Statement by Ambassador Wang Min, Deputy Permanent Representative of China to the United Nations, at the Twelfth Plenary Meeting of the Contact Group on Piracy off the Coast of Somalia

主席先生：

Mr. Chairman,

　　我感谢你召集今天的会议，并且赞赏西班牙在担任联络小组主席期间发挥的领导作用。我欢迎联络小组各工作组主席通报各组工作进展，感谢他们作出的重要贡献。

I thank you for convening today’s meeting, and appreciate the leadership role of Spain in chairing the Contact Group. I also welcome chairman of each working group for their briefings, and thank them for their important contributions.

Mr. Chairman,

　　索马里海盗问题对地区稳定和发展以及国际航运安全持续构成较大威胁。当前，海盗行动依然猖獗，海盗产业化特征明显，全天候作案能力增强，袭击范围不断扩大，暴力化倾向十分突出。国际社会亟需进一步加强协调，合作应对。

The issue of piracy off the Somali coast has always posed a serious threat to stability and development of the region as well as safety and security of international shipping. At present, acts of piracy are still running rampant. They are getting apparently industrialized and violent, with increased all-weather piracy capabilities and expanding scope of attacks. It is imperative for the international community to strengthen coordination and cooperation to cope with these developments.

Mr. Chairman,

　　中方支持根据相关国际法和安理会决议授权打击索马里海域海盗，并积极参与索马里海盗问题联络小组框架下的国际合作。中国海军自2009年1月向亚丁湾、索马里海域派出舰艇护航，截至今年7月初，共派出12批护航编队31艘次舰艇，完成469批4711艘船舶的伴随护航，其中一半以上为外国船只，护航成功率达100%。中方愿在自主自愿、平等协商原则的基础上，与有关方面继续加强军事行动的协调及信息共享。

China supports combating piracy off the Somali coast under the relevant international law and Security Council resolutions. China has taken an active part in international cooperation within the framework of the Contact Group on Piracy off the Coast of Somalia. The Chinese Navy started to dispatch escort warships to the Gulf of Aden and the Somali waters in January 2009.By the beginning of July this year, China has dispatched twelve batches of31 warships to engage in escort missions for 4,711 vessels in 469batches, more than half of which are foreign vessels. The escort missions are 100％ successful. China will continue to strengthen coordination and information sharing in military activities with the parties concerned on the basis of voluntary participation and consultation on an equal footing.

　　索马里海盗问题的根本解决之道在于索实现政治稳定、经济发展、社会安宁。当前，索马里和平进程处于关键阶段。中方欢迎索过渡联邦机构在执行《坎帕拉协议》和《结束过渡期路线图》方面取得的积极进展，希索各方加强合作，通过对话和协商化解分歧，按时结束过渡期。

Fundamental settlement of the piracy issue off the coast of Somalia depends on political stability, economic growth and social tranquility in Somalia. The peace process in Somalia is now at a crucial juncture. China welcomes the progress made by the Transitional Federal Government in implementing the Kampala Accord and the Roadmap Ending the Transition. We hope the parties concerned in Somalia strengthen cooperation, resolve their disputes through dialogue and consultation, and end the transitional period as scheduled.

　　中方呼吁国际社会继续高度重视索马里局势，持续从多领域、多层面向索提供综合配套支持，并切实兑现援索承诺。国际社会应进一步帮助地区机制增强应对索问题的能力，积极支持沿岸国加强能力建设并为之提供充分协助。同时，应继续增加对非盟驻索马里特派团的资金、技术和后勤援助，为联合国早日接管非盟在索维和行动创造条件。

China calls on the international community to continue to put great emphasis on the situation in Somalia. The international community should provide consistent and comprehensive support to Somalia on different dimensions and in a wide range of areas, and faithfully fulfill its commitments to assisting Somalia. The international community should further enhance the capacity of regional mechanisms to respond to the Somali issue, and vigorously support and give sufficient assistance to the coastal countries in their capacity building efforts. In the meantime, it should continue to increase financial, technical and logistical assistance to AMISOM, and create conditions for the United Nations to take over the tasks of the AU peacekeeping operations in Somalia at an early date.

　　中方愿与国际社会一道，为推动索和平进程继续发挥建设性作用。

China will continue to work with the international community and play a constructive role in promoting the peace process in Somalia.
