Secretary-General’s Message on International Day of Older Persons<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /> 国际老年人日致辞 1 October, 2012 2012年10月1日 Rapid population ageing and a steady increase in human longevity worldwide represent one of the greatest social, economic and political transformations of our time. These demographic changes will affect every community, family and person. They demand that we rethink how individuals live, work, plan and learn throughout their lifetimes, and that we re-invent how societies manage themselves. 我们这个时代最伟大的社会、经济和政治转变之一是人口快速老龄化,世界各地人类寿命稳步增加。人口结构的这些变化将影响每个社区、每个家庭和每个人,迫使我们重新思考每个人一生应该如何生活、工作、规划和学习,迫使我们改造社会自我管理模式。 As we embark on shaping the post-2015 United Nations development agenda, we must envision a new paradigm that aligns demographic ageing with economic and social growth and protects the human rights of older persons. We are all — individually and collectively — responsible for the inclusion of older persons in society, whether through developing accessible transportation and communities, ensuring the availability of age-appropriate health care and social services, or providing an adequate social protection floor. 在我们开始确定2015年之后的联合国发展议程之际,我们必须设想新的模式,使人口老龄化与经济社会发展相结合,保护老年人的人权。我们所有人都有将老年人纳入社会的个人和集体责任,途径包括开发无障碍交通运输工具和社区,确保提供适合各年龄层的保健和社会服务,规定适当的社会保护底线。 This year marks the 10th anniversary of the adoption of the Madrid International Plan of Action on Ageing. As the proportion of older persons in society grows, the bold vision it put forward — of building a society for all ages — is more relevant than ever. 今年是《马德里老龄问题国际行动计划》通过十周年。随着老年人在社会中的比例不断增长,《行动计划》提出的大胆设想——建设不分年龄人人共享的社会——越来越重要。 Longevity is a public health achievement, not a social or economic liability. On this International Day of Older Persons, let us pledge to ensure the well-being of older persons and to enlist their meaningful participation in society so we can all benefit from their knowledge and ability. 长寿是公共卫生领域取得的成就,不是社会或经济负担。值此国际老年人日,让我们共同宣誓,我们将确保老年人福祉,争取他们有意义地参与社会,让所有人都能从他们的知识和能力中受益。 |
