Dear Heads of UN Agencies in China,

Welcome to the United Nations’ 67 birthday commemoration.  For various reasons we had to make our UN Day this year more modest than in previous years.  But as you know, modesty is not a bad thing.  On the contrary.  In a world where the dominant forces have erroneously enshrined materialism and consumerism as the apex of the human experience, creating unconscionable disparities between the rich and the poor, and devastating our natural environment, in such a world a modest lifestyle is a rare virtue.   So I hope you will all feel proud of our simple, low carbon UN Day.      

 

欢迎大家来共同欢庆联合国67岁的生日。出于种种原因，我们今年的联合国日的庆祝不得不比往年来得朴素。然而，众所周知，朴素并不见得是坏事。相反，在当今这个物欲横流的世界，贫富差距日益悬殊，生态环境日益恶化，朴素的生活方式是一种不可多得的美德。因此，让我们为这个简朴、低碳的联合国日感到自豪吧！

 

UN Day marks the ratification of the United Nations Charter which brought our great and good Organisation into existence.  Since then, over the decades, the UN has made some truly great and historic contributions to the world.  But we’ve also encountered a number of very painful failures.  On the list of UN achievements are things like the successful negotiation of over 170 peace settlements that ended regional conflicts.  We have made seminal normative contributions, like the Universal Declaration of Human Rights. We have galvanized the world community around numerous important issues such as the promotion of women’s rights and empowerment.  We have worked with member states to devise time-bound development goals and targets to focus world attention on issues in need of greater attention.  These efforts were crowned in 2000 in the form of the MDGs which have energized the entire world around human development.  The UN System has also been very successful in its global campaigns:  the campaign to eradicate small pox, the oral rehydration fluids campaign, and children’s vaccination campaigns that have now become a regular feature of almost all member states’ calendars.  The UN has been instrumental in preserving historic cultural and architectural treasures, which otherwise would have faded into distant memory.  And there are many more achievements we can feel proud of across a vast range of fields.

 

联合国日标志着对联合国宪章的认可，我们的这个伟大而美好的机构也就此成立。几十年来，联合国已经对世界做出了一些真正伟大的、历史性的贡献。同时我们也经历过一些令人心痛的失败。载入联合国成绩册的有诸如170余次和谈，成功解决区域争端。 我们也做出了一些开创性、规范性的贡献，如《世界人权宣言》。 我们将世界聚焦在如妇女权利和权力的提升等重要议题上。同时，我们与成员国共同合作制定出阶段性的发展目标和任务，将人们的注意力聚焦在急需解决的问题上。 2000年的千年发展目标代表着我们所做出的努力，它将全世界的能量激发出来，促进人类社会的发展。联合国系统还取得了一些全球性运动的成功：消灭天花、消除霍乱以及为儿童接种疫苗所做出的斗争；现如今，为儿童接种疫苗已为每个成员国的普遍做法。联合国在保护历史文化和建筑遗产方面发挥了极大作用。如果没有联合国做出的努力，这些历史文化和建筑遗产恐怕早就成为了人们遥远的记忆。在其他众多的领域，联合国也取得 了许多令我们为之自豪的成就。

 

Some of our most distressing failures include the inability of the UN to resolve conflicts like the Rwandan genocide, Srebrenica, Somalia and Bosnia.  While the UN provided a forum for mediation in the Middle East Peace Process, sadly peace remains a distant cry there.   Currently, the UN is struggling, valiantly but against great odds, to move forward a peace agreement in Syria.  And we have met with failures in other areas as well.

 

我们很遗憾联合国在解决一些争端中没有发挥出它的作用，比如卢旺达大屠杀、斯雷布雷尼察、索马里和波斯尼亚事件。虽然我们努力推动中东和平进程，但是形势还不容乐观。眼下在叙利亚，我们也遇到了重重阻碍，但我们还是继续竭尽所能推进叙利亚的和平进程。在诸多问题上，联合国还有一些不成功的事例。

 

It is important on UN Day to reflect both on our achievement and on our failures, our strengths and our weaknesses.  Our strengths derive from the values enshrined and imbedded in UN Charter and reflected in numerous normative instruments that guide our work.  Our strength derives from our overriding unifying mandate to bring the world together around a Culture of Peace.  Our strength derives from our inclusion of all nations big and small into one inclusive world family to work together for a better future.  Our strength derives from our respect for the dignity and worth of each person, regardless of wealth, gender, race or belief.  Our strength derives from our soft power -- our ability to convene, to promote understandings, to build trust.  And our strength derives from the thousands of UN staff member around the world who work tirelessly to realize the ideals of the UN.

 

在今天这个特殊的日子里，我们很有必要总结反思一下过去已取得的成就，遭遇的失败和我们的不足之处。自成立那日起，联合国就秉承着联合国宪章的精神和原则而工作。联合国的宗旨赋予我们力量，把所有国家组成了一个大家庭，形成了和平文化。我们有力地把各个国家组织起来，不论大小，共同携手创造美好的未来。我们尊重每一个个体，无论贫富、性别、种族还是信仰。我们的软性力量也使我们有能力汇聚百川，增进理解，树立起对彼此的信任。所有的联合国工作人员也为实现联合国的使命而辛勤工作。这些都是我们力量的源泉。

 

Our weaknesses are another story.  They derive principally, I think, from three overriding constraints.  The first relates to our fundamental institutional design.  UN member states designed the UN System in a way that restricts our effectiveness because they perceived a potential contradiction between national interests and the common global good.  The UN was and remains a grand experiment in international cooperation, but the experimenters are not yet fully ready to accord their experiment, the UN, with all the necessary ingredients for success. This is a fact of life at this stage in the history of the world. We have no choice but to live with it and make the best of it.

 

我们也同样面临着挑战和困境。我个人认为，主要有以下几个方面的原因。首先是联合国基本的机构体制，它一定程度上限制了联合国的作用，因为成员国国家认为国家利益和全球利益有可能会产生冲突。联合国在实现国际合作方面曾经并且现在也是很成功的典范，但还缺乏一些必要的因素。这实际就是我们目前面临的挑战之一，我们会面对现实并充分发挥我们现有的优势。

 

Our second weakness lies in the persistent gap between the scope and depth of the mandates entrusted to the UN and the required funding to fully deliver on them.  Over the years, the UN System has navigated these funding constraints, for better or for worst, and has become adept at doing a lot with very little resources.  Due to the current global economic and financial situation, the UN’s normal funding shortfalls have been further exacerbated.  These are particularly difficult times for the UN System financially. And we are having to spend much more time than we would like in trying to find resources to fund our mandates.

 

我们第二个缺陷是对联合国使命所要求的范围和深度与满足这些要求所需的资金之间的持久矛盾。多年来，联合国系统一直在有限的资金中运转。但是，不论好坏，联合国已经习惯了用很少的资源完成繁重的工作。受目前全球经济、金融形势的影响，原本一直存在的资金短缺问题变得更加严峻。现在，联合国面临着巨大的财政困难。我们需要花费越来越多的时间寻求资金支持以便完成我们的使命。

 

Our third principal weakness lies in our internal bureaucracy.  Different parts of the UN experience this in different ways I know, but in very general terms, the UN has become too business process heavy.  While I am all for greater efficiency and transparency, I believe that particularly in our resource scarce environment, we must be very careful to balance the need for systematic processes, with the need to put the fundamental work of improving people’s lives at the forefront of our daily, burning preoccupations.  I am not in any way suggesting that we abandon our business processes.  I am merely saying that some of them appear unnecessarily complex and heavy, and we must consider the impact of this on our staff’s time and we must find responsible ways of liberating more time for creative strategic action and for deep, substantive, thoughtful work. 

 

我们第三个缺陷是我们自身的官僚体制问题。我知道，这个体制问题以不同的方式在各个部门中凸显，但是总的来说，我们的机构已经过于繁冗。我希望提高联合国的效率和透明度。我相信，在当前资源集约型的环境下，我们要特别注重平衡行政处理与实质工作的关系，提高人类生活水平是我们工作的基础和当务之急。在这里，我并不是说要抛弃我们的机构体制。我仅仅是要指出，在我们的体制中存在着一些过于繁琐复杂的成分，它耗费着我们的时间，而我们必须找到一个有效的办法消除这种不利影响以便让我们更加专注于创新的战略行动以及进行更有深度，更有实质性和更有性意义的工作。
