Secretary-General’s Message on World Refugee Day<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /> 世界难民日致辞 New York, 20 June 2012 2012年6月20日 More than 42 million people around the world have been forcibly displaced from their homes and communities. More than a million fled their countries in the last eighteen months alone due to a wave of conflicts, in Cote d’Ivoire, Libya, Mali, Somalia, Sudan and Syria. These numbers represent far more than statistics; they are individuals and families whose lives have been upended, whose communities have been destroyed, and whose future remains uncertain. 世界各地有超过4 200万人被迫流离失所和背井离乡。仅在过去18个月,科特迪瓦、利比亚、马里、索马里、苏丹和叙利亚就有超过100万人因发生的冲突而逃离自己的国家。这些数字远不止是统计数据,而是代表着那些生活被颠覆、社区被摧毁、前途仍然迷茫的个人和家庭。 World Refugee Day is a moment to remember all those affected, and a time to intensify our support. 世界难民日是一个记住所有受影响者的时刻,也是加强我们支助的时候。 Four out of five refugees are in developing countries, and have benefitted from the remarkable generosity of host countries that themselves face serious deprivations. The Islamic Republics of Pakistan and Iran host the largest number of refugees, with over two and half million between them. Tunisia and Liberia are also among countries that, despite their own national challenges, maintained open borders and shared scarce water, land and other resources for those suffering the impact of armed violence. 五个难民中有四个在发展中国家,并受惠于东道国值得称道的慷慨,而这些东道国本身却面临着严重困难。巴基斯坦伊斯兰共和国和伊朗伊斯兰共和国收容的难民人数最多,两国收容的难民超过了250万人。突尼斯和利比里亚也属于这样一些国家,这些国家不顾本国的种种挑战,对那些受武装暴力影响的人们保持着开放的边界并与之分享紧缺的水、土地和其他资源。 Kenya’s third biggest city is a refugee camp and hosts over half a million Somalis, many in their third decade of exile. Niger, Mauritania, and Burkina Faso -- suffering famine and drought -- now host some 175,000 refugees fleeing conflict in Mali. These countries cannot be left to shoulder this burden alone. 肯尼亚的第三大城市是一个难民营,收容了超过50万索马里人,其中许多已流亡了二十多年。尼日尔、毛里塔尼亚和布基纳法索——正在遭受饥荒和干旱——现在收容了逃离马里冲突的约175 000名难民。我们不能让这些国家独力承受这种负担。 The United Nations – and in particular the office of the UN High Commissioner for Refugees – is working to address all of these challenges, while also providing protection and assistance to 15.5 million persons displaced within their own countries. We are also focusing on preventing and reducing statelessness. We must work together to mobilize the political will and leadership to prevent and end the conflicts that trigger refugee flows.
