尊敬的尼泊尔工业联盟主席乔达里先生，

各位朋友：

大家好！很高兴应邀参加尼泊尔工业联盟举办的座谈会。

Good Afternoon! It’s my great pleasure to attend the meeting in Confederation of Nepalese Industries.

　　作为跨越喜马拉雅的邻邦，中尼友谊源远流长。两国始终平等相待，和睦相处，建立和发展了世代友好的全面合作伙伴关系。今年初，中国总理温家宝成功访尼，两国领导人就进一步加强双边关系达成广泛共识，两国关系提升至新的高度。中尼是好邻居、好兄弟、好伙伴、好朋友的理念，在两国人民心中日益加深。

China and Nepal have a long history of friendship as trans-Himalaya neighbors. The two countries advocate equal treatment and harmonious relationship all the time and have established China-Nepal Comprehensive Cooperative Partnership featuring ever-lasting friendship. Early this year, Chinese Premier Wen Jiaobao paid a successful visit to Nepal, during which the top leaders of two countries reached broad consensus of further enhancing bilateral relations, bringing our friendship to a new height. The concept that China and Nepal are good neighbors, good partners and good friends has been deeply rooted in the heart of both peoples.

　　尼位于中印两个新兴经济体之间，是连接中国通往南亚重要的陆路通道。不久前，中国外交部副部长傅莹访尼，巴特拉伊总理对她表示，尼应成为中印之间的桥梁。傅对此表示赞同，希双方进一步加强经贸合作，并表示中国和尼泊尔发展经贸关系并不是在尼与其他国家竞争。

Nepal, which is located between the two emerging economies of China and India, is an important potential trading route between China and South Asia. During the most recent visit of Chinese vice Foreign Minister Fu Ying, Prime Minister Baburam Bhattarai told her that Nepal should be the bridge between China and India. Madam Fu Ying totally agreed with that and hoped the two sides could further enhance trade and economic cooperation. She said China’s developing trade and economic relationship with Nepal doesn’t mean to compete with any third country.

　　近年来，中尼经贸合作一直稳步前行。目前，20多家企业在尼参与工程建设，双边贸易额约12亿美元。两国间已有两条公路连通，四条直达航线，去年往来人员超过13万人次。此外，自上世纪50年代以来，中国在力所能及的范围内向尼泊尔提供了大量无偿援助，建设了有助国计民生的20多个重要项目。今年初，温家宝总理访尼时，宣布将在未来三年内向尼提供7.5元亿元人民币的无偿援助。

For the recent years, the trade and economic cooperation between us has steadily moved forward. Now there are over 20 Chinese enterprises involving in the constructing projects of Nepal and the bilateral trade volume has reached as much as 1.2 billion US Dollars. There are two roads and four direct air lines connecting the two countries. Last year the number of exchange of people has exceeded 130 thousand. Since 1950s, China has grant assistance to Nepal within its capacity and over 20 projects relating to national economy and the people's livelihood have been completed. During Premier Wen Jiaobao’s visit this year, China announced 750 million RMB assistance to Nepal within 3 years.

　　能源合作是中尼经贸合作的重要方面。尼泊尔是一个水利资源极其丰富的国家，中国企业对投资尼水电项目充满期待。目前，中国企业参与了上塔马克西水电站、上崔树里3A水电站、西塞提水电站、上马相迪水电站等多个能源项目。其中，总装机容量456兆瓦的上塔马克西水电站，是尼迄今为止最大装机量的水电站，设计装机容量750兆瓦的西塞提水电站是目前尼设计装机量最大的水电站项目。我相信，通过建设这些水电项目，能有效缓解尼泊尔的电力短缺问题，为尼泊尔的经济发展注入活力。

Energy cooperation is an important aspect of trade and economic cooperation between China and Nepal. Nepal is rich in hydropower and Chinese enterprises are looking forward to investing in that sector. Now, Chinese enterprises has engaged in construction of many hydropower projects, such as Upper Tama-koshi Hydropower Project, Upper Trishuli 3A Hydroelectric Project, West-Seti Hydropower Project, Upper Marsyandi Hydroelectric Project. Among which, Upper Tama-koshi Hydropower project with installed capacity of 456 megawatts is the biggest hydropower project ever built in Nepal and West-Seti Hydropower Project with designed installed capacity of 750 megawatts is coming to be the biggest hydropower project. I believe, with construction of these hydropower projects, the pressing problem of lack of electricity power Nepal faces will be eased, thus injecting energy to the Nepal economy.

　　目前，由于尼正处于政治过渡期，双方开展各领域合作遇到一些问题，这也体现在能源合作方面。一些中国企业对赴尼投资采取了观望态度。但我相信这些都是前进中的困难，通过双方的友好协商、加强沟通都能够解决。双方政府也在积极努力，比如双方正在加快商签《双边投资保护和促进协定》。中方将继续鼓励有实力、信誉好的中国企业赴尼投资兴业，实现经济社会共同发展。

Nepal is in the course of political transition and some issues arise in the bilateral cooperation of all fields including energy cooperation. Some Chinese enterprises are hesitating to invest in Nepal. However, these problems lying in the way can be solved through amicable negotiations and enhanced communications. Both Governments are making joint efforts to solve these problems, such as speeding up the negotiation of BIPPA. China will continue to encourage qualified Chinese enterprises to participate in the economic construction and social development of Nepal.

　　中国奉行“以邻为善、以邻为伴”的周边外交方针，愿与尼泊尔巩固传统友谊、加强务实合作，共享发展机遇，共同应对挑战、扩大互利共赢，造福两国和两国人民。

China has always pursued the policy of friendship and partnership with neighboring countries and would like to join with Nepal to further consolidate the traditional friendship, enhance cooperation in practical terms, share the developing opportunities, jointly cope with challenges and enlarge mutual benefit and win-win result in order to promote the benefit of our two counties and the two peoples. I sincerely hope that friends of Confederation of Nepalese Industries will make more contributions to the development of China-Nepal economic and trade cooperation. And I wish to make joint efforts with you.
