Statement by H.E. Mr. Ma Zhaoxu, Assistant Minister of Foreign Affairs of the People’s Republic of China, at the 36th Annual Meeting of Ministers for Foreign Affairs of the Group of 77

主席先生，

女士们，先生们，

Mr. Chairman,

Ladies and gentlemen,

　　很高兴出席77国集团第36届外长年会。过去一年中，“77国集团和中国”为维护广大发展中国家的共同利益、推进南南合作做了大量卓有成效的工作。在此，我要特别感谢77国集团主席阿尔及利亚所作的重要贡献，同时祝贺斐济当选77国集团2013年度主席。

It gives me great pleasure to attend the 36th annual ministerial meeting of the Group of 77. Over the past year, the G77 and China has worked effectively in safeguarding the common interests of developing countries and advancing South-South cooperation. Here, I’d like to pay special tribute to Algeria for its important contribution as the chair of G77, and congratulate Fiji on its assumption of the Chairmanship for 2013.

Mr. Chairman,

　　当前，世界多极化、经济全球化深入发展，和平、发展、合作仍然是时代主流。广大发展中国家发展势头不断增强，一批发展中国家快速崛起，成为国际舞台上重要的新兴力量。在气候变化、粮食与能源安全、恐怖主义等全球性挑战面前，各国利益关系更加紧密，加强国际合作、实现可持续发展的政治意愿进一步增强。

In the current multi-polar world with deep going economic globalization, peace, development and cooperation remain the trend of the times. Development in many developing countries is picking up speed. A group of fast-growing developing countries have become important new force on the world stage. Faced by such global challenges as climate change, food and energy security and terrorism, countries have found their interests more closely linked and therefore are showing greater political will to enhance international cooperation to achieve sustainable development.

　　同时，国际形势中不稳定不确定因素增多，国际金融危机的影响仍未消除，国际和地区热点此起彼伏，不公正不合理的国际政治经济秩序依然影响和制约着世界和平与发展。国际发展资源严重不足，官方发展援助下降，发展合作机制缺乏协调，发展中国家的发展环境进一步恶化。发展中国家推动发展、摆脱贫困、改善民生的任务仍然紧迫而艰巨，2015年如期实现千年发展目标困难重重。

At the same time, we have also seen growing uncertainties in the international situation. The consequences of the world financial crisis linger on; international and regional hot spots keep propping up; and the unjust and irrational international political and economic order continues to affect and constrain world peace and development. International development efforts are severely underfunded; ODA keeps dropping; and there is a lack of coordination among development cooperation mechanisms; the environment for development for many developing countries further deteriorates. Confronted with the urgent and difficult tasks of promoting development, eradicating poverty and improving people’s livelihood, the developing countries find it very difficult to obtain the MDGs by 2015.

　　在此背景下，77国集团需要进一步加强团结与协调，大力推进南南合作，维护和拓展发展中国家的权益。为此，我建议在以下领域努力开展工作：

Against such a backdrop, it is all the more important for the Group of 77 to enhance solidarity and coordination and to advance South-South cooperation in safeguarding and advancing the rights and interests of developing countries. In this connection, I would like to propose the following:

　　一是共同维护世界的和平与稳定。发展中国家占世界国家和人口的大多数。地区乃至世界的安全与稳定，离不开发展中国家的安全与稳定。国际社会应恪守《联合国宪章》宗旨和原则，尊重地区国家主权、独立和领土完整，支持地区国家和人民自主探索符合本国国情的发展道路，推动通过包容、和平的政治对话解决分歧。各国应坚定不移奉行以联合国为核心的多边主义，推进国际关系民主化，为实现和平、稳定、繁荣创造良好的国际环境。

First, we must work together to maintain world peace and security. The developing countries constitute the majority of the world in terms of both the number of countries and the size of population. Regional and global peace and stability will not be possible without peace and stability of the developing world. The international community should strictly abide by the purposes and principles of the UN Charter, respect the sovereignty, independence and territorial integrity of countries of all regions, support countries and peoples of all regions in exploring their own paths towards development based on their specific conditions, and promote the settlement of differences through inclusive and peaceful political dialogue. All countries should steadfastly pursue multilateralism with the UN at the center, so as to promote the democratization of international relations and create an enabling international environment for peace, stability and prosperity.

　　二是争取有利的国际经济环境。我们应进一步推进全球经济治理改革，加强联合国特别是联大在全球经济治理中的作用，促进构建更加公正合理的国际经济秩序。我们应继续推动国际货币金融体系向更加公平、公正、包容、有序的方向改革，增加发展中国家的代表性和发言权。我们应推动建立均衡、普惠、共赢的多边贸易体制，坚决反对和共同抵制各种形式的保护主义，推动多哈回合谈判早日取得全面均衡成果，实现发展回合目标。

Secondly, we must coordinate our efforts to create a favorable international economic environment. We should work more vigorously for the reform of the global economic governance and strengthen the role of the UN, especially the General Assembly, in the global economic governance with a view to building a fairer and more reasonable international economic order. We should continue to push for the reform of the international monetary and financial system towards greater fairness, justice, inclusiveness and order, and increase the representation and voice of the developing countries. We should promote the establishment of a balanced multilateral trade system that works for all and facilitates win-win results, and firmly oppose and resist all forms of protectionism. In this connection, we should strive for a comprehensive and balanced outcome of the Doha Round with a view to achieving the goal of the development round.

　　三是引导国际发展合作议程。国际社会帮助发展中国家实现千年发展目标的努力不能松懈。发达国家应积极兑现在资金援助、技术转让和能力建设等方面的承诺，集中力量帮助发展中国家尤其是最不发达国家发展和脱贫。与此同时，我们要主动引导2015年后的发展议程。制定2015年后的发展议程涉及全球范围的长期发展战略规划，应在全面评估国际发展合作现状，总结各方发展经验和教训的基础上慎重推进。应以千年发展目标为基础，以实现发展、消除贫困为核心目标，在联合国框架下，开展公开、透明、民主的政府间磋商进程，由成员国发挥主导作用，应加强全球发展伙伴关系，同时发挥民间社会、私营部门等各方的积极作用。

Thirdly, we must become a united and powerful force in setting the agenda of international cooperation for development. The international community must not slacken its efforts to help the developing countries achieve the MDGs. Developed countries should effectively honor their commitments in financial assistance, technological transfer and capacity-building and make concerted efforts to help developing countries, LDCs in particular, to achieve development and poverty eradication. At the same time, we must take initiative in setting the post-2015 development agenda. This agenda bears on long-term strategic planning for global development, so the work of setting such an agenda should proceed cautiously on the basis of a comprehensive assessment of the current state of affairs of international cooperation for development and a summary of the experience and lessons learned. The agenda should be based on the MDGs with poverty eradication as its core objectives; the discussions should take place within the framework of the UN in an open, transparent and democratic inter-governmental consultative process led and driven by member states; global partnership for development should be strengthened and actors such as civil society and the private sector should be actively involved.

　　四是坚定不移地走可持续发展之路。今年6月，联合国可持续发展大会在巴西里约热内卢成功举行。“77国集团和中国”通力协作，全力维护发展中国家利益，推动大会通过内容全面、基调积极、总体平衡的成果文件，重申“共同但有区别的责任”原则，发起制定可持续发展目标进程，为重振可持续发展国际合作发出了积极、明确、有力的信号，为全球可持续发展进程注入新的活力。下一步，我们应继续密切合作，积极参与大会各项后续进程，推动国际社会巩固好、维护好、落实好可持续发展大会积极成果，引导全球可持续发展事业朝着有利于发展中国家的方向发展。

Fourthly, we must steadfastly pursue the course of sustainable development. In June, the UN Conference on Sustainable Development was successfully held in Rio de Janeiro of Brazil. Through full cooperation and coordination aimed at safeguarding the interests of the developing countries, the G77 and China worked energetically for the Conference to adopt a comprehensive, positive and balanced outcome document. The Conference reaffirmed the principle of “common but differentiated responsibilities” and initiated a process for setting Sustainable Development Goals, thus sending out a positive, clear and strong signal for reinvigorating international cooperation and putting new impetus to global sustainable development. Going forward, we should maintain our close cooperation and actively take part in the follow-up processes so as to effectively consolidate, maintain and implement the outcome of the Conference and guide the undertaking of sustainable development in a direction favorable to the developing countries.

　　中国是77国集团的真诚伙伴，我们十分珍视“77国集团和中国”这一合作机制，将积极支持本届和下届主席的工作，与其他发展中国家深化传统友谊，扩大互利合作，维护共同利益，努力扩大发展中国家在国际事务中的发言权，推动国际秩序朝着更加公正合理的方向发展，为建设持久和平、共同繁荣的和谐世界而不懈努力。

China highly values the cooperation mechanism of the G77 and China. We will actively support the work of the incumbent and in-coming Chairs, deepen our traditional friendship and expand mutually beneficial cooperation with other developing countries and work to safeguard our common interests. We will make every effort to increase the voice of developing countries in international affairs, push for a more just and rational international order, and work tirelessly towards a harmonious world of lasting peace and common prosperity.
