Explanation of Vote by Ambassador Li Baodong after Vote on Draft Resolution on Syria Tabled by the United Kingdom

主席先生：

Mr. President,

　　中方高度关切日益严峻的叙利亚局势。我们反对一切形式的恐怖主义和暴力行径，对近期发生的残害平民事件及18日在大马士革发生的爆炸事件予以强烈谴责。

China is highly concerned about the increasingly challenging situation in Syria. We oppose terrorism and violence in all their forms, and strongly condemn the recent killing of civilians and the bombing incident in Damascus on July 18.

　　国际社会当务之急是全力支持和配合安南特使斡旋，支持落实叙利亚问题“行动小组”日内瓦会议公报、安理会有关决议和安南六点建议，叙利亚各方立即停火止暴，为尽快开启包容性政治对话创造条件。

The top priority for the international community now is to render full support and coordination to Special Envoy Annan’s mediation, support the implementation of the communiqué adopted by the foreign ministers’ meeting of the Action Group on Syria held in Geneva, the relevant Security Council resolutions and Mr. Annan’s six-point plan. The parties concerned in Syria should achieve immediate ceasefire and cessation of violence, and create conditions for an inclusive political dialogue at an early date.

　　在上述这些方面，联合国驻叙利亚监督团有着重要和不可替代的作用。因此，中方支持联叙团延期，赞同潘基文秘书长适当调整联叙团工作的建议，也支持安理会发出支持安南斡旋、推动政治解决叙利亚危机的明确信号，并积极致力于推动安理会成员通过协商，达成一致。

In this regard, the UN Supervision Mission in Syria (UNSMIS) has played an important and irreplaceable role. China therefore supports extension of the mandate of UNSMIS, and endorses Secretary-General Ban Ki-moon’s proposal to appropriately adjust the work of UNSMIS．China supports the Security Council in sending a clear signal about its support for Mr. Annan’s mediation and promotion of political settlement of the Syrian crisis, as well as in vigorously pushing for agreement among Council members through consultations.

　　而英国、美国等提交的安理会决议草案与上述目标完全背道而驰。首先，这个决议草案存在重大缺陷，内容不平衡，旨在单方施压。事实已经证明，这种做法无助于解决叙利亚问题，反而导致叙利亚问题脱离政治解决的轨道，不但会使动荡的局势进一步升级，而且还会向本地区其他国家蔓延，破坏地区和平与稳定，最终损害叙利亚和地区国家人民的利益。

The draft resolution tabled by the UK, the US and France, however, completely goes against these goals.

First, the draft resolution is seriously problematic, with uneven content that is intended to put pressure on only one party in Syria. Experience has proven that such practice would not help resolve the Syrian issue, but instead would only derail the issue from the track of political settlement. It will not only further aggravate the turmoil, but also result in spillover of the problem to other countries in the region, undermine regional peace and stability, and ultimately impair the interests of the people in Syria and other countries in the region.

　　其次，这个决议草案将严重损害国际社会在叙利亚问题上的互信与合作。安南斡旋是推动政治解决叙利亚问题的现实出路和重要渠道。不久前，经各方努力，安南特使推动举行的“行动小组”日内瓦外长会议通过公报，凝聚了主要各方在叙利亚问题上的共识，为妥善解决叙利亚危机提供了新的机遇。当前，安南特使落实会议成果的努力正处于关键时刻。而这个决议草案从根本上违背了日内瓦会议共识，对安南特使新一轮斡旋形成了严重干扰。

Second, the draft resolution would seriously erode international trust and cooperation on the Syrian issue. Mr. Annan’s mediation is an important and realistic way out for political solution of the Syrian issue. Not long ago, thanks to the efforts of all parties, the foreign ministers’ meeting of the Action Group on Syria initiated by Special Envoy Annan adopted a communiqué, which forged consensus among major parties and opened a new window of opportunity for appropriate settlement of the Syrian crisis. At present, Mr. Annan’s efforts to implement the outcome of the meeting are at a critical juncture. The draft resolution, however, fundamentally violated the consensus reached at the Geneva meeting, and has seriously disrupted the new round of mediation efforts made by Special Envoy Annan.

　　第三，各国主权平等和不干涉一国内政是《联合国宪章》确定的处理国与国关系的基本准则。中国在叙利亚问题上没有私利。我们一直主张，叙利亚的前途命运应由叙利亚人民自主决定，而不是由外部强加；叙利亚问题只能通过政治手段解决，军事手段没有出路。这是中国在国际事务中一贯坚持的立场，不针对一时一事，目的是维护叙利亚人民及阿拉伯国家的利益，维护各国特别是广大中小国家的利益，维护联合国以及安理会的作用与权威，维护国际关系的基本准则。

Third, sovereign equality and non-interference in other countries’ internal affairs are basic norms governing state-to-state relations enshrined in the UN Charter. China has no self interests in the Syrian issue. We have all along maintained that the prospect and destiny of Syria should be independently determined by the Syrian people, rather than imposed by outside forces. We believe the Syrian issue must be resolved through political means, and military means would go nowhere. This is China’s consistent position on international affairs. It is not targeted at a particular incident or at a certain time. Our purpose is to safeguard the interests of the Syrian people and Arab countries, the interests of all countries, the small and medium-sized countries in particular, the role and authority of the United Nations and its Security Council, as well as the basic norms governing international relations.

　　第四，这个决议草案破坏了安理会的团结。安理会一致通过关于部署联叙团的2042和2043号决议，形成了来之不易的团结与合作。在决议草案磋商过程中，提案国没有展现合作的政治意愿，对相关国家的合理和核心关切态度僵硬傲慢，拒绝做出修改。更令人遗憾的是，提案国在各方仍有严重分歧，还有时间继续协商的情况下，拒绝响应中国及其他一些安理会成员以及安南特使关于继续磋商、达成各方都可接受案文的呼吁，强行推动表决。中方对此坚决反对。

Fourth, the draft resolution jeopardizes the unity of the Security Council．The Council unanimously adopted resolutions 2042 and 2043, displaying a hard-won spirit of unity and cooperation. During consultations on this draft resolution, the sponsoring countries failed to show any political will of cooperation. They adopted a rigid and arrogant approach to the reasonable core concerns of the relevant countries, and refused to make revisions. It is even more regrettable that, under circumstances when parties were still seriously divided and there was still enough time for continued consultation, the sponsoring countries refused to heed the call of China, some other Security Council members and Special Envoy Annan for further consultation until a text acceptable to all parties is formed, and pressed for a vote on the draft resolution. China is strongly opposed to such practice.

　　基于上述，中方无法接受这个决议草案，投了反对票。

Based on the above reasons, China could not accept the draft resolution and voted against it.

　　刚才个别国家在发言中颠倒黑白，对中国进行无端指责，这是完全错误的和别有用心的，中方予以坚决反对。

Just now a few countries made statements that confused right and wrong, and made unfounded accusations against China. This is utterly wrong. It is out of ulterior motives, and firmly opposed by China.

　　中方一直以积极、建设性和负责任的态度参与安理会涉叙利亚问题决议草案磋商，致力于推动在叙利亚实现停火止暴，落实日内瓦会议公报、安理会2042和2043号决议，安南六点建议，致力于促成联叙团顺利延期，支持安南斡旋努力。

China has all along participated in the Security Council consultations on the Syrian issue in a positive, constructive and responsible manner. It is committed to pushing for ceasefire and cessation of violence in Syria, and implementing the communiqué adopted at the Geneva meeting, Security Council resolutions 2042 and 2043 and Annan’s six-point plan. China is committed to supporting extension of the mandate of UNSMIS and Annan’s mediation efforts.

　　相比之下，个别国家则热衷于干涉别国内政，煽风点火，挑拨离间，惟恐天下不乱。他们从一开始就对安南斡旋和部署联叙团持消极态度，在过去几个月内不断散布安南斡旋和联叙团“无用论”和“失败论”。此次又给联叙团延期设置先决条件和障碍，将其同援引《宪章》第七章并威胁制裁挂钩，并试图改变甚至推翻“行动小组”日内瓦会议来之不易的共识。在磋商中更是毫无诚意，态度傲慢。这不得不使人质疑其实际上不愿看到联叙团延期，不愿看到通过叙利亚人民主导的政治进程尽快解决叙利亚当前危机。我们敦促这些国家认真反思自己的政策和行为方式，尽快回到正确的轨道上来。

In contrast, a few countries have been intent on interfering in other countries’ internal affairs, fanning the flame and driving wedges among countries. They are eager to see tumult in the world. From the very beginning, they have adopted a negative attitude toward Annan’s mediation and UNSMIS. Over the past few months, they have been spreading words about the futility and failure of Annan’s mediation and UNSMIS．This time, they repeated their old trick by setting preconditions and obstacles for extension of UNSMIS, and pegged it to invoking of Chapter VII of the UN Charter and threat of sanctions, in an attempt to change, even repudiate the hard-won consensus reached by the Action Group during the Geneva meeting. They showed no sincerity but arrogance during the consultations. We can’t help but question their willingness to see extension of UNSMIS, or early settlement of the Syrian crisis through a Syrian-led political process. We urge these countries to earnestly reflect on their policy and behavior, and immediately return to the right track.

　　目前离联叙团授权到期还有一些时间。我们希望并呼吁提案国改弦更张，响应潘基文秘书长和安南特使的建议，支持联叙团延期，以维护叙利亚问题政治解决的大方向，维护叙利亚及地区国家人民的根本利益，维护安理会的信誉、权威与团结。中方支持巴基斯坦和南非关于通过一项联叙团技术性延期的决议，希望安理会成员尽快就此达成一致。

There is still some time before the mandate of UNSMIS expires. We call on the sponsoring countries to change their mind, respond positively to the proposals of Secretary-General Ban Ki-moon and Special Envoy Annan, support extension of the mandate of UNSMIS, bear in mind the overall interests of bringing about political solution of the Syrian issue, safeguard the fundamental interests of the people of Syria and countries in the region, and uphold the credibility, authority and unity of the Security Council. China supports the resolution proposed by Pakistan and South Africa on technical rollover of UNSMIS, and hopes that Council members reach agreement on the issue as soon as possible.

Thank you, Mr. President.
