尊敬的尼泊尔共产党（马列主义）麦纳利总书记，

同志们、朋友们：

Good Afternoon!

　　很高兴出席尼共（马列）组织的“欣欣向荣的中国—一个独具特色的社会主义国家”研讨会，纪念第95个世界社会主义革命日，并与大家就中国的社会主义发展进行交流。借此机会，我谨向尼共（马列）及在座各位长期以来对中尼友好关系的支持与关心表示衷心感谢。

I am very glad to attend the talk program on “Thriving China, a Socialist Country of Her Own Characteristics” organized by CPN (ML), on the occasion of 95th World Socialist Revolution Day, and to exchange views with you on China’s socialist development. I would like to take this opportunity to express my sincere thanks to CPN (ML) and all of you here for your long-time support and care about China-Nepal friendly relations.

　　回顾中国社会主义发展的历史和进程，可谓精彩纷呈。上个世纪初的辛亥革命，结束了中国数千年的封建帝制，打开了发展进步的大门；中国共产党成立后，领导新民主主义革命推翻“三座大山”，建立了新中国，确立了社会主义制度，为中国的发展开启了新征程；1978年，中国共产党十一届三中全会决定实行改革开放，使中国的面貌发生了历史性、根本性、革命性变化，对世界格局的变革和人类的发展产生了深远影响。

The history and process of China’s socialist development can be termed as full of brilliant achievements. At the beginning of the last century, the Revolution of 1911 ended China’s thousands of years of feudal monarchy, and opened the door of development and progress. After the establishment, the Communist Party of China led the new democratic revolution to overthrow the “three big mountains” oppressed upon Chinese people and establish of the new China. CPC set up the socialist system in China and started a new journey for the development of China. In 1978, the Third Plenary Session of the 11th Central Committee of CPC decided to execute the policy of reform and opening up, made a historic, fundamental and revolutionary change to China, and left a deep and prolonged influence to the world and the development of human being.

　　中国实行改革开放30多年尤其是中共十六大、十七大以来，国际形势风云变幻，国内改革发展稳定任务繁重，但我们坚定走中国特色社会主义道路，坚持科学发展、和谐发展、和平发展，战胜了一系列严峻挑战，奋力把中国特色社会主义事业推进到新的发展阶段。10年来，中国经济总量从12万亿元增加到47万亿元，保持年均10%以上的增长速度，连续赶超意、英、法、德、日五国，跃居世界第二大经济体。国际金融危机、欧债危机相继发生后，中国积极参与二十国集团等全球经济治理机制建设，推动国际金融体系改革，参与各国宏观经济政策协调，向陷入困境的国家伸出援手，为世界经济稳定发展作出重要贡献。

Since China began the policy of reform and opening up more than 30 years ago, especially since the 16th and 17th National Congress of CPC, amidst the winds of change of international situation and the heavy task of maintaining domestic development and stability, we have firmly taken the road of socialism with Chinese characteristics, adhered to the scientific development, harmonious development and peaceful development, overcome a series of challenges, and push forward the cause of socialism with Chinese characteristics to a new developing stage. Over the past 10 years, China’s gross economy has increased from 12 trillion Yuan to 47 trillion Yuan, maintaining an average annual growth rate of more than 10%. China successively catches up five countries including Italy, Britain, France, Germany and Japan, becomes the world second largest economy. After the outbreak of the global financial crisis and the European debt crisis, China has taken an active part in the G20’s efforts to build a global economic governance mechanism, promoted the reform of the international financial system, got involved in multi-country macroeconomic policy coordination, helped countries in difficulties, and made important contribution to the stable development of the world economy.

　　综观新中国的发展史，中国共产党和中国人民必须倍加珍惜、长期坚持、不断发展的成就是：开辟了中国特色社会主义道路，形成了中国特色社会主义理论体系，确立了中国特色社会主义制度。中国过去30多年的快速发展靠的是改革开放，我们始终坚持和平发展道路，努力争取同各国实现共同发展，共同繁荣，谱写人类进步的新篇章。

Looking through the history of New China, the achievements that the Chinese Communist Party and the Chinese people must cherish, adhere to and continue to develop are that we have opened up the road of socialism with Chinese characteristics, formed a theoretical system of socialism with Chinese characteristics and established the socialist system with Chinese characteristics. The rapid development of China in the past 30 years is relying on the reform and opening up. We constantly adhere to the path of peaceful development, strive to achieve common development and common prosperity with other countries and write a new chapter of human being’s progress.

　　再过两天，中国共产党第十八次全国代表大会将于北京召开。这是一次承前启后、继往开来的盛会，会议将总结过去多年来尤其是中共十六大、十七大以来的治国理政实践，在理论建设、政治路线、人事安排和工作措施等方面确定中国未来方向，会上将选举产生的新的中央领导层。全党将继续统一思想，凝聚信心，全面推进改革开放和社会主义现代化建设，全面推进党的建设新的伟大工程，为实现中华民族的伟大复兴而继续努力奋斗。

After two days, the 18th National Congress of CPC will be held in Beijing. The conference is a link between past and future. It will sum up the governing practice of past years especially the time since the 16th and 17th CPC Congress. It will decide the future direction of China in terms of theory construction, political roadmap, personnel arrangement and working measures. The new central leadership will be elected in the conference. The whole party will continue to unite our thoughts and build confidence to promote reform and opening up and socialist modernization construction, to promote the new great project of party building, and continue to make efforts to achieve the great rejuvenation of the Chinese nation.

　　中尼是友好近邻，两国历来互相支持、互相帮助。中方感谢尼政府与人民长期以来坚持一个中国原则，相信尼人民有能力找到一条适合本国国情的发展道路，尽早制定新宪法，结束政治过渡期，实现政治稳定与经济发展。中方愿继续为此提供力所能及的支持与帮助。

China and Nepal are friendly neighbors. Our two countries always support each other and help each other. The Chinese side is grateful to the Nepali government and people for your long time support to One China Policy. We believe that the Nepali people have the ability to find a development path which is suitable to your own national conditions, and will make a new constitution soon to end the political transitional period and realize political stability and economic development. The Chinese side is ready to continue to provide support and help to the Nepali side within our capacity.

　　当今世界正在发生重大而深刻的变化，求和平、谋发展、促合作已经成为各国人民的普遍愿望和国际社会的共同追求。与此同时，世界经济增长的不稳定不确定因素增多，国际安全形势错综复杂。面对前所未有的机遇和挑战，中方主张大力践行同舟共济、合作共赢的理念，使国际政治经济秩序朝更加公正合理的方向发展。中国的发展是和平的发展、开放的发展、合作的发展、共赢的发展。我们愿与世界各国一道，顺应历史潮流和时代要求，为建设一个持久和平、共同繁荣的和谐世界而共同努力。

The world today is undergoing profound changes. To seeking peace, development and cooperation has become the common aspiration of the people of all countries and the common pursuit of international communities. At the same time, the unstable and uncertain factors of the growth of the world economy are increasing. The international security situation is perplexing. In the face of unknown opportunities and challenges, China strongly advocates the practice of working together in times of trouble and the concept of win-win cooperation, to develop the international political and economic order more fair and reasonable. China’s development is peaceful development, opening development, cooperational development and the win-win development. We are willing to work with other countries in the world, to conform to the historical trend and the requirements of the times, in order to build a world with lasting peace, common prosperity and harmony.
