform include: to improve the system of socialist consultative democracy, community-level democracy, to promote law-based governance of the country and to improve the checks and oversight over the exercise of power.

　　第四，重申中国坚持走和平发展道路。中国努力争取和平的国际环境来发展自己，又通过自身的发展来促进世界和平与发展。中国坚定奉行独立自主的和平外交政策，坚持互利共赢的开放战略。中国致力于全面发展同各国的友好合作，共同应对全球性挑战。

Finally, it reaffirmed the commitment to peaceful development. China will develop itself by securing a peaceful international environment and promote world peace through its own development. China will pursue an independent foreign policy of peace, and uphold a win-win strategy through opening up and cooperation to benefit all. China is committed to growing friendship and cooperation with other countries. China will continue to work jointly with other countries to meet global challenges.
