Statement by Ambassador Li Baodong at the Special Event Marking the Publication of Born Too Soon: The Global Action Report on Preterm Birth

女士们，先生们：

Ladies and Gentlemen,

　　很荣幸受邀参加此次发布会。首先，我代表中国政府祝贺世界卫生组织《早产儿全球行动报告》成功发布。

I am greatly honored to be invited to this special event. At the outset, on behalf of the Chinese government, I wish to extend my congratulations to the World Health Organization on the publication of the Global Action Report on Preterm Birth.

　　早产问题现已成为危害婴幼儿健康，受到国际社会广泛关注的问题之一。据统计，每年世界上有1500万早产儿，其中110万不幸夭折。而据《报告》介绍，如采取及时的预防和医疗措施，其中75%的婴儿可以存活下来。《报告》所起到的政策指导及知识普及效应具有重要价值。尤其值得称道的是其中大部分措施具有简便、易行、经济、有效的特点，这对广大发展中国家具有重要的现实意义。

The issue of preterm birth has attracted wide international attention due to its harm on the health of infants and children. It is estimated that, of the 15 million preterm babies born every year, about 1.1 million die prematurely. And according to the Report, with timely prevention and treatment, 75% of these babies could survive. In this sense, the Report is of great value in providing policy guidance and increasing awareness. It is particularly worth mentioning that most of the measures cited in the Report are simple, feasible, economic and effective. The Report is therefore of practical significance especially to developing countries.

　　妇幼保健是世卫组织众多工作中的重要一环。中方一贯高度重视世卫组织在全球卫生领域发挥的重要作用，充分支持世卫组织各项工作。近年来，在陈冯富珍总干事的领导下，世卫组织积极推动国际卫生合作，协助各国特别是发展中国家的卫生体系建设，为实现卫生领域联合国千年发展目标作出了巨大贡献。中国政府对此表示高度赞赏。

Health of women and children is one of the important work of the WHO. China highly values the important role of WHO in global health endeavors, and has fully supported its work. In recent years, under the leadership of Director General Margaret Chan, the WHO has worked vigorously to promote international health cooperation, help countries, developing countries in particular, to improve their public health systems, and has thus contributed enormously to the achievement of health-related MDGs. The Chinese government highly appreciates these efforts.

Ladies and Gentlemen,

　　中国政府高度重视医疗卫生事业发展。改革开放三十多年来，中国采取一系列措施增加人财力投入、开展国际交流合作，大大改善了社会医疗卫生条件，人民健康水平不断提高。去年中国政府颁布的《国民经济和社会发展第十二个五年规划纲要》，致力于进一步深化医药卫生体制改革，完善城乡医疗服务体系和医疗保障体系。

The Chinese government puts great emphasis on public health. Over more than 30 years of reform and opening-up, China has taken a series of measures to increase financial and human resources input, and engage in international cooperation in public health. As a result, China’s public health and medical conditions have been upgraded significantly, and the health of the Chinese people has been improved continuously. The 12th Five-Year-Plan for the National Economic and Social Development released by the Chinese government last year demonstrated China’s commitment to deepen the reform of its public health system.

　　妇幼卫生一直是中国卫生事业的优先发展领域。经过多年努力，中国已形成以《母婴保健法》为核心的法律制度体系和较为健全的妇幼卫生服务网络。通过孕前保健检查及指导、产前筛查和产前诊断等公共卫生服务项目，中国大幅提高了新生儿健康水平。早在2007年，中国就已提前实现降低儿童死亡率的千年发展目标。不久前，中国卫生部印发了《2011-2020年中国妇女儿童发展纲要实施方案》，提出了今后十年的目标和具体措施。我坚信，通过我们的不懈努力和国际社会的支持，中国的妇幼健康水平必将得到进一步提高。

Health of women and children has always been a priority for China’s public health endeavors. Thanks to years of efforts, China has formed a solid legal system and sound medical care network according to the Law on Maternal and Infant Health Care. Through various public health services, China remarkably improved the health of newborn babies. It was as early as 2007 that China managed to achieve ahead of schedule the MDG of reducing infant mortality rate. The Programs for the Development of Chinese Women and Children (2011-2020) released not long ago by the Ministry of Health set the goals and specific policy measures for the next decade. I am confident that, with our unremitting efforts as well as relevant international support, China’s health care for women and children will be further improved.

Ladies and Gentlemen,

　　我相信，作为联合国秘书长“妇幼健康全球战略”的一部分，《早产儿全球行动报告》的发布与推广实施，将进一步促进世界各国的妇幼健康保护工作。

I am convinced that the publication and implementation of this Report, as part of the Secretary-General’s Global Strategy for Women’s and Children’s Health, will further promote health of women and children in all countries.
