Statement by H. E. Ambassador Wu Haitao on Revitalization of the CD

主席先生，

Mr. President,

　　这是我在您任内首次发言，首先，我祝贺您担任裁谈会主席，相信您的丰富经验和才干，一定能够为2012年裁谈会工作划上圆满的句号。中国代表团将充分支持您的工作。

Since this is the first time I am taking the floor under your Presidency, please first allow me to congratulate you on your assumption of the Presidency. I believe that with your rich diplomatic experience and capability, you will surely guide the work of Conference on Disarmament (CD) in the 2012 session to a satisfactory conclusion. The Chinese delegation will fully support your work to this end.

Mr. President,

　　今年，我们已经就“重振裁谈会”问题举行了两轮全会讨论。从讨论情况来看，一些同事对裁谈会僵局感到失望，但多数成员国仍认同和支持裁谈会作为唯一多边裁军谈判机构的地位和权威，强调协商一致原则的重要性，认为应进一步凝聚共识，推动裁谈会启动实质性工作。对此，中方有以下看法：

We’ve already held two rounds of plenary discussions on the issue of “Revitalization of the CD” this year. The discussions have shown that while some colleagues are disappointed with the deadlock at the CD, most member States still recognize and support its status and authority as the single multilateral disarmament negotiating forum. They have stressed the importance of the consensus principle and believed that the consensus should be further pursued to help the CD to start substantive work. China has the following views on this issue:

　　首先，裁谈会是最适当的多边裁军谈判场所。裁谈会及其前身历史上曾达成《不扩散核武器条约》、《禁止化学武器公约》和《全面禁止核试验条约》等诸多构成多边军控、裁军与防扩散体系的支柱性条约。裁谈会拥有最具代表性和广泛性的成员国，拥有充分维护成员国利益的议事规则，拥有丰富的谈判经验和专业的谈判队伍，其他机制无法与其比肩，因此裁谈会唯一多边裁军谈判机构地位不可替代。

Firstly, the CD is the most appropriate forum for multilateral disarmament negotiations. The Conference and its predecessors successfully concluded treaties such as NPT, CWC and CTBT, which are still pillars of the multilateral arms control, disarmament and non-proliferation regimes. The CD has the broadest and most representative membership, with the Rules of Procedure which could fully protect the interests of the member States, along with rich experiences and expertise on negotiations. Such strength can hardly be matched by any other body in this field. In fact, the Conference remains as a body with an irreplaceable status as the single multilateral disarmament negotiating forum.

　　其次，抛弃裁谈会并非解决问题的正确途径。各方在去年联大一委就裁谈会工作、“禁产条约”谈判以及多边裁军机制等问题展开激烈辩论。中方在裁谈会问题上的立场是明确的，我们始终支持和维护裁谈会作为唯一多边裁军谈判机构的权威地位，支持裁谈会协商一致的议事规则，支持裁谈会在全面平衡工作计划基础上启动各项实质性工作。我们不赞成在裁谈会外另建机制，将裁谈会的一些核心议题包括“禁产条约”谈判移出裁谈会。这种另起炉灶的做法不能确保所有的主要国家参加谈判，无法实现条约在核裁军和防扩散方面的目标，也无益于整个国际军控和裁军进程的健康、有序发展。

Secondly, abandoning the CD is not the right way to solve its problems. We had heated debates on the issue of the work of the CD, the FMCT negotiation and the multilateral disarmament mechanisms at the First Committee during the last UNGA. China’s position on this issue is clear: we always support the CD’s authoritative role as the single multilateral disarmament negotiating forum. We also support its Rules of Procedure with the consensus principle at the core and we are in favour of starting its substantive work on the basis of a comprehensive and balanced Programme of Work. We don’t support establishing new mechanisms outside the CD to address its core agenda items, including the negotiation of FMCT. Such an approach may not attract all the main stakeholders to the negotiating table, and will not move us any closer to the treaty’s objectives of nuclear disarmament and non-proliferation. In short, it will not contribute to a healthy and orderly development of the overall international arms control and disarmament process.
