Statement by Mr. Wang Qun of the Chinese Delegation at the General Segment of the 2012 Substantive Session of the Economic and Social Council Under Agenda Item 13(a) “Sustainable Development”

主席先生，

Mr. President,

　　实现可持续发展，是世界各国面临的重大而紧迫的任务。今年6月举行的联合国可持续发展大会是继1992年联合国环境与发展大会和2002年可持续发展世界首脑会议后，在国际可持续发展领域举行的又一次国际盛会。在当前全球经济和国际发展合作面临困难的形势下，联合国可持续发展大会为重振可持续发展国际合作发出了积极、明确、有力的信号，为全球可持续发展进程注入新的活力。特别是经各方积极努力，大会达成了一份内容全面、基调积极、总体平衡的成果文件，充分体现了国际社会从全人类共同利益大局和子孙后代福祉出发，努力克服分歧的合作精神。大会重申了“共同但有区别的责任”原则，维护了国际发展合作的基础和框架。大会决定发起可持续发展目标讨论进程，就加强可持续发展国际合作发出重要和积极信号，为制定2015年后国际发展议程提供重要指导。

To achieve sustainable development is an important and urgent task for all countries alike. The United Nations Conference on Sustainable Development held last June is another major global event in the area of sustainable development after the 1992 United Nations Conference on Environment and Development and the 2002 World Summit on Sustainable Development. At a time when the world economy and the international development cooperation are experiencing difficulties, the UNCSD has sent a positive, clear and powerful message about the revitalization of international cooperation for sustainable development, and injected new vitality into the global sustainable development process. In particular, thanks to the concerted efforts of all attending, the Conference has produced a comprehensive, positive and largely balanced outcome document, fully demonstrating the spirit of the international community to proceed from the common interest of humankind and the well-being of future generations, and overcome its differences through cooperation. The Conference has reiterated the principle of “common but differentiated responsibility” and thus safeguarded the basis and framework of international development cooperation. The Conference has decided to launch a process to discuss the sustainable development goals so as to send an important, positive signal about the strengthening of international cooperation for sustainable development and provide guidance to the formulation of international development agenda beyond 2015.

　　当前，国际社会应秉承里约精神和原则，特别是“共同但有区别的责任”原则，携手合作，共同落实联合国可持续发展大会达成的积极成果。中方认为，下一阶段，国际社会可重点做好以下工作：

It is now high time for the international community to uphold the Rio spirit and principles, especially the principle of “common but differentiated responsibility”, and work together to implement the positive outcome of the UNCSD. China believes that in the next stage, the international community may focus on the following areas:

　　一、关于可持续发展目标。可在一些可持续发展重点领域制订灵活多元、非约束性的指标，供各国根据自身国情制定发展战略时参考。同时要处理好可持续发展目标与千年发展目标的关系。可持续发展目标应成为千年发展目标的有效补充，而不能削弱和取代千年发展目标的落实。

First of all, with regard to sustainable development goals, it is necessary to identify, in the priority areas of sustainable development, multiple sets of flexible, non-mandatory targets which can serve as useful references to states in developing national development strategies tailored to the specificities of each nation. At the same time, attention must be paid to the relationship between SDGs and MDGs. SDGs should complement, rather than undermine or replace, MDGs.

　　二、关于可持续发展机制框架。政府间高级别政治论坛应统筹经济发展、社会发展和环境保护三大支柱，提高发展中国家的发言权和决策权。论坛工作重点应致力于在资金援助、技术转让和能力建设方面促进发展中国家，特别是最不发达国家、小岛屿发展中国家和非洲国家的可持续发展进程。

Secondly, concerning the institutional framework for sustainable development, the intergovernmental high-level political forum should cover all three pillars of sustainable development, namely economic growth, social progress and environmental protection, and give developing countries greater representation and decision making power. The forum should focus on financial assistance, technology transfer and capacity building so as to facilitate the sustainable development process of developing countries, especially least developed countries, small island developing states and African countries.

　　三、关于绿色经济。发展绿色经济应尊重各国国情，不应推行统一的标准和指标。作为实现可持续发展的重要手段之一，绿色经济应首先为消除贫困服务。国际社会应为发展中国家发展绿色经济创造有利的外部条件，防止出现“绿色壁垒”和“绿色保护主义”。

Thirdly, in the transition towards a green economy, due respect must be given to national conditions, and the undiscerning application of rigid standards and targets should be avoided. As one of the important means to achieving sustainable development, green economy should first and foremost contribute to poverty eradication. The international community should create favourable external conditions for the transition of developing countries towards a green economy, and guard against “green barrier” and “green protectionism”.

　　中方一直以积极和建设性姿态参与大会进程，为大会的成功贡献我们的智慧和力量。温家宝总理在大会期间宣布了一系列务实举措和倡议，推动发展中国家实现可持续发展。中国是一个发展中国家，人口众多，生态环境脆弱，实现可持续发展还面临诸多挑战。中国将结合落实联合国可持续发展大会成果，进一步树立绿色、低碳发展理念，以节能减排为重点，加快构建资源节约、环境友好的生产方式和消费方式，增强可持续发展能力。中方愿本着开放务实的态度，积极参与联合国可持续发展大会有关后续进程，与有关各方共同努力，继续深化交流与合作，积极落实大会成果，将共识转化为务实行动，不断推动全球可持续发展事业。

China has all along participated in the Rio+20 process in an active and constructive manner, and has contributed its wisdom and hard work to the success of the Conference. During the Summit, Premier Wen Jiabao announced a series of concrete measures and initiatives with the view to helping developing countries achieve sustainable development. China is a developing country with a huge population and a fragile eco-system, and many challenges remain ahead in our own quest for sustainable development. In the process of implementing the UNCSD outcome, China will further promote the concept of green, low-carbon development, focus on energy efficiency and emission reduction, develop resource-efficient and environment-friendly patterns of production and consumption, and enhance our capacity of sustainable development. In an open and pragmatic spirit, China stands ready to participate in the relevant follow-up processes of UNCSD, continue to enhance exchange and cooperation with all parties in the implementation of the outcome of the Conference, translate the outcome into concrete actions, and make unremitting efforts to promote the global cause of sustainable development.
