　　很高兴与东盟国家同事一道，出席纪念《南海各方行为宣言》签署十周年研讨会。我谨代表中国外交部对研讨会的召开表示热烈祝贺，对柬埔寨外交与国际合作部所做的周到安排表示衷心感谢！

It gives me a great pleasure to come to Phnom Penh and join colleagues from ASEAN countries at this Workshop in Commemoration of the 10th Anniversary of the the Declaration on the Conduct of Parties in the South China Sea (DOC). On behalf of the Chinese Foreign Ministry, I wish to express warm congratulations on the opening of the workshop and sincere appreciation to my Cambodia colleagues for the time and efforts spent in hosting this event.

Dear Colleagues,

十年前，同样在金边，中国和东盟国家签署了《宣言》。这是一份具有里程碑意义的重要文件，其历史意义和现实影响是多方面的。

Ten years ago here in Phnom Penh, China and ASEAN countries signed a historic document that commits us to peace, stability and prosperity in the South China Sea. The DOC is an important, milestone document that has far-reaching significance on many counts.

——它确立了处理南海问题的基本原则。《宣言》明确规定，南海争议应“由直接有关的主权国家通过友好磋商和谈判，以和平方式解决”，这是中国和东盟国家的一项重要共识；

--It establishes fundamental principles for addressing disputes in the South China Sea. It makes it clear that disputes in the South China Sea should be resolved “by peaceful means, through friendly consultations and negotiations by sovereign states directly concerned”. This is an important consensus reached among China and ASEAN countries.

——它为各方在南海的行为作出规范，要求各方在争议解决前，采取措施增进互信、推动合作，保持自我克制，不采取使争议复杂化、扩大化和影响和平与稳定的行动，体现了东亚国家处理争议与分歧的独特智慧；

--It lays down rules and norms for the behavior of the parties in the South China Sea. It requests that, pending the settlement of the disputes, parties concerned should take steps to build trust and confidence, promote cooperation, exercise self-constraint, and refrain from taking actions that could complicate or escalate disputes and affect peace and stability in the South China Sea. This reflects the unique wisdom of countries in East Asia in addressing disputes and differences.

——它为中国和东盟国家就南海问题开展对话与合作提供了平台。过去十年来，中国和东盟国家在落实《宣言》框架下深入交换意见，推进务实合作，为南海局势的总体稳定做出重要贡献；

--It provides a platform for China and ASEAN countries to conduct dialogue and cooperation on the issue of the South China Sea. Over the past decade, China and ASEAN countries have had in-depth exchanges of views and worked together to step up cooperation within the framework of the DOC, which have effectively contributed to the overall stability in the South China Sea.

——它凝聚了中国-东盟友好、团结、合作的精髓，巩固了中国-东盟的政治互信基础，为中国-东盟建立并不断发展战略合作伙伴关系注入了强劲动力。

--It embodies the spirit of friendship, unity and cooperation, which is central to China-ASEAN friendship. It helps to cement the political trust between China and ASEAN, and has been a source of strong momentum for China and ASEAN to establish and continuously develop the strategic partnership.
