Closer Cooperation for Inclusive and Sustainable Development in the Asia Pacific

 —Remarks by Ambassador Guan Mu at the General Debate of the 68th Session of the UN Economic and Social Commission for Asia and the Pacific

主席先生，

执秘女士，

女士们，先生们：

Mr. Chairman,

Madam Executive Secretary,

Ladies and Gentlemen,

　　非常高兴出席联合国亚太经社会第68届会议。感谢泰国政府和亚太经社会秘书处为会议所做的周到安排。

I am delighted to attend the 68th Session of the UN Economic and Social Commission for Asia and the Pacific (ESCAP). Let me begin by thanking the Thai government and the ESCAP Secretariat for their thoughtful arrangements for the session.

　　当前，全球经济复苏乏力，形势依然复杂严峻。如何确保复苏、增长和就业，实现经济、社会的包容可持续发展，这是世界及亚太各国面临的突出课题。我们很高兴地看到，在亚太各国共同努力下，亚太地区率先实现经济复苏，已经成为全球经济增速最快的地区，以及世界经济复苏的重要引擎。亚洲经济总量及其对世界经济增长贡献率均已超过30%，后发优势和发展潜能进一步展现。亚太各国社会发展也取得积极进展，人民生活持续改善。同时，2011年亚太地区发展中国家经济增速下滑趋势明显，发展不平衡问题突出。物价高涨、通货膨胀、游资涌入以及自然灾害等因素给亚太国家带来严峻挑战。亚太地区普遍面临高失业率、社会保障体系不健全等社会问题。

Given the weak recovery around the world, the global economic situation remains complex and grave. Securing recovery, growth and employment and achieving sustainable and inclusive economic and social development continue to be the primary tasks for countries in the Asia Pacific and around the world. We are heartened to see that with the joint efforts of all countries in the region, the Asia Pacific is the first region to secure economic recovery, the fastest growing region in the world and an important engine driving global economic recovery. Asia’s economic aggregates now account for over 30% of the world’s total and its contribution to global economic growth has exceeded 30%. The region’s development advantages and potential have become more apparent. Countries in the region have made good progress in social development and continued to improve people’s lives. On the other hand, growth of the developing countries in the Asia Pacific visibly slowed down in 2011 and those countries face the acute problem of uneven development. High consumer prices, inflation, influx of hot money, and natural disasters also pose severe challenges to countries in the Asia Pacific. Moreover, the region faces such social issues as high unemployment and inadequate social security system.

　　在此形势下，促进亚太地区包容性可持续发展具有特别重要的意义。实现包容可持续发展，就是要让经济全球化和经济发展成果惠及所有国家和地区、惠及所有人群；实现包容可持续发展，就是要提高经济发展质量，着力保障和改善民生，促进人人平等获得发展机会；实现包容可持续发展，就是要做到发展为了人民、发展依靠人民、发展成果由人民共享。要实现亚太地区包容可持续发展，以下三点至关重要：

Against this backdrop, it is of great significance to promote inclusive and sustainable development in the Asia Pacific region. Inclusive and sustainable development means to deliver the benefits of economic globalization and growth to all countries, regions and the entire population. It means higher quality of economic growth, better livelihood and stronger social safety net, and development opportunities for all. All in all, it is development for the people and by the people, and it ensures that the fruits of development are shared by the people. To achieve inclusive and sustainable development in the Asia Pacific, we need to take action in the following areas:

　　第一，要增强政治互信，营造和平稳定的地区环境。亚太国家既有友好合作的价值取向，也有和平发展的现实需要。各方要以和为贵，摒弃以“零和”思维和对抗性方式处理问题，坚持通过协商与对话解决矛盾，采取措施防止问题复杂化、扩大化，共同促进亚太各国和睦相处，努力为本地区发展营造和平、稳定、安全、和谐的政治环境。

First, we need to enhance political mutual trust and create a peaceful and stable regional environment. For countries in the Asia Pacific, friendly cooperation is a shared aspiration and peaceful development is a practical need. We should all value peace, resolve differences through consultation and dialogue rather than a zero-sum mentality and confrontational means. We need to take measures to prevent issues from getting more complicated or bigger. All countries in the Asia Pacific should live in harmony and work together for a peaceful, stable, secure and harmonious political environment in the region.

　　第二，要转变经济增长方式，实现经济可持续发展。统筹协调经济增长、社会发展和环境保护，实现可持续发展已成为各国共识。亚太各国应切实采取措施，保持经济稳步增长，妥善应对世界经济下行风险；加强宏观经济政策协调，共同应对通货膨胀、贸易保护主义、自然灾害等挑战；加快转变发展方式，大力发展绿色经济，调整经济结构，逐步转变出口导向型经济模式。

Second, we need to shift the growth model for sustainable economic development. It has become the common aspiration of all countries to coordinate economic growth, social development and environmental protection so as to achieve sustainable development. Countries in the region should take concrete steps to maintain steady economic growth and properly respond to the downward risks in the global economy. We should step up macroeconomic policy coordination and jointly tackle such challenges as inflation, trade protectionism and natural disasters. We need to accelerate the shift of the growth model, vigorously develop green economy, adjust the economic structure and gradually move away from the export-driven economic model.

　　第三，要加强社会保障体系，倡导包容性增长。改善民生，提高人民生活水平是经济发展的根本目的。亚太各国应努力创造公平正义的社会环境，确保全民参与经济社会发展、共享发展成果；加强各国社保能力建设，推动建设包容性社会保障体系；切实采取措施解决好就业、教育、卫生等社会问题，并特别关注最不发达国家和脆弱群体的需求。

Third, we need to strengthen social security system and advocate inclusive growth. Improving people’s livelihood is the fundamental purpose of economic development. Countries in the Asia Pacific should work to create a fair and just social environment and ensure that all people can take part in and share the fruits of economic and social development. We should enhance capacity building for providing social security and build an inclusive social security system. We also need to take real measures to address such social issues as employment, education and public health, and pay particular attention to the needs of the least developed countries and vulnerable groups.
