Ladies and Gentlemen,

尊敬的常宇书记，各位来宾，女士们，先生们，

It is my great honour to be present today to sign this new phase of our partnership with the Beijing Youth League and Beijing Volunteers Federation, in partnership with CICETE. As we have seen in the video, this project builds on the excellent achievements and experiences learnt from our strong partnership to extend the Beijing Olympic volunteering spirit of 1.7 million Olympic volunteers towards volunteering for development goals.

今天，我很荣幸在此和北京市团委、北京市志愿者联合会以及中国国际经济技术交流中心一道签署新一轮的合作项目。正如我们在视频中看到的，基于前期取得的卓越成果和从我们合作伙伴那里学到的丰富经验，本项目旨在将170万奥运志愿者所体现的奥运精神延伸至志愿服务活动，从而实现可持续发展目标。

UNDP is a strong advocate of volunteerism and community based actions. We believe in the ideal and values of volunteerism, which in many ways are those of the United Nations. We also believe that by engaging and mobilising individual citizens and civic groups, development efforts can be made more responsive and have greater impact. People close to the problems with practical experience are very well placed to provide effective assistance. Similarly, people living with challenges best understand the specific circumstances surrounding them and can readily help identify ways to overcome them.

联合国开发计划署是志愿活动和社区行动强有力的倡导者。我们坚信志愿服务的理念和价值观，这在很多方面也是联合国所秉承的理念。我们也相信，通过调动公民个人与团体的参与，可持续发展努力会得到更多的响应并产生更大的影响力。具有解决问题实践经验的人士可以更好地提供有效援助。同样，遭遇生活困境的人们最能理解他们周围具体的环境并能够找寻方法克服困难。

In China as we have seen at the time of the Beijing Olympics, millions of citizens want to volunteer and be involved in resolving issues faced by communities, such as  environmental protection, disaster response and supporting poor and vulnerable groups in need.

北京奥运会时期我们看到中国数以百万计的民众乐意参与志愿服务，他们参与到社区问题的解决，如环境保护、灾难应急反应以及支持贫困弱势群体。

Volunteerism can help turn national strategies and development policies into meaningful and sustained change in communities and in the lives of people. To achieve this, it is important to open up more space for volunteerism and expand the channels which enable and encourage people to contribute.

志愿服务能够转化国家战略和发展政策，从而促进社区和民众生活有意义和持续的改变。为达到此目标，我们应十分重视促进志愿服务多方位发展，同时广拓渠道，鼓励民众参与贡献。

Through this project, we look forward to working together to improve policies and management infrastructure in Beijing to create more opportunities and expand volunteerism through community-based groups and social organizations.

通过该项目，我们期望共同努力，推进北京政策和管理建设，创造更多机会，通过社区团体和社会组织推广志愿服务。

We also expect the project to contribute to China’s progress towards the Millennium Development Goals by supporting development efforts in the poorest provinces of the country.

我们也希望，通过支持中国最贫困省区的发展努力，该项目能够有助于中国在实现千年发展目标的道路上取得进展。

Finally, as China is also increasingly contributing to development efforts to many developing countries through south-south cooperation, we look forward to increasing through this project Chinese international volunteering to contribute to UNDP and UNV’s development efforts in other developing countries.

最后，中国正通过南南合作，逐渐加大对许多发展中国家的发展援助，我们期待通过该项目，进一步提升中国的国际志愿服务水平，从而推进联合国开发计划署和联合国志愿人员组织在其它发展中国家的发展努力。

I would like to thank our partners for their interest and trust in UNDP, which we most highly appreciate and value. This is going to be a new and exciting phase in the development of our partnership with the Beijing Youth League and the Beijing Volunteer Federation. I very much look forward to a very close and fruitful cooperation with all of you in the coming years for our common project to be a most successful one.
