尊敬的拉立特普尔县首席执行官沙希谢尔卡·施雷斯塔先生，

　　首先我谨对尼中工商会拉立特普尔分会的成立表示衷心的祝贺，非常高兴地看到尼中工商会组织规模不断扩大，社会影响不断上升，相信这将对中尼互利合作和尼社会经济发展产生积极影响。

Firstly, I would like to extend my warm congratulations to the inauguration of Lalitpur Chapter of Nepal-China Chamber of Commerce and Industry (NCCCI). I am very glad to see NCCCI is expanding its scale and social influence. I believe this will have much positive influence on the China-Nepal win-win cooperation and Nepal’s socioeconomic development.

　　各位朋友积极致力于中尼经济关系的发展，显示大家对中国经济前景仍然充满信心。今年以来，因受到国际经济下滑和欧债危机的影响，中国经济增速有所放缓，上半年GDP增速下降到7.8%，与前些年近10%和去年9.2%的速度相比，减幅不小。国际上也出现一种说法，认为中国经济可能脱轨，硬着陆将不可避免。对这个问题，我想谈点个人看法。

All the friends here are committed to the development of China-Nepal economic relations, which shows that you have full confidence on China’s future economic development. Since the beginning of this year, influenced by the global economic decline and European debt crisis, China's economic growth slows down. The GDP growth rate of China in the first half of this year slowed to 7.8%, much decreased from nearly 10% of recent years and 9.2% of last year. There also appears a saying in the world that China’s economy may be derailed and the hard landing is inevitable. Regarding this issue, I would like to share my personal views with you.

　　第一、中国GDP增长减速，明显受到国际经济发展大趋势的影响，但不可否认的是中国经济总体仍呈现缓中趋稳的态势。一些重要经济指标仍属健康范围，增速仍是世界经济的拉动力和亮点。

First, the slowdown of China’s GDP growth is obviously influenced by the massive development trend of international economy. However, it cannot be denied that the growth of Chinese economy is still in a steady trend despite the slowdown. Some important economic indexes are within the healthy scope and the increase of Chinese economy is still the pulling power and highlight of the world economy.

　　第二、经济适当减速与中国政府加强宏观调控相关。过去30多年中国经济年均增长近10%，创造了世界奇迹，但也付出了相当代价，一些结构性问题与矛盾不断显现，比如经济增长对出口依赖过多、资源利用效率不高、科技创新能力不足等等。现在中国经济这辆高速列车需要在奔跑中适时换档和调整，更多关注经济发展方式的转变、经济结构的调整、经济发展质量和效益的提高、人民生活水平的改善等问题。因此，中国经济增长放缓既有国际经济大环境的因素，也是中国政府主动调控的结果，符合我们的预期。

Second, the proper decelerate of China’s economic growth is related to the Chinese government’s strengthen of macroeconomic control. China has created a miracle in the world by reaching an average annual GDP growth rate close to 10% over the past 30 years, but also paid considerable price. Some structural problems and contradictions continuously appear, such as the over dependence of economic growth on export, the inefficiency utilization of resource, the insufficiency of innovation by science and technology, etc. Now the high-speed train of Chinese economic need to shift gear and adjust speed properly while running, focusing more on the transit of economy developing patter, the adjustment of economy structure, the improvement of the quality and efficiency of economy and the elevation of people's living standard. Therefore, the slowdown of Chinese economy growth is not only influenced by the current international economic environment but also is a result of the regulating and controlling initiated by Chinese government. It matches our expectations.

　　第三、中国更加重视扩大内需，稳定外需，促进经济平稳较快发展，将给中尼贸易关系带来机遇。2011年双边贸易额达到近12亿美元，在国际金融危机、欧债危机冲击的背景下逆势上扬61％。年初，温家宝总理访尼时表示，将鼓励中国企业到尼投资兴业。长远看，中国经济的长期稳定增长将为中尼经贸合作打开新的机遇之窗。

Third, China pays more attention on expanding domestic demand and stabilizing overseas demand to promote a steady and rapid economic growth. It will bring opportunity to the China-Nepal trade relations. Our bilateral trade volume reached 1.2 billion USD in 2011, increased 61% under the negative background of international financial crisis and European debt crisis. When Premier Wen Jiabao visiting Nepal early this year, he encouraged Chinese companies to invest and do business in Nepal. From a broad perspective, the long-term stable growth of Chinese economy will open a new window of opportunity for China-Nepal economic and trade cooperation.
