尊敬的尼泊尔世界事务委员会主席塔帕先生，

女士们，先生们，朋友们：

Respectable Mr. Tika Jung Thapa, President of Nepal Council of World Affairs,

Ladies and gentlemen, dear friends,

　　下午好！很荣幸应邀来到尼泊尔世界事务委员会，同各位专家学者和友好人士就“尼中关系”进行交流，分享看法。

Good afternoon. I feel very honored to be invited to Nepal Council of World Affairs to interact with all the experts, scholars and friends here, to share my views on “Recent Trends of Nepal-China Relations: Future Perspective”.

　　中尼是山水相连的友好邻邦，有着长达1400多公里的边境线，文化、宗教、贸易等领域的交往历史悠久。建交57年来，无论国际国内形势发生什么样的变化，中尼关系始终保持健康稳定发展，可谓是国家关系的典范。当我们回顾和展望中尼友好合作关系的时候，我想到三个词，即互信、互利、互动。这即是中尼关系长期健康顺利发展的基础，也是今后提升两国全面合作伙伴关系的动力。

China and Nepal are friendly neighbors linked by mountains and rivers. We share a common border of over 1400 kilometers and have historical ties in culture, trade and religion. Since China and Nepal established the diplomatic relations 57 years ago, no matter how the international and domestic situations change, our bilateral relations have always maintained healthy and steady growth, and become the model of relations between nations. When I look back and forward China-Nepal friendly cooperative relations, it always occur to me three phrases. That is mutual trust, mutual benefit and mutual interaction. This is not only the foundation for the long-term healthy and smooth development of China-Nepal relations, but also the power to elevate the Comprehensive Partnership for Cooperation between our two nations in the future.

　　第一是政治互信。中尼双方一直立足于共同战略利益，致力光大传统友谊，不断扩大中尼政党、政府和社会各界等多层面交往，增进政治和战略互信。中方始终尊重尼泊尔的独立、主权和领土完整，尊重尼泊尔人民自主选择的发展道路。尼历届政府坚定奉行一个中国政策，在涉藏等关系中国核心利益的问题上理解和支持中方的关切和立场，决不允许任何势力利用尼领土从事反华活动。不断巩固和发展中尼全面合作伙伴关系已成为两国坚定不移的战略方针，符合中尼两国和两国人民的根本利益。

The first is the political mutual trust. Both sides are always based on the common strategic benefits, and committed to flourish the traditional friendship, continuously expanding the multi level exchanges among political parties, governments and social communities, to promote the political and strategic mutual trust. China always respects Nepal’s independence, sovereignty and territorial integrity, respects Nepali people’s own choose of developing path. Nepal’s successive governments stick to One China Policy, understand and support China’s concerns and position on Tibet-related issues and other issues relating Chinese core benefit , never allow any force to conduct anti-China activities on Nepal’s territory. Continuously consolidating and developing China-Nepal Comprehensive Partnership for Cooperation has been our two nations’ constant strategic policy and is for the interest of our two peoples.

　　中国坚定不移地走和平发展道路，这条道路始于周边，贯穿周边，惠及周边。中国坚定不移地奉行“与邻为善、以邻为伴”的睦邻友好政策，致力于同周边国家一道，构建和平安全、合作共赢、共同繁荣的和谐地区。邻望邻好，中国的发展依托于周边国家，也为周边国家发展注入强大动力。

China unswervingly pursues a path of peaceful development. This path begins from our neighboring countries, goes through the neighboring countries and is benefit to them. China sticks to the policy of building good-neighborly relationships and partnerships with our neighbors and is committed to build a harmonious region featuring peace, safety, win-win cooperation and common prosperous with our neighbors. With the good will to the neighbors, China’s development is relied on the neighboring countries, an also infuses strong power into the development of neighbors.

　　当前，世界局势正发生复杂深刻变化，尼泊尔也处于政治和社会转型期，但中尼友好合作关系发展势头并未受到影响。这是因为两国关系具有坚实的政治、社会和民意基础。中尼两国地缘相通，人文相亲，经济互补，开展交往与合作具有明显的条件，蕴藏巨大的潜力。

At the present, the international situation is undergoing complicated and profound changes while Nepal is in the course of political and social transition. However, China-Nepal friendly cooperative relations have not been affected. This is because China-Nepal relations have solid political, social and civil foundation. China and Nepal are linked with each other by geography, close to each other by culture, and complementary to each other by economy. The exchanges and cooperation between China and Nepal have favorable conditions and big potentials.

　　我高兴地看到，中尼关系发展出现了非常强劲的势头，高层交往不断发展，各领域交流与合作不断深化。中方将继续推动两国高层交往，加强政府和政党交流，不断加强政治和战略互信，推动防务交流和执法安全合作，不断提升和拓展两国全面合作伙伴关系。

I am happy to see that the development of China-Nepal relations has a very strong trend, with the frequent high level visits, and the deepened exchanges and cooperation in various fields. The Chinese side will continue to push forward the high lever visits between the two countries, and strengthen the exchanges between governments and political parties, continuously strengthen the political and strategic mutual trust, push forward defense exchanges and law enforce cooperation, continuously promote and expand China-Nepal Comprehensive Partnership for Cooperation.
