　　今天，美丽的银川宾朋云集。此次宁夏国际投资贸易洽谈会和中阿经贸论坛，迎来了来自阿拉伯国家、其他新兴市场与发展中国家、发达国家的众多嘉宾。这反映了人们开放寻机遇、合作促发展的共同愿望。在此，我代表中国政府对洽谈会和论坛的召开表示热烈祝贺！向远道而来的各位朋友表示诚挚欢迎！

Today, the beautiful city of Yinchuan is graced by a galaxy of guests and friends. This year’s China (Ningxia) International Investment and Trade Fair and China-Arab States Economic and Trade Forum has brought together so many distinguished guests from Arab countries, other emerging markets and developing countries, and developed countries. This testifies to people’s shared wish to seek opportunities through opening up and promote development through cooperation. Hereby, let me extend, on behalf of the Chinese government, warm congratulations on the opening of the fair and forum and sincere welcome to all the friends from afar.

　　当前，国际金融危机尚未结束，世界经济复苏过程艰难而曲折，经济仍存在下行压力，任何国家都难以置身其外。我们看到，在应对挑战中，世界各国普遍加快了调整创新步伐。发达国家有很强的科技、人才和资金优势，经济基础雄厚，正在寻求探索振兴自身经济的有效途径。与此同时，发展中国家则进一步发挥后发优势、挖掘自身潜力，保持了经济较快增长的态势，在世界经济中的地位日益重要，成为全球经济的重要拉动力量。

The international financial crisis is not yet over, the recovery of the world economy is difficult and tortuous, and the downward pressure on the economy still exists. No country can stay immune to it. We have noted that, countries across the globe have moved faster to adjust and innovate in their response to the crisis. Developed countries, with solid strength in science and technology, human and financial resources, and economic foundation, are searching for an effective way to revitalize their economies. Developing countries, by further harnessing their strengths as a late comer and tapping into their own potentials, have maintained relatively fast economic growth, acquired greater importance in the world economy and become an important driving force for the global economy.

　　新兴市场与发展中国家经济的提升，得益于自身的底蕴发挥和探索创新，得益于经济全球化与贸易自由化，也得益于不断扩大的相互开放、真诚合作。这些国家大多拥有悠久的历史，自古就有交流合作的传统。长期以来，发展中国家为民族独立和联合自强做出了不懈努力，对促进彼此团结与发展、推动南南合作、深化南北合作发挥了积极作用。近些年，新兴市场国家、发展中国家之间的合作方兴未艾，相互贸易与投资快速增长，中国-东盟、阿拉伯自贸区、中部非洲经济共同体、太平洋岛国论坛等区域合作框架下的协调互动明显加快，金砖国家对话交流日益密切。新兴市场与发展中国家内部的合作，基于相互尊重与平等互利的原则，基于各自经济增长的内在需求和巨大潜力，基于彼此市场多元化的客观驱动。这种合作具有很强的时代性、成长性和可持续性。

Economic progress of emerging markets and developing countries is attributable to their efforts to make full use of their resources and strengths, and to explore and innovate. It is also attributable to the economic globalization and trade liberalization, as well as the ever expanding opening up and sincere cooperation. Most of these countries have long histories and time-honored tradition of exchange and cooperation. Over the years, developing countries have worked relentlessly for national independence, sought strength through unity and played an active role in promoting solidarity and development, advancing South-South cooperation and deepening North-South cooperation. In recent years, cooperation among emerging markets and developing countries has been blossoming, and their mutual trade and investment have grown fast. Coordination and interaction have picked up speed under regional cooperation frameworks such as China-ASEAN cooperation, the Arab free trade area, the Economic Community of Central African States and the Pacific Islands Forum. Dialogue and exchanges among the BRICS countries are increasingly close. Cooperation among emerging markets and developing countries is based on mutual respect, equality and mutual benefit, underpinned by the inherent needs and huge potential of their economic growth and driven by their diversifying markets. Such cooperation echos the call of our time and promises sustainable growth.
