主席女士，

各位同事，

女士们、先生们：

Madam Chair, Dear Colleagues,

Ladies and Gentlemen,

首先，我谨代表中国政府热烈祝贺不结盟运动第16次首脑会议的召开。中方感谢伊朗政府为本次会议所作的周到安排，高度赞赏埃及在担任上届不结盟运动主席国期间所作的贡献。

Let me begin by extending, on behalf of the Chinese government, warm congratulations on the opening of the 16th Summit of the Non-Aligned Movement (NAM). China appreciates the thoughtful arrangements of the Iranian government as the host and the contribution of Egypt as the outgoing Chair of NAM.

不结盟运动已经走过了50余年的风雨历程，随着时代的发展不断丰富自身的内涵，获得更加强大的生命力。无论国际形势如何变幻，不结盟运动始终是广大发展中国家联合自强的象征，始终是维护世界和平、促进共同发展的一支重要力量。

In the past 50 years and more, NAM has enriched itself and gained more vitality amidst the changes of the world. However the international situation may evolve, NAM will always stand as a symbol of the unity and strength of developing countries and a vital force for peace and development across the globe.

主席女士，

Madam Chair,

当今世界处于大发展大调整大变革时期，国际形势正在发生冷战结束以来最为深刻复杂的变化。和平、发展、合作成为时代潮流。要和平不要战争，要合作不要对抗，要进步不要倒退，已成为国际社会的共同愿望。但国际形势中各种不稳定、不确定因素增多，传统和非传统安全问题进一步交织，全球性挑战日益突出，国际和地区热点问题此起彼伏，西亚北非地区局势持续动荡，世界并不安宁。

Our world is experiencing major development, adjustment and transformation. The international situation is undergoing the most profound and complex changes since the end of the Cold War. Peace, development and cooperation has become the dominant trend. It is the common aspiration of the international community to have peace, cooperation and progress instead of war, confrontation and retrogression. On the other hand, the world is no tranquil place and confronts growing uncertainties and destabilizing factors. Traditional and non-traditional security issues have become more entwined. Global challenges are more prominent than ever. Regional and international hotspot issues keep flaring up, and turmoil in west Asia and north Africa persists.

国际形势的变化要求我们完善全球治理。一是加强联合国的作用。国际社会应共同维护联合国在国际事务中的领导和核心作用，坚持《联合国宪章》的宗旨和原则。二是加强平等合作。当前形势下，推进多边主义和国际关系民主化具有重要的现实意义。国家不分大小、贫富、强弱，都应作为国际社会平等的一员，参与应对全球性挑战的国际合作。三是重视发展中国家的关切。发展中国家的数量、人口占世界国家和人口的大多数，地区乃至世界的安全与稳定，离不开发展中国家的安全与稳定。发展中国家自身也需要紧密团结，发出一致的声音，维护公认的国际关系准则，维护共同利益。

These changes in the world call for better global governance. First, the role of the United Nations (UN) needs to be enhanced. The international community should uphold the leading and central role of the UN in world affairs as well as the purposes and principles of its Charter. Second, countries should work more closely as equals. Multilateralism and democracy in international relations should be further promoted. Countries, regardless of their size, wealth and strength, should work together as equal members of the international community to address global challenges. Third, the concerns of developing countries should be taken seriously. Developing countries are in the majority in terms of both number and population. They are central to regional and even global security and stability. To safeguard the recognized norms of international relations and our common interests, developing countries need to enhance unity and speak with one voice.

目前，西亚北非局势受到各方高度关注。中方主张国际社会共同努力，帮助地区国家尽快恢复稳定和发展。一是要坚持按《联合国宪章》宗旨和原则办事，尊重地区国家主权、独立和领土完整。二是要支持地区国家和人民自主探索符合本国国情的发展道路。三是推动通过包容、和平的政治对话解决分歧。四是加强综合治理，在推进政治进程的同时也要加大对经济社会发展的支持。

The situation in west Asia and north Africa is the subject of much attention right now. China calls on the international community to work as one to help the region return to stability and development as soon as possible. First, it is important to act in line with the purposes and principles of the UN Charter and respect the sovereignty, independence and territorial integrity of countries in the region. Second, it is important to support countries and people in the region in independently exploring development paths that suit their respective national conditions. Third, it is important to begin inclusive and peaceful political dialogue as the medium to resolve disputes. Fourth, it is important to take a multi-pronged approach and step up support for economic and social development while encouraging the political process.

中国坚定支持巴勒斯坦人民争取恢复民族合法权利的正义事业，一贯主张巴以双方在联合国有关决议、“土地换和平”原则、“阿拉伯和平倡议”、中东和平“路线图”计划等基础上，通过政治和外交途径解决争端，最终实现巴勒斯坦独立建国，巴以两国和平共处。

China firmly supports the just cause of the Palestinian people to restore their lawful rights. China calls on Palestine and Israel to resolve disputes through political and diplomatic means on the basis of relevant UN resolutions, the "land for peace" principle, the Arab Peace Initiative and the Middle East Roadmap so as to realize an independent Palestinian state and its peaceful coexistence with Israel.

同广大不结盟运动成员一样，我们对叙利亚局势日益恶化深感忧虑。中方反对并谴责一切形式的恐怖主义和任何针对无辜平民的暴力行径。我们认为，从根本上解决叙利亚问题，关键是坚持政治解决的大方向，当务之急是敦促叙利亚各方立即、全面停止暴力。国际社会在叙利亚问题上的行动，应恪守《联合国宪章》宗旨、原则和国际关系基本准则，有助于缓和叙利亚紧张局势，有助于推动政治对话、化解分歧，有助于维护中东地区和平与稳定。

Like many NAM members, we are deeply concerned about the ever worsening situation in Syria. China opposes and condemns terrorism in all its forms as well as violence against innocent civilians. We believe that a fundamental solution lies in seeking a political settlement and the priority now is to get all parties in Syria to immediately stop all violence. The action taken by the international community should conform to the purposes and principles of the UN Charter and basic norms governing international relations, and help to ease tension in Syria, promote political dialogue as the way to resolve disputes and maintain peace and stability in the Middle East.

中方在叙利亚问题上没有私利，一直秉持客观、公正立场。我们尊重叙利亚人民的自主选择，无意偏袒谁，也不刻意反对谁。我们一直以高度负责任的态度，积极劝和促谈，做叙利亚有关各方工作，始终坚定支持旨在推动政治解决叙利亚问题的斡旋努力。中方欢迎普拉希米先生出任联合国—阿盟叙利亚问题联合特别代表，希望普拉希米先生继续坚持叙利亚问题政治解决的大方向，敦促叙有关各方尽快停火止暴，落实安理会有关决议、安南特使六点建议和叙利亚问题“行动小组”外长会议公报等。中方愿同有关各方加强沟通协调，继续支持联合国为推动和平、公正、妥善解决叙利亚问题发挥重要作用。

China has no selfish interests on the Syrian issue and has maintained an objective and just position. We respect the choice of the Syrian people and do not protect or oppose anyone. We have acted with a strong sense of responsibility to promote dialogue, worked on the parties in Syria and firmly supported mediation efforts for a political solution. We welcome the appointment of Mr. Lakhdar Brahimi as the Joint Special Representative for Syria and hope he will stick to the direction of political settlement. We urge all parties in Syria to cease fire and violence as quickly as possible, and implement the relevant Security Council resolutions, the six-point plan of former special envoy Kofi Annan and the communiqué of the Foreign Ministers' Meeting of the Action Group for Syria. We will enhance communication and coordination with the relevant parties and continue to support the UN's important role in seeking a peaceful, just and proper solution of the Syrian issue.

中国和阿拉伯国家有着上千年的交往史，尊重伊斯兰文明、支持阿拉伯的正义事业，是我们的一贯立场。我们愿与广大阿拉伯国家及不结盟运动一道，为推动叙利亚问题的和平、公正和妥善解决继续努力。

China and Arab nations have a history of more than 1,000 years of exchanges. China has always respected the Islamic civilization and supported the just cause of the Arab world. We will work with Arab countries and all NAM members for the peaceful, just and proper settlement of the Syrian issue.
