女士们，先生们，朋友们，

　　在这生机盎然的美好春天，在这座珍藏着中华5000年文明瑰宝的国家博物馆，我非常高兴地与克林顿国务卿共同主持第三轮中美人文交流高层磋商会议。首先，我代表中国政府并以个人的名义，对国务卿女士和美国代表团成员表示热烈欢迎并致以良好的祝愿！

I am pleased to co-chair with Secretary Clinton the third meeting of the China-US High-Level Consultation on People-to-People Exchange on this flourishing spring day here inside the National Museum of China, where treasures from China’s 5,000-year civilization are kept. On behalf of the Chinese government and in my own name, I wish to express warm welcome and best wishes to Madam Secretary and members of the US delegation!

　　昨天，中国国家主席胡锦涛先生在第四轮中美战略与经济对话开幕式上致辞，对中美人文交流寄予厚望。两国元首的高度重视和鼎力支持，是我们成功进行磋商的保证。经过昨天的分组磋商，中美双方达成高度共识。过去一年中由于双方共同努力，越来越多的中美民众从人文交流中受益。我对双方团队的出色工作和卓越成绩表示祝贺和感谢！

Yesterday, in his remarks at the opening of the fourth round of the China-US Strategic and Economic Dialogues, President Hu Jintao placed high hopes on China-US people-to-people exchange. The strong emphasis and full support of our presidents is the guarantee of our consultation’s success. Our two sides reached deep consensus after yesterday’s working group consultation. More and more Chinese and American people have benefited from the people-to-people exchange thanks to the efforts of both sides. I wish to congratulate the two teams on their outstanding work and achievements and express my appreciation!

　　今年是尼克松总统访华和上海公报发表40周年，中美关系已进入孔子讲的“不惑之年”。中国古语说，一年之计在于春。以胡锦涛主席与奥巴马总统首尔成功会晤和习近平副主席成功访美为标志，2012年的中美关系迎来了又一个春天。我们相信，第四轮中美战略与经济对话和第三轮中美人文交流高层磋商会议，将为今年乃至今后一个时期中美关系的稳定发展增添新的动力。

This year marks the 40th anniversary of President Nixon’s visit to China and the issuance of the Shanghai Communiqué. China-US relations have reached what Confucius called “the age of no perplexity”. As an ancient Chinese saying goes, “The whole year’s work depends on a good start in spring.” The successful meeting between President Hu Jintao and President Barack Obama in Seoul and the productive visit to the US by Vice President Xi Jinping signify another promising spring in China-US relationship in 2012. We are convinced that the fourth round of China-US Strategic and Economic Dialogues (S&ED) and the third meeting of the China-US High-level Consultation on People-to-People Exchange (CPE) will further promote the steady growth of the China-US relations this year and beyond.

　　“观乎天文，以察时变；观乎人文，以化成天下”，早在2000多年前，中国先哲就认识到教育、科技、文化在创造人类文明、推动历史进步中的独特功能。近三年的实践充分显示，中美人文交流对于促进民众相识相知、推动中美关系健康发展具有特殊重要的意义。

Ancient Chinese philosophers observed more than 2,000 years ago that leaders should “learn about the changes of the season by studying natural phenomena and foster social development by studying human phenomena.” That was the early realization in China of the special role of education, science and technology and culture in creating human civilization and promoting progress of history. What has happened in the past three years has fully demonstrated the significance and unique role of people-to-people exchange in strengthening the connection and understanding between the peoples and promoting the sound development of the relationship between our two countries.

　　三年来，在双方共同努力下，人文交流形成宽领域、多层次、广覆盖的新格局。教育、科技、文化、体育、妇女和青年等领域的合作达到历史新高峰，数十项机制成果得到有效落实，成千上万的民众直接受益。美国“十万人留学中国计划”和中国“三个一万”教育项目进展顺利，有4.3万美国学生来华留学，美45个州7100多名中小学校长、教师、大中小学生以及2100名大学生获专项奖学金和汉语桥培训项目资助来华读书，美留学生占来华留学生的8%，美国已成为中国国际学生第二大来源国。与此同时，中国亦成为美国国际学生的最大来源国，2010-2011学年中国留美学生总人数达15.8万，4300多名中国学生获得“公派万名学生赴美攻读博士项目”支持。目前，中国学习英语等56个语种的人数已超过3亿，全美设立了81所孔子学院，有5000多所公立大中小学开设汉语课，学习汉语的学生突破20万。清洁能源和农业科技成为双方互惠互利的新亮点，中国的芭蕾、话剧和歌舞剧等走进了美国的剧院和社区，中美妇女领导者交流与对话取得诸多成果，美国常青藤高校与中国高校在华实施青年联合社会实践活动。还有众多美国教练在中国的篮球、棒球、垒球和跆拳道等运动队任教。中美各领域人文交流蓬勃发展，成就喜人。

Through concerted efforts of both sides over the past three years, people-to-people exchange between our two countries now covers a wide range of areas and takes place at multiple levels. Cooperation in such areas as education, science and technology, culture, sports, women’s issues and youth has reached a new height. Several dozen programs under the consultation mechanism have been implemented effectively, benefiting hundreds of thousands of people directly. The US “100,000 Strong” initiative and China’s “Three Ten-thousand Programs” are underway smoothly. A total of 43,000 American students have come to China to study. Over 7,100 elementary and high school principals and teachers and elementary, high school and college students from 45 American states have come to study in China with the support of the Chinese Bridge scholarships, and 2,100 American college students have come to study in China under the CPE Study-in-China scholarships. American students account for 8% of the international students in China, making the US the second largest source of international students for China. On its part, China is now the largest source of international students for the US. There were 158,000 Chinese students in the US in the academic year of 2010-2011. More than 4,300 Chinese students have received support from China’s 10,000 PhD scholarships program. There are more than 300 million people in China enrolled in 56 different foreign language courses including English. In the US, more than 5,000 public colleges, high schools and elementary schools now offer Chinese language course and a total of 81 Confucius Institutes have been established. Over 200,000 American students are learning the Chinese language. Clean energy and agricultural science and technology have become the new highlights of mutually beneficial cooperation between our countries. Chinese ballet, drama and opera have entered American theaters and communities. The China-US Women’s Leadership Exchange and Dialogue (Women-LEAD) has been very fruitful. America’s Ivy League colleges are working with Chinese universities to implement the Youth RME Partnership Program in China. Many American sports professionals are in China coaching basketball, baseball, softball and tae kwon do teams. People-to-people exchange in various fields is flourishing and bearing rich fruits.
