尊敬的突尼斯外长阿卜杜赛拉姆阁下，

　　今天，来自中国和阿拉伯国家的同事们相聚在突尼斯美丽的海滨城市哈马迈特，共同举办中阿合作论坛第五届部长级会议，这是中阿友好关系中的又一盛事。我谨代表中国政府，对会议的隆重召开表示热烈祝贺，对长期以来为促进中阿关系发展和论坛建设的阿拉伯同事们表示崇高敬意，对承办会议的突尼斯共和国表示诚挚谢意。我还要特别感谢马尔祖基总统阁下出席会议开幕式并致辞，这充分表明了突尼斯共和国对本次会议的高度重视。

Today we are meeting here at the beautiful coastal city of Hammamet for the fifth Ministerial Conference of the China-Arab States Cooperation Forum (CASCF), another important event in the friendly relations between China and Arab states. I want to extend, on behalf of the Chinese government, warm congratulations on the opening of the conference, pay high tribute to Arab colleagues for their dedication to promoting China-Arab relations and building the CASCF over the years, and express sincere appreciation to the Republic of Tunisia for hosting the conference. I wish to thank President Moncef Marzouki in particular for attending the opening session and addressing the conference. It fully testifies to the great importance that Tunisia attaches to this conference.

　　中阿合作论坛自2004年成立以来，已成为新时期中阿开展集体对话与合作的重要平台。本届会议是中阿双方在2010年论坛第四届部长级会议上确立战略合作关系以来召开的首次部长级会议，也是在二十一世纪第二个十年里召开的首次部长级会议。我们在这里聚首，回顾过去两年中阿各领域合作所取得的成果和经验，规划如何进一步深化双方战略合作，促进共同发展，不断推进中阿战略合作关系，意义重大而深远。

Since its establishment in 2004, the CASCF has become an important platform for dialogue and cooperation between China and Arab states in the new era. This conference is of high and far-reaching significance as it is the first ministerial conference after the launch of the China-Arab strategic relationship of cooperation at the last Ministerial Conference in 2010 as well as the first one in the second decade of the 21st century. It provides the opportunity to review the progress and experience of China-Arab cooperation in various fields over the past two years and make plans for deepening our strategic cooperation and promoting common development so as to push forward the China-Arab strategic relationship of cooperation.

　　过去两年中，中阿双方以守信、务实、高效的精神落实了第四届部长级会议的宣言和行动计划，取得丰硕成果：

In the past two years, the Declaration and Action Plan adopted at the fourth Ministerial Conference have been implemented in a faithful, pragmatic and efficient manner, producing fruitful results as follows:

　　两年来，中阿政治关系不断巩固。双方着眼从历史和长远角度促进中阿关系，一直保持各层次密切交往。双方各种政治磋商和联络机制充分发挥作用，论坛第八次高官会去年5月在卡塔尔成功举办。中阿双方坚定支持彼此重大利益和核心关切，在国际与地区事务中保持密切沟通与协调，为促进世界和地区的和平、稳定与发展作出了积极贡献。

The past two years saw the consolidation of the political relations between China and Arab states. The two sides promoted China-Arab relations from a historical and long-term perspective and maintained close exchanges at various levels. The role of political consultation and liaison mechanisms was brought out fully and the eighth Senior Officials’ Meeting was held successfully in Qatar in May last year. China and Arab states have been staunch supporters for each other’s major interests and core concerns, and maintained close communication and coordination in international and regional affairs. Together, we have made positive contribution to peace, stability and development in the region and the world.

　　两年来，中阿经贸合作强劲增长。双方在论坛框架下举办了中阿企业家大会暨投资研讨会、中阿能源合作大会等活动。面对国际金融危机和地区形势发生重大变化的双重挑战，中阿贸易额仍强劲增长，2011年底达到近2000亿美元。阿拉伯国家已成为中国第七大贸易伙伴，中国也成为大多数阿拉伯国家主要对外贸易伙伴。中阿相互投资规模不断扩大，在基础设施、能源、金融等领域的合作持续拓展。中方圆满完成了“2010-2012年度执行计划”中确定的每年为阿方培训1000名各类人才的承诺。

The past two years saw strong growth of economic cooperation and trade between China and Arab states. The two sides held a number of activities under the CASCF framework, including the China-Arab Business Conference and Investment Seminar and the China-Arab Energy Cooperation Conference. Despite the dual challenges of the international financial crisis and dramatic change in the regional situation, China-Arab trade still enjoyed strong growth and reached nearly US$200 billion at the end of 2011. Arab states have become China’s seventh largest trading partner while China is a main trading partner of the majority of Arab countries. Mutual investment kept growing. Investment cooperation in infrastructure, energy and finance continued to expand. China has trained 1,000 professionals from Arab countries annually, as it committed to do in the Action Plan for 2010-2012.

　　两年来，中阿人文交流丰富多彩。双方在论坛框架下举办了第二届阿拉伯艺术节和中国艺术节、第三届中阿友好大会、第四届中阿关系暨中阿文明对话研讨会以及第三届中阿新闻合作论坛等一系列活动，促进了中阿人民之间的相互了解。

The past two years saw colorful cultural and people-to-people exchanges between China and Arab states. Under the CASCF framework, the two sides held the second Arab Arts Festival and Chinese Arts Festival, the third China-Arab Friendship Conference, the fourth Seminar on China-Arab Relations and Dialogue Between Civilizations and the third China-Arab News Media Cooperation Forum. These activities increased the mutual understanding between the Chinese and Arab peoples.
