女士们，先生们，朋友们：

Ladies and gentlemen,

Dear friends,

　　这次我率团访问尼泊尔并举行中尼第9轮外交磋商，感到十分亲切，也很有收获。今天如此多的各界贵宾与我们一道出席杨厚兰大使举行的招待会，令我和代表团其他成员深为感动。

My delegation and I myself feel honored and pleased to see so many distinguished political leaders and friends of China joining me to attend the reception hosted by Ambassador Yang Houlan. Our two-day visit in Nepal has been both enjoyable and productive. The 9th diplomatic consultations I co-hosted with Foreign Secretary Bhattarai have been extensive and fruitful.

　　我访问的主要目的是落实温家宝总理年初来访的成果，梳理各领域合作进展，探讨如何更好地推动两国关系向前发展。访问期间，我拜会了巴特拉伊总理和施雷斯塔副总理兼外长，他们都表示高度重视发展对华关系，重申一个中国政策，希望进一步推动两国关系更好更快发展，给我留下深刻印象。

The main purpose of the consultations is to follow up on the successful visit of Premier Wen Jiabao to Nepal last January by reviewing and exploring areas of cooperation. I had the honor of calling on Prime Minister Bhattarai and Deputy Prime Minister and Foreign Minister Shrestha. I was deeply impressed by their firm commitment to China-Nepal relations and determination to push forward bilateral cooperation in all areas. They have also reaffirmed Nepal’s long-held one-China policy.

　　长期以来，中尼两国平等相待，相互理解，相互尊重。中国支持尼泊尔维护独立、主权、领土完整和国家统一。尼在涉及中国核心利益的问题上坚定支持中方，我们对此高度赞赏。尼泊尔堪称是中国的好邻居、好伙伴、好朋友。

For many years China and Nepal have treated each other as equals and given each other mutual understanding and respect. China supports Nepal’s effort to safeguard its independence, sovereignty, territorial integrity and national unity. We are grateful for Nepal’s support on matters bearing on China’s core interests. We see Nepal as our good neighbor, good partner and good friend.

　　我与杜尔加外秘举行了友好和高效的磋商，内容丰富。我们双方同意推进“中尼友好交流年”活动取得成功，加强高层和政府各部门之间的交流与沟通。中国共产党愿与尼各政党建立或加强友好合作关系。

During the discussions, the two sides agreed to bring the China-Nepal Friendly Exchange Year to success. We will maintain close contacts both at the high level and at the level of all government agencies. The Chinese Communist Party would also like to establish or extend contact and exchanges with political parties in Nepal.

　　双方就进一步促进经贸联系进行了比较充分的讨论。中尼贸易额去年已达到12亿美元，20多家中资企业在这里参与工程建设。中国愿继续为尼经济社会发展提供力所能及的帮助，将认真落实温总理访尼期间双方达成的各项重要共识，包括：加快推进加德满都环路改造、北部山区10所中小学等援建项目，积极参与尼交通、水电等基础设施建设等。

We also spent a lot of time discussing how to further promote trade and economic ties. China-Nepal bilateral trade has reached 1.2 billion US dollars. More than 20 Chinese companies are undertaking projects in Nepal. China will continue to help Nepal in its economic and social development. We will effectively implement the important agreements reached during Premier Wen’s visit, including speeding up the upgrading of the Kathmandu ring road. 10 schools are identified to which China will provide assistance. More Chinese companies will be encouraged to take part in infrastructure projects in Nepal.

　　目前，尼在华留学生已达3000人。今年尼派出百名青年团成功访华，明年中国将派出由50名青年组成的代表团访尼。中国愿进一步加强同尼泊尔在文化、教育、旅游等领域的合作，将积极推动在彼此国家首都设立文化中心。

3,000 students from Nepal are studying in China and more are welcome. This year a 100-member youth delegation from Nepal successfully visited China. Next year, 50 Chinese young people will come to Nepal. China is ready to strengthen its cooperation with Nepal in culture, education and tourism areas. We are also interested in the idea of setting up cultural centers in each other's capitals.

　　我昨天还访问了兰毗尼，被那里宁静、平和的文化氛围所深深吸引。很高兴得知，今年是尼泊尔的“兰毗尼参观年”，希望双方采取积极有效措施，吸引和鼓励更多中国游客到访。

I made a visit to Lumbini yesterday and enjoyed the peaceful cultural atmosphere there. I am glad to learn that this year is the Year of Visiting Lumbini and would like to see efforts made to attract and help more Chinese tourists to visit this place.

　　中方一直坚定奉行不干涉内政原则，尊重尼泊尔人民自主选择社会制度和发展道路，支持尼早日完成和平与制宪进程，希望看到一个稳定、团结、繁荣的尼泊尔。

China follows the principle of non-interference in the internal affairs of other countries. We respect the right of the Nepalese people to choose their social system and model of development. We would be happy to see an early conclusion of the peace and constitutional process in Nepal and the emergence of a stable, united and prosperous Nepal.

　　当前，国际形势正在快速发生变化。像中国和尼泊尔这样的发展中国家需要努力维护稳定，以实现自身的发展。过去我们曾错失工业化的良机，现在必须抓住全球化带来的机遇，迎头赶上，努力加快经济发展，实现国家繁荣兴旺。

The world is rapidly changing. Developing countries like China and Nepal need to work hard to maintain stability in order to pursue economic progress. We must grasp the opportunities enabled by globalization that makes it possible for us to achieve faster economic growth and industrialization, which we missed out in the past.

祝尼泊尔不断取得成功！

To conclude, let me wish your country every success.

May the China-Nepal friendship go as high as the Himalayas.
