It is a great pleasure for me to join this grand forum, which aims to look at the key challenges and solutions for achieving sustainable development through improved international cooperation, especially south-south cooperation among the emerging economies. As one of the organizers, I warmly welcome all of you to the forum. At the same time, I’d like to thank our long term partner China Institute for Reform and Development (CIRD) for its excellent preparations that made the forum happen.

 

早上好!

 

我很荣幸参加本次论坛。论坛将就如何通过提升国际间合作,特别是新兴经济体之间的南南合作,以克服可持续发展的挑战、实现可持续发展的途径这一议题展开讨论。作为主办方之一,我热忱地欢迎参与本次论坛的各位来宾。与此同时,我还要感谢我们长期的合作伙伴—— 中国改革发展研究院为本次论坛的成功举办所作的精心准备工作。

 

The theme of this forum is timely and central to China’s as well as global development. As we all know, the world is experiencing a severe financial, economic, and social crisis, which is impacting negatively on people all around the world, and affecting the poorer ones the most. The crisis is also forcing many countries, both developed and developing, to reflect and readjust their development approaches so as to be more sustainable.

 

本次论坛的主题对于中国乃至世界的发展都及时而重要。众所周知,当今世界正面临着严峻挑战:由金融危机演进的经济危机与社会危机威胁到全世界每个人的生活,尤其是本身已处于困窘境遇中的人们。危机也迫使很多国家,不管是发达国家还是发展中国家,开始反省并改进自身的发展模式,以期达到更可持续的发展。

 

Different from gloomy situations in most developed countries, emerging economies in many cases are performing much better. They are becoming the major engine for the global economic development, and thus a hope for the world to step out of the current crisis.

 

与发达国家所面临的经济困境大相径庭的是,很多新兴经济体发展态势良好。他们正成为全球经济发展的主要引擎,成为全球摆脱目前危机的希望所在。

 

However, the global economic crisis is also slowing down economic growth recently in the emerging economies. On the top of that, the emerging countries have their own specific problems. The majority of the “bottom billion” poor people are still living in the middle income countries. Furthermore, due to the long quantity driven growth models, problems like increasing inequality, social tensions, and environment degradation prevail in many emerging economies, which are calling for further reforms at unprecedented depth, breadth, and paces.

 

但经济危机对新兴经济体的发展同样有所影响。除此之外,新兴国家内部往往面临着不同的挑战。所谓“处于最底层的十亿人”中的大多数均生活在这些中等收入国家。再者,由于长期注重量的增长,发展中国家面临两级分化、社会紧张与环境恶化等诸多问题,必须以前所未有的深度、广度和速度进行改革。

 

Evidences from China and many other countries show that international cooperation can add wings to national development. Apart from the classical western experiences, the modern experiences generated from the developing countries sometimes prove to be more valuable, given their higher relevance to other peer developing countries. The strengthened cooperation among the emerging countries cannot only provide better development solutions in these countries, but also provide reference for the development approaches for the least developing countries. Furthermore, such cooperation could help increase the voices of the developing world, and make the global governance system fairer to benefit all countries and peoples more evenly.

 

中国与其他国家的成功经验证明,良好的国际合作有助于加速本国的发展。除了借鉴西方传统的发展模式外,由于与其它发展中国家具有更多相似行,学习新兴国家的成功经验有时会更具价值。新兴国家之间加强合作,不仅可以在彼此间交流分享发展经验,也可以为最不发达国家发展路径提供参考。另外,新兴国家间的合作还有助于提高发展中国家的话语权,促进全球治理的公平,使所有国家、人民平等受益。

 

The forum today symbolizes the inception of the initiative Policy Dialogue among the Think-tanks of the Emerging Economies, which was initiated by CIRD together with some other think-tanks from both emerging and developed countries. The initiative will best serve as an institutionalized mechanism or platform for promoting south-south and north-south exchange and cooperation in the field of sustainable development. The UNDP will be pleased to contribute to the initiative.

 

今天的论坛也标志着新兴经济体智库政策对话机制的启动。该机制由中国改革发展研究院与其他一些来自发展中国家和发达国家的智库发起,它将为在可持续发展领域促进南南与南北交流、合作发挥绝佳平台的作用。联合国开发计划署很荣幸能对该机制的建立作出贡献。

 

2012 marks a milestone in the history of global sustainable development. Twenty years ago in Rio de Janeiro, countries adopted a blueprint to rethink beyond economic growth, on how to advance social equity and ensure environmental protection. This year world leaders gathered again for the United Nations conference on Sustainable Development or Rio+20, which aimed for the realization of Millennium Development Goals by 2015, and promotion of sustainable development. A consensus was reached on the development of Sustainable Development Goals (SDGs) post 2015.

 

2012年是全球可持续发展的一个重要里程碑。20年前,各国在巴西里约热内卢齐聚一堂,探求如何在经济增长外,实现社会公平和环境保护的途径。今年,各国领导人在联合国可持续发展大会(里约+20峰会)重新审视这些问题,旨在于2015年前实现“千年发展目标”,并进一步推动可持续发展。峰会上还就在2015年后制定“可持续发展目标” 达成共识。

 

The United Nations Department of Economic and Social Affairs (DESA) and UNDP are chairing the consultation process globally for the formulation of the SDGs. In China, UNDP is leading the national consultation process. I am sure the rich presentations and discussions today and tomorrow during the forum will be very valuable to feed into this consultation process in China.

 

在全球范围,联合国经济及社会理事会和联合国开发计划署共同主持“可持续发展目标”制定的征询工作。在中国,联合国开发计划署正牵头此项工作。我相信今、明两天论坛的讨论对“可持续发展目标”制定在中国的征询过程将极具价值。

 

Furthermore, UNDP produces the Human Development Report and Indexes at the global, regional and national levels which aims at promoting innovative ideas, advocating practical policy changes, and constructively challenging policies and approaches that constrain human development. CIRD is one of UNDP’s key partners in China, with whom UNDP feels proud to have cooperated over the past two decades, in addressing the reform priorities at China’s different stages of development. In 2008, we worked with CIRD to publish the China Human Development Report entitled “Access for All—Basic Public Services for 1.3 Billion People”.

 

除此之外,联合国开发计划署还发布全球、区域和国别不同层面的“人类发展报告”与“人类发展指数”,旨在推行创新理念,提倡务实的政策变革,同时对不利于人类发展的政策方针提出建设性的挑战。作为在中国的重要合作伙伴,联合国开发计划署与中国改革发展研究院在过去的20多年里携手合作,针对中国不同的发展阶段提出相应的发展策略。2008年,我们与中改院联合出版了名为“惠及13亿人的基本公共服务”的《中国人类发展报告2007/08》。

 

In partnership with CIRD, this new platform of think-tanks provides an expanded opportunity for all of us, to enhance the exchange and sharing of development experiences between China and other emerging countries, so as to promote sustainable development in these countries and throughout the world, with the ultimate objective to realize a sustainable future we want for all.

 

在联合国开发计划署与中改院的合作下,该智库网路机制为我们所有人搭建了一个更大的平台,以增进中国与其他新兴经济体的经验交流与分享,同时也促进在这些国家以及整个世界范围内实现可持续发展,最终实现我们未来的共同目标——全人类的可持续发展。
