尊敬的拉米总干事，

各位部长，女士们，先生们：

Respective ministers, ladies and gentlemen:

　　大家早上好！首先我谨代表中国政府欢迎各位来到北京参加“最不发达国家加入世贸组织最佳实践圆桌会”。

Good morning, everyone! First of all, I’d like to, on behalf of the Chinese Government, welcome your attendance to Beijing 2012 Round Table on WTO Accession Best Practices for Least Developed Countries.

　　最不发达国家是国际社会大家庭的重要成员，中国政府一贯高度重视最不发达国家的发展问题。我们切实兑现对联合国《千年宣言》的承诺，响应《蒙特雷共识》，不断加大对最不发达国家的贸易支持力度，帮助这些国家融入多边贸易体制，发展生产能力，增强出口竞争能力，实现经济多元化和可持续发展。 自 2008 年以来，中国已连续三年成为最不发达国家第一大出口市场，吸收了最不发达国家约 23% 的出口， 2000-2010 年中国自最不发达国家进口的年增幅为 24% ，远远高于同期发达成员的增幅。 2011 年 11 月，中国宣布给予最不发达国家 97% 税目的产品零关税待遇，切实履行了《香港部长宣言》承诺，为推动多哈回合“双免”议题的谈判作出了自己的贡献。

The least developed countries are important members of the international community, and the Chinese Government has always highly valued the development problems faced by them. We have earnestly fulfilled the commitments to the UN’s Millennium Declaration, responded to Monterrey Consensus, constantly increased our aids to trade of the least developed countries and assisted these countries in integrating into multilateral trading system, developing productivity and improving the competitiveness of exports, so as to attain diversified economy and sustainable development. China has since 2008 become the largest export market of the least developed countries for three consecutive years by absorbing 23% of the exports from them. The annual growth of China’s imports from the least developed countries in 2000-2010 was 24%, far higher than that of developed member countries in the same period. In November 2011, China declared zero tariff on 97% of tax items of the least developed countries, sincerely fulfilling the commitments of Hong Kong Ministerial Declaration and contributing to the negotiation on “double exemption” (exemption of tariff and quota) of Doha Round.

　　有效参与以世贸组织为代表的多边贸易体制，是最不发达国家融入经济全球化、并从中获益、摆脱贫困的重要道路和必要保障。加入世贸组织是一个充满艰辛的过程，需要投入大量的人力、物力和财力，而对于资源贫乏、基础薄弱的最不发达国家，面临的挑战则更为艰巨。对于已经加入世贸组织的最不发达国家，也同样因为自身发展水平的限制而无法充分享受多边贸易体制带来的惠益。中国作为发展中国家，历时15年才加入世贸组织，我们对加入进程的复杂性和艰巨性深有感触。也正因为如此，中国已经并将继续努力帮助最不发达国家尽早加入世贸组织。

Effective participation in multilateral trading system represented by WTO is an important way and necessary guarantee for the least developed countries to integrate into economic globalization and benefit from it and get rid of poverty. Admission to WTO is a painstaking progress entailing substantial investment of human, material and financial resources. Moreover, the least developed countries with scarce resources and poor foundation are faced with grimmer challenges. The least developed countries having entered WTO cannot fully benefit from multilateral trading system because of the restrictions by their own development level. China, a developing country, takes 15 years to enter WTO and thus is deeply aware of the complexity and arduousness of WTO accession. And just because of this, China has made and will continue to make efforts to help the least developed countries in joining WTO at an earlier date.

　　第一，中方将继续向世贸组织“促贸援助倡议”提供捐款，加强与世贸组织秘书处合作，办好“最不发达国家及加入世贸组织中国项目”。我们希望通过举办最不发达国家加入研讨会、资助来自最不发达国家的学生到世贸组织秘书处实习等多种形式，帮助最不发达国家了解加入进程，熟悉世贸组织规则和运作程序。

First, China will continue to donate money to WTO’s “Aid for Trade”, enhance the cooperation with WTO’s Secretariat and do a good job in implementing China Project of WTO Accession for Least Developed Countries. We hope we can help the least developed countries understand the accession procedures and get familiar with WTO’s rules and operating procedures through holding seminars on accession of the least developed countries and funding the students who come from the least developed countries to work as trainees in WTO’s Secretariat.

　　第二，我们将继续积极推动简化最不发达国家加入的程序。在过去的10年里，仅有5个最不发达国家加入世贸组织。为此，我们与其他成员一道，积极推动在世贸组织第八届部长级会议上，就进一步简化最不发达国家加入程序问题启动谈判，并在谈判中对最不发达国家在市场准入承诺标准、特殊和差别待遇、技术援助等方面的诉求给予积极呼应。

Second, we will continue to actively promote the simplification of accession of the least developed countries. In the past 10 years, only five of the least developed countries joined WTO. So we intend to, together with other member countries, actively contribute to the negotiation on further simplifying the procedures of WTO accession for the least developed countries at the 8th Ministerial Meeting of WTO; and to actively respond the demands from the least developed countries on commitments regarding market access standards, special and differential treatments.

　　第三，中国是唯一一个承诺在加入谈判时，不向最不发达国家提出市场准入要求的世贸组织成员。我们还通过双边会谈、研讨会等方式，与最不发达国家分享加入经验，为其加入工作提供建议。目前，中国驻世贸组织大使易小准先生是老挝加入工作组主席，他正在为推动老挝早日加入世贸组织而积极工作。今天，老挝和另一个最不发达国家优先加入方也门的部长都在座，我们真诚希望在大家的共同努力下，这两个最不发达国家能够早日加入世贸组织。

Third, China is the only WTO member country which promises not to propose market access requirement for the least developed countries during the negotiation. What’s more, we also share the experience of accession with the least developed countries and provide suggestions on accession for them through bilateral negotiation and seminar. Currently, Mr. Yi Xiaozhun, China’s ambassador in WTO and president of Laos Accession Project, is actively assisting Laos in joining WTO as soon as possible. Today, ministers from Laos and Yemen, another country having the priority to join WTO, are both present. We sincerely hope that these two countries with the least development level could enter WTO at an earlier date under the help of our concerted efforts.

Ladies and gentlemen,

　　中方始终认为，更多的最不发达国家尽快加入世贸组织能够进一步增强世贸组织的代表性和普遍性，巩固和加强多边贸易体制，这是一个多赢的结果。中国有句俗语，叫做“众人拾柴火焰高”。本着这样的精神，我们呼吁世贸组织成员共同努力，力争在今年7月前就简化最不发达国家现行加入程序达成协议，为最不发达国家加入提供制度上的便利和保障，使更多最不发达国家进入世贸组织，共同促进多边贸易体制实现更好的发展。

China consistently holds that the more the least developed countries enter WTO at an earlier date, the further the representativeness and universality of WTO will be enhanced. Consolidating and enhancing multilateral trading system will bring win-win outcomes. As the Chinese saying goes, “The fire burns high when everybody adds wood to it”. Under such spirit, we hope WTO member countries try to reach an agreement on simplifying the accession procedures of the least developed countries by July this year, so as to provide institutional convenience and guarantee for accession of the least developed countries, include more countries with the least development level into WTO and jointly promote the realization of better development of multilateral trading system.
