Remarks by HE Ambassador Chen Yuming at the 4th World Chinese Economic Forum

女士们、先生们：

 

Ladies and Gentlemen,

 

　　11月8日，中国共产党第十八次全国代表大会在北京隆重开幕。大会将全面审视当今世界和当代中国发展大势，科学制定适应时代要求、符合中国人民愿望的未来5至10年大政方针，为中国今后一个时期的发展制定宏伟蓝图，必将在国际上产生极为重要的影响。国际上很多朋友十分关注十八大后中国的发展走向，我愿谈几点看法：

 

 

The 18th National Congress of the Communist Party of China opened in Beijing on 8 November.

 

The Congress will conduct an overview of the general trend of development in today’s China and the world, and set out key policies for the next five to ten years in keeping with the requirement of the times and desire of the Chinese people.

 

It will outline the master plan for China’s development for the next stage, which will surely have very important influence on the rest of the world.

 

Many friends from overseas are very interested in China’s development orientation after the 18th Party Congress. I want to share with you some of my thoughts.

 

　　首先，中国深化改革开放的决心绝不动摇。中国过去30多年快速发展靠的是改革开放，未来发展也坚定不移地依靠改革开放。我们对内将全面深化经济体制改革，加快转变经济发展方式，对外将坚持奉行互利共赢开放战略，推动共同发展和共同繁荣。“十二五”期间，中国进口总规模预计达到10万亿美元，对外投资总额超过5000亿美元。中国的开放、平衡、可持续发展将给世界经济注入不竭动力。

 

First, China will not waver in its resolve to deepen reform and opening-up.

 

China’s fast growth in the past three decades has been the result of reform and opening-up, which holds the key for its future development.

 

We will continue to deepen comprehensive reform of the economic system and accelerate transformation of growth pattern.

 

We will stick to the opening up strategy of mutual benefit and win-win cooperation and promote common development and prosperity.

 

It is expected that during the 12th Five-year Plan period, China’s total imports will value at 10 trillion US dollars, and outbound investments exceed 500 billion.

 

China’s open, balanced and sustainable development will inject constant impetus to the world economy.

 

　　其次，中国走和平发展道路的步伐绝不停止。和平发展的哲理深深植根于中国5000年文化血脉，不会因一时一事而改变。中国奉行防御性的国防政策，一贯主张通过对话谈判和平解决国际争端。《置身亚洲世纪的澳大利亚》白皮书指出，中国的军力建设是经济增长和利益延伸的自然、合理结果。同时，和平发展与维护主权领土完整一脉相承。一个善良的人再温和友好，也绝不允许强盗抢走自己的孩子。

 

Second, China will not stop its steps on the path of peaceful development.

 

Peaceful development is a philosophical concept embedded in China’s 5000-year cultural heritage.

 

It will not easily change because of a single incident.

 

China pursues a defense policy that is defensive in nature, and stands for dialogue and negotiation to settle international disputes peacefully.

 

As written in the Australia in the Asian Century White Paper, China’s military growth is a natural, legitimate outcome of its growing economy and broadening interests.

 

Peaceful development and defending sovereignty and territorial integrity are coherent.

 

A kind person, no matter how gentle and friendly he is, would never allow his child to be snatched by a robber.

 

　　第三，中国坚持睦邻友好的周边政策绝不改变。新中国始终奉行与邻为善、以邻为伴的睦邻友好政策，为地区稳定繁荣作出了巨大贡献。中国同亚洲国家的贸易总额已突破1万亿美元，是东盟、澳、日、韩等周边大多数国家的最大贸易伙伴。我们欢迎美国等亚太伙伴在本地区发挥建设性作用，也期待别国尊重中国的核心利益和合理关切，愿与各国共同构建和平、和谐、合作的亚太。

 

Third, China will not change its policy of building good-neighborly relations with surrounding countries.

 

The new China has always pursued the policy of building friendship and partnership with neighboring countries, and made great contribution to stability and prosperity in the region.

 

China’s trade volume with other Asian countries exceeded 1 trillion US dollars, and stands as the largest trading partner of ASEAN, Australia, Japan, Korea and most other neighboring countries.

 

We welcome a constructive role in the region by America and other Asia-Pacific partners.

 

We also expect others to respect China’s core interests and legitimate concerns.

 

We stand ready to work with other countries to build an Asia-Pacific region of peace, harmony and cooperation.

 

　　今年是中澳建交40周年。40年来中澳关系历经风雨，走过了不平凡历程。双边各层级、各领域交往空前活跃。中澳领导人互访、会晤频繁，战略对话、高层经济对话、能源资源对话等10多组交流磋商机制运转顺利。利益交融高度紧密。澳对华出口超过澳出口总额四分之一，自中国进口占澳进口总额近五分之一，互利合作从能源资源向绿色经济、货币金融、农牧业快速延伸。人文交流日新月异。中国是澳第一大留学生来源国和价值最高的海外游客市场。

 

This year marks the 40th anniversary of diplomatic relations between China and Australia.

 

In the past forty years, China-Australia relations have traveled through thick and thin, with remarkable achievements.

 

Bilateral exchanges at all levels and in various areas are more vibrant then ever.

 

The two leaderships have conducted frequent mutual visits and meetings.

 

More than ten bilateral consultation mechanisms, like the strategic dialogue, high-level economic dialogue and ministerial consultation on energy and resources, were established and worked smoothly.

 

The two countries’ interests are more closely integrated.

A quarter of Australia’s exports go to China.

 

One fifth of Australia’s imports are from China.

 

Mutually beneficial cooperation is rapidly extending from energy and resources into new areas like green economy, monetary and financial sector, and agriculture and livestock industry.

 

Cultural and people-to-people exchanges are growing strongly with each passing day.

 

China is Australia’s largest source of international students and largest inbound market in terms of tourism revenue.

 

　　过去40年，中澳关系快速发展给两国人民带来了看得见、摸得着的利益，也促进了亚太的和平、稳定与繁荣。今后40年，两国有理由、有责任推动中澳关系取得更大发展。双方应以建交40周年和澳发布《置身亚洲世纪的澳大利亚》白皮书为契机，增进政治、经济和安全互信，深化互利合作，使中澳关系更好地造福子孙后代。

 

The fast development of China-Australia relations in 40 years have brought tangible benefits to their peoples, and contributed to peace, stability and prosperity in the region.

 

In the next 40 years, the two countries have every reason and are duty-bound to achieve greater development in bilateral relations.

 

The two sides need to take the 40th anniversary of diplomatic relations and the release of the Australia in the Asian Century White Paper as good opportunities, strengthen political, economic and security mutual trust, and deepen mutually beneficial cooperation, so that China-Australia relations will deliver greater benefit to future generations.
