女士们，先生们，

　　感谢大家来到中国总领馆，与我们共同庆祝中华人民共和国成立63周年。今晚与我们一起庆祝的不仅有来自休斯敦和得州其他城市的朋友，还有从中国远道而来的国家发改委副主任胡祖才先生、广东省汕头市市长郑人豪先生和他们各自率领的代表团，这两天他们正在休斯敦进行友好访问，商讨增进双方能源和医疗合作事宜。让我们对他们的到来表示欢迎。

Thank you so much for joining us tonight in celebration of the 63rd anniversary of the founding of the People’s Republic of China. We are honored and pleased to have so many friends from Houston and other cities of Texas. I am also very happy and privileged to recognize some important and distinguished guests from China. They are Honorable. Hu Zucai, Vice Chairman of National Development and Reform Commission of China, and Mr. Zheng Renhao, Mayor of Shantou City in Guangdong Province. Both of them are respectively leading large delegations to visit Houston, exploring ways to further promote China-Houston co-operation on energy development and medical services. Welcome, Vice Chairman Hu and Mayor Zheng. Your presence really makes this reception so special.

　　今晚，我还要特别感谢乔治·布什前总统、吉米·卡特前总统和佩里州长。我刚刚收到他们专门就中国国庆发来贺信，向中国政府和人民表示节日祝福。布什前总统还派代表来参加今晚的招待会。

I also want to extend my special appreciations to President George H.W. Bush and President Jimmy Carter for their congratulation. I just received their letter and festival greetings, carrying best wishes to China and Chinese people for this happy occasion. President Bush also send his representative, Laura Pears. Thanks for coming, Laura. My thanks to Governor Perry, he sent me a very warm letter of congratulations to China and Chinese people.

　　女士们，先生们，

Ladies and Gentlemen,

　　1949年中华人民共和国刚刚成立时，百废待兴，人均GDP只有100多元人民币。经过63年的建设，尤其是改革开放30多年来的快速发展，中国发生了历史性的巨变，综合国力显著增强，人民生活水平不断提高。今天的中国，已成为世界第二大经济体；现在中国人一天创造的财富，相当于1952年全年总和的近两倍；2亿多人摆脱贫困，走向小康。

When the New China was founded in 1949, it was in a state of poverty. After 63 years of development, especially over past 34 years of reform and opening-up, China has indeed made significant progress, with people’s living standard greatly improved and its comprehensive national strength remarkably enhanced. China today stands as the second largest economy in the world. Today, the wealth created in China in a single day is nearly twice the annual GDP created in the whole year of 1952. More than 200 million people are lifted out of poverty, and more and more people are joining the middle class.

　　今天的中国在国际舞台上发挥着越来越重要的作用。中国坚持走和平发展道路，坚持独立自主的和平外交方针，在国际事务中主持正义，是维护世界和平稳定和发展的重要力量。事实证明，中国的发展给世界带来巨大机遇。近六年来，中国经济对世界经济增长的贡献率一直保持在20%以上。在“十二五”期间，中国进口规模累计将超过8万亿美元，对外投资将超过5000亿美元。

China is playing an increasingly important role on the world stage. Firmly committed to the path of peaceful development, China adheres to the independent foreign policy of peace, upholding justice in international affairs and maintaining peace and stability of the world. Facts have proven that China’s development brings opportunities to the world. During each of the past 6 years, China contributed to more than 20% of the world economic growth. During the 12th Five-Year Plan period, China will import more than 8 trillion USD of goods and will directly invest more than 500 billion USD in other countries.

　　今年以来，尽管中国经济面临较大压力，但我们坚持以扩大内需为基础，大力调整经济结构，实现了经济平稳较快发展。上半年，中国GDP增长7.8%。预计下阶段中国经济将进一步趋稳，继续成为世界经济增长的重要引擎。

This year, global economic slowdown has put a lot of pressure on China’s economic development. But China has kept a relatively fast and stable growth by stimulating domestic demand and re-adjusting its economic structure. 7.8% growth of GDP was achieved in the first half of this year. It is estimated that China’s economy will be further stabilized and continue to be an important powerhouse for global economic growth.

　　我们对过去的成就感到骄傲，同时也清醒地认识到中国仍然是一个发展中国家，人口多、底子薄、发展不平衡，经济总量虽然增加了，但质量还有待进一步提升。中国的人均GDP在全球排在第89位，只有5400多美元，仅相当于美国的十分之一左右。中国实现现代化任重道远。发展是中国的第一要务。中国将继续坚持互利共赢的开放战略，与各国共享发展机遇，促进实现共同繁荣。

While feeling proud of our great achievements, we remain soberly aware that China is still a developing country. We have a large population, a weak economic foundation and an unbalanced development. The overall volume of our economy has greatly increased, but the quality of development needs further improvement. China still ranks 89th in the world, with the per capita GDP of 5,400 USD, which is only one-tenth of that of the U.S. There is still a long way to go for China to achieve modernization. Development remains top priority for China. China will continue to follow the opening-up strategy that highlights mutual benefit and win-win cooperation, as we believe that the common prosperity of the world could only be realized by sharing opportunities of development with all countries.
